Weekly Update: February 13, 2026

On Tuesday, February 10, the City of Duncanville hosted Property Tax 101 at the D.L. Hopkins Senior Center.

Residents learned more about the Texas property tax system, including important deadlines, the appeals process, and available exemptions. Attendees also had the opportunity to ask questions and receive information directly from representatives of the Dallas County Tax Office and the Dallas Central Appraisal District.


 
BUILDING PERMITS AND INSPECTIONS
 
Building Weekly Inspection Report
  • There were 60 total building inspections this week. 50 inspections passed, 10 failed, 0 canceled, and 0 partial pass. 

  • 44 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there was 15 total health inspection, 0 billing in person for Annual Health Renewal, 2 for the Health Certificate of Occupancy, and 0 for Annual Swimming Pool Inspections. 8 routine health inspections, 4 mobile food unit inspections, and 1 complaints.

Total Fees Collected for the Week: $ 21,890.85.


CODE ENFORCEMENT

Rental Weekly Inspection Report:

  • A total of 63 rental inspections were scheduled this week: 17 passed, 46 failed, and 3 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards. 

  • 17 Single Family Rental Certificates of Occupancy have been reissued.

  • A total of 0 Apartment Unit Inspections for this week have been completed.

DUNCANVILLE FIRE DEPARTMENT

Emergency Management

  • Emergency Management Team (EMT) conducted the Duncanville Winter Storm After Action Meeting and created the Report.

  • EMT attended the Duncanville Independent School District (ISD) Safety and Security Meeting.

  • EMT attended the Dallas County Voluntary Organizations Active in Disaster (VOAD) Meeting.

  • EMT received approval from the State of Texas on our update of Annex J-Recovery, an annex included in our Regional Emergency Management Plan.

  • EMT met with DeSoto Independent School District and Duncanville Independent School District to discuss their respective emergency management plans and training.

  • Emergency Management Team (EMT) attended the Dallas-Fort Worth Regional Emergency Management Meeting. Emergency Management Specialist Kevin Bradley serves as the group Secretary. 

Fire Administration 

  • Attended Executive Team meeting / After Action Review of Winter Storm

  • Getting feedback from all three shifts on the Automatic Vehicle Locator (AVL) trial 30-day evaluation completed December 16, 2025. Feedback due by February 16, 2026. Will submit feedback to Interim City Manager Richard Abernethy on February 18, 2026. A meeting with City Managers and Fire Chiefs is scheduled for February 24, 2026.

  • The 2026 Fire Department Policy Manual is completed and will be updated annually each December to keep current. This is part of the Best Practices project. Members will be required to document their annual review of the manual and note any updates going forward.

  • Chief Chris Connealy was redesignated by the Commission on Professional Credentialing this past week as a Chief Fire Officer (CFO) for another three years. There are several areas that chiefs must complete in the application every three years to maintain this international designation. He has been a credentialed CFO since the program started in 2004. There are 2,189 chief fire officers with this designation in the world as of January 21, 2026.

  • Partnering with Human Resources to facilitate bi-annual Preventing Sexual Harassment and Cybersecurity classes at Fire Station 1 due to not enough computers for Operations personnel.

  • Attended Fire Administration weekly staff meeting.

  • Worked with City Administration on Waiver of Immunity Documents for two upcoming training classes in Midlothian.

  • Texas Commission on Fire Protection will conduct its bi-annual inspection of the Duncanville Fire Department on February 20, 2026.

  • Attended Rotary and Lions Club meetings.

  • Attended a Fire Prevention Association of North Texas meeting in Carrollton on Wednesday

  • Attended the monthly Southwest Regional Communications Center meeting on Wednesday

  • Attended Executive Team Leadership Development Workshop on Thursday

  • The Federal Bureau of Investigation Criminal Justice Information Services (CJIS) conducted its periodic audit on Thursday

  • Attended a Lions Club Orientation meeting on Thursday evening

  • Continued working on the Texas Fire Chiefs Association Best Practices project. Making a lot of progress. I expect to complete this project in 2026. 

  • Continued work on the Insurance Services Office (ISO) project. An ISO evaluation is scheduled for later in 2026, and completion of the First Due software module onboarding is required before that review.

  •  Deputy Fire Marshal Logan Henry met with Chaplain Moises Ruiz to further discuss and plan the department's mental health and wellness program.

