Weekly Update: January 30, 2026
This week the Duncanville Fire Department congratulates Firefighter/EMT-P, Pat Stubbs (center left) on his retirement from the City of Duncanville and the Duncanville Fire Department after 26+ years of selfless and dedicated service to the citizens and businesses of Duncanville and surrounding areas. We wish Firefighter Stubbs all the best in his new chapter of retirement life.

 
BUILDING PERMITS AND INSPECTIONS
 
Building Weekly Inspection Report
  • There were 16 total building inspections this week. 10 inspections passed, 6 failed, 0 canceled, and 0 partially passed.

  • 62 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there was 1 total health inspection, 0 billing in person for Annual Health Renewal, 1 for the Health Certificate of Occupancy, and 0 for Annual Swimming Pool Inspections. 7 routine health inspections, 2 mobile food unit inspections, and 2 complaints.

Total Fees Collected for the Week: $57,159.89.


CODE ENFORCEMENT

Rental Weekly Inspection Report:

  • A total of 11 rental inspections were scheduled this week: 0 passed, 11 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.

  • 0 Single Family Rental Certificates of Occupancy have been reissued.

  • A total of 0 Apartment Unit Inspections for this week have been completed.

DUNCANVILLE FIRE DEPARTMENT

Emergency Management

  • Regional Emergency Management Administrator Lauren Sanchez and Regional Emergency Management Specialist Kevin Bradley manned the Emergency Operations Center (EOC) around the clock, updating City Management for all four cities on weather and road conditions, and conducting calls with the Executive Teams during the winter storms.

  • Emergency Management Specialist, Kevin Bradley, worked with the National Weather Service to recertify the City of Duncanville as a Storm Ready Community.

Fire Administration 

  • Firefighter/Emergency Medical Technician - Paramedic (EMT-P), Patrick Stubbs, retired from the City of Duncanville Fire Department, serving over 26 years of selfless and dedicated service to the citizens and businesses of Duncanville and surrounding areas.

  • Chief Connealy stayed at Duncanville Fire Station 2 around the clock, monitoring weather conditions during the winter storms.

Community Corner

  • On Tuesday, January 20, 2026, we presented Chick-fil-A with a Certificate of Recognition as a small token of our appreciation for their continued support of our Santa Cop Program and their ongoing dedication to our community. We are grateful for their partnership and commitment to making a positive impact.

  • On Wednesday, January 23, 2026, we hosted Conchas with a Cop at Champions Cove. This community-focused program offers our officers an opportunity to spend meaningful time with members of the senior community, fostering conversation, trust, and stronger relationships.

With the recent winter storms impacting supply, it is even more important to give blood. Sign up for an appointment to donate blood at the American Red Cross blood drive at the Library on Monday, February 2, 2026 (10:00 AM – 12:00 PM).

Adults looking for some support and inspiration along the writing path are welcome to attend the next Writers’ Group on Monday, February 2, 2026 (6:00 – 7:30 PM).

  • Craftastic, Tuesdays at 4:30 PM – 5:30 PM. Craft something fantastic by hand! Create with paper crafts, collage, and other simple projects. For adults, but open to all ages.

  • Computer Basics, Tuesdays at 6 PM – 7:30 PM. Learn the basic concepts of using a computer. Chromebooks are available, or bring your own device.

  • Tech Tutors, Wednesdays at 7 PM – 7:45 PM. Get help with any of your own devices or on one of our public computers.

  • Sewing Tutorial, Saturdays at 2:30 PM – 3:30 PM. Join this small-scale sewing tutorial. Sign up in person or call us. Limit 3 per session.

  • Maker Time, Saturdays at 3:30 PM – 5:30 PM. Use the makerspace to work on your creative projects.

  • Homeschool Hangout, Mondays at 10:30 AM. Calling all homeschoolers! Join us in a space where students can engage in fun STEAM activities…or hang out with each other! For children aged 6 –11 and their families or caregivers.

  • LEGO® Maniacs, Mondays at 4:30 PM – 7:30 PM. Come play with Legos!

  • Baby Play, Tuesdays at 10:15 AM. Come play with your child in our discovery stations. Kids explore early concepts and fine motor skills all through interactive play. Ages 0 – 3 years and a caregiver.

  • Game On! Tuesdays (6 – 7:30 PM): Teens aged 12-18 can enjoy board games or console games (Nintendo Switch and PlayStation 5) together.

  • Preschool Story Time, Thursdays at 10:15 AM. Story time fun for ages 3 – 6 and a caregiver.

  • Toddler Story Time, Thursdays at 11:15 AM. Story time fun for toddlers. Open to ages 0 – 3 and a caregiver.


ECONOMIC DEVELOPMENT 
 

Applications are now open for the Duncanville Community and Economic Development Corporation (DCEDC) Design Incentive Grant Program, an initiative designed to support local businesses through financial assistance for exterior and interior design improvements, and more. Design Incentive Grant applications will be accepted through March 1, 2026. The DCEDC congratulates the 2026 Mayor’s Award of Excellence recipients, Xela Bistro and Methodist Charlton Medical Center! Awards were presented at the State of the City and Duncanville Chamber of Commerce Celebrate Duncanville event.

A special congratulations to DCEDC Board President, Patrick Harvey, for being selected as the 2025 Chamber Man of the Year!

BUSINESS VISITS: 

Encina Duncanville – 220 North Main (Under Construction)

  • Mechanical and infrastructure phase including Heating, Ventilation, and Air Conditioning (HVAC), electrical, plumbing is nearing completion.

  • May 2026 target opening is still on schedule, according to the construction manager.

Business & Arts Networking Mixers 2026

  • Staff liaisons for the DCEDC and Arts Commissions met this week to discuss plans for a series of quarterly networking and engagement events for 2026.

  • Briefings with both DCEDC and Arts Commission targeted for February 2026.

  • Railroad Flats Property – A briefing to discuss project proposals and the history of this development site is scheduled for the Joint Meeting of the City Council, DCEDC, and TIF Board.

  • Parklane Investments dba Corinth Properties- Chapter 380 Sales Tax Incentive, Up to $150,000 over 5 years, Approved by DCEDC – December 15, 2025. Scheduled for February 3, 2026 City Council Meeting for Consideration.

Special Events 

The Special Events Team is actively preparing for the next phase of planning for the BloomFest Music & Arts Festival scheduled for May 9, 2026. One of the event’s highlighted features, the BloomFest Band Competition, has received a strong response from talented local and regional musicians.


Staff is currently reviewing applications to narrow the applicant pool down to a Top 10 finalist group, which will be announced in early February. Following this selection, the community will be invited to participate in a public voting phase to help determine the Top 3 bands who will advance to perform live at BloomFest. This interactive component is designed to increase community engagement, promote local talent, and build excitement leading into the festival.


In addition to entertainment planning, 
vendor recruitment is now open for both food vendors and market vendors. The team is actively promoting opportunities for small businesses, artisans, and food operators to participate, supporting local entrepreneurship while enhancing the overall festival experience for attendees.

Staff will continue coordinating logistics, marketing efforts, and partnerships to ensure BloomFest remains a high-quality, community-centered event that supports the arts, local businesses, and economic activity within Duncanville.

Recreation Center

Community Event Highlight: Health Fair Meet and Greet / Daddy Daughter Dance / Black History Month Displays at City Hall, Rec. Center, and Senior Center

The event was canceled due to inclement weather; however, we plan to use the purchased items, such as energy bars and bottled water, to distribute to customers who use the facility.

We are currently working on decorations for the Daddy Daughter event. This year’s theme is “Dancing Among the Clouds.” Participants will be served dinner and enjoy games and music to dance the night away. In addition, we will have selfie stations for photos, interactive games, and a large floor game where daddies and daughters can compete together.

Black History Month – This Friday we will set-up displays to celebrate Black History Month. This year’s theme is “A Century of Black History Commemorations” which emphasizes the significant achievement represented by a century of dedicated Black history commemorations. The theme honors how Carter G. Woodson’s concept of “Black History Week” has evolved to become an annual, month-long, scholarly and sustained movement to study, teach, and disseminate Black history.

Class Highlight:

There are no class highlights this week due to the winter storm.

Upcoming Events: Health Fair & Instructor Meet & Greet

We are in full swing planning this year’s Health Fair / Meet & Greet Event. Currently, we have 14 plus instructors and health vendors signed up to participate. The event is this Monday, January 26, 2026 ( Duncanville Recreation Center) 6:30 PM to 8:00 PM. Instructors and vendors will hand out nutritional pamphlets, energy bars, Powerade, swag items, and provide demonstrations. The intent is to sign up students on the spot. In addition, we hope to sell more memberships the night of. The event may be cancelled due to the weather. We will monitor and let you know.

 Recreation Center

  • January 1 through January 31 – Membership Drive
  • February 21 – Daddy Daughter Dance – 6:00 PM

Planning and Zoning
  • The Planning & Zoning team is updating the Planning website and various P&Z applications.

  • The Planning & Zoning team is hosting a workshop training with the City Attorney for Planning & Zoning Commission and Zoning Board of Adjustment members.


PUBLIC WORKS 

Cedar Ridge Drive Improvements

  • At the December 16, 2025, City Council meeting, the project was awarded to Estrada Concrete Company, LLC. They have received the contract and will provide all required documents to begin the project soon.
Street Division
  • Crews were on site and ready to respond during winter storm Fern by providing 24-hour coverage, in 12-hour shifts beginning Friday, January 23, 2026, at 7:00 PM and concluding on Tuesday, January 27, 2026.

  • Crews responded to 3 emergency callouts from dispatch (Main Street at Camp Wisdom twice, and another location on South Main Street).

Summit Pump Generator

  • The Automatic Transfer Switch for the generator has arrived and is being wired. The generator is expected to be fully operational next month.
Utilities Division
  • From January 19-25, 2026, 33,361,800 gallons of water were pumped. The estimated water loss for that week was 250,240 gallons, including leaks.

  • Crews were on site and ready to respond during winter storm Fern by providing 24-hour coverage, in 12-hour shifts beginning Friday, January 23, 2026, at 7:00 am through Tuesday, January 27, 2026, ending at 7:00 am.