Community Corner

  • On Wednesday, February 4, 2026, we hosted a Pastor Breakfast for the Faith Leaders in our community.  It was a nice way to connect, share conversation, and strengthen the partnership between our faith community and law enforcement.

DUNCANVILLE PUBLIC LIBRARY

 

On Monday, February 16, 2026, 6:30 PM – 7:30 PM, pawns and rooks get ready to rumble at the monthly Chess Club! All ages and levels are welcome to play. Come enjoy a game that has been played for over 1,500 years!


Children can practice reading to train therapy dogs during the popular Read to Dogs program on Saturday, February 21, 2026, at 2:00 PM  


Note: The next Workforce Solutions Greater Dallas job assistance program at the Duncanville Public Library has been rescheduled from Monday, February 16, 2026, to Monday, February 23, 2026, 3:00 PM – 5:00 PM.

  • Craftastic, Tuesdays at 4:30 – 5:30 PM. Craft something fantastic by hand! Create with paper crafts, collage, and other simple projects. For adults, but open to all ages.

  • Computer Basics, Tuesdays at 6:00 PM – 7:30 PM. Learn the basic concepts of using a computer. Chromebooks are available or bring your own device.

  • Tech Tutors, Wednesdays at 7:00 PM – 7:45 PM. Get help with any of your own devices or on one of our public computers.

  • Sewing Tutorial, Saturdays at 2:30 PM – 3:30 PM. Join this small-scale sewing tutorial. Sign up in person or call us. Limit 3 per session.

  • Maker Time, Saturdays at 3:30 – 5:30 PM. Use the makerspace to work on your creative projects.
    o An extra Maker Time session is offered on Friday, February 27, 2026, 3:30 PM – 5:30 PM.

  • Homeschool Hangout, Mondays at 10:30 AM. Calling all homeschoolers! Join us in a space where students can engage in fun STEAM activities…or hang out with each other! For children aged 6 –11 and their families or caregivers.

  • LEGO® Maniacs, Mondays at 4:30 PM – 7:30 PM. Come play with Legos!

  • Baby Play, Tuesdays at 10:15 AM. Come play with your child in our discovery stations. Kids explore early concepts and fine motor skills all through interactive play. Ages 0 – 3 years and a caregiver.

  • Game On! Tuesdays 6:00 PM – 7:30 PM: Teens aged 12-18 can enjoy board games or console games (Nintendo Switch and PlayStation 5) together.

  • Preschool Story Time, Thursdays at 10:15 AM. Storytime fun for ages 3–6 and a caregiver.

  • Toddler Story Time, Thursdays at 11:15 AM. Story time fun for toddlers. Open to ages 0 – 3 and a caregiver.


ECONOMIC DEVELOPMENT 
 

Applications are now open for the Duncanville Community and Economic Development Corporation (DCEDC) Design Incentive Grant Program, an initiative designed to support local businesses through financial assistance for exterior and interior design improvements, and more. Design Incentive Grant applications will be accepted through March 1, 2026. Economic Development staff attended the February Duncanville Dealmakers networking meetup hosted by Collab x Options Real Estate. This event is designed for professionals who value meaningful conversations and want to expand their networks, share ideas, or explore new opportunities. Hosted every first Friday of the month, beginning at 8:30 AM, at the Collab - 544 East Wheatland Road.

Special Events 

Planning efforts for the BloomFest Music & Arts Festival scheduled for May 9, 2026 continue to move forward with strong community participation and excitement. The Special Events Team is pleased to share that the jury review process for the BloomFest Band Battle has been completed, and the Top 10 finalist bands have officially been selected from a highly competitive applicant pool.

 

Public voting is now live and open to the community, allowing residents to help determine the Top 3 bands who will advance to perform live at BloomFest. This interactive component is designed to increase engagement, showcase local talent, and build anticipation leading up to the event.


In addition to entertainment programming, vendor applications are currently open for both food vendors and market vendors. Staff is actively promoting opportunities for small businesses, artisans, and food operators to participate, supporting local entrepreneurship and enhancing the festival experience.


The event team is also preparing to introduce new interactive elements and creative experiences to BloomFest this year, further expanding the festival’s arts focus and attendee engagement. More details will be released in the coming weeks.

PARKS

  • Staff applied pre-emergent to overseeded athletic fields.

  • Staff continued construction and painting work on Lakeside Park dugouts, including painting c-purlins and ordering R-panels.

  • Crews performed playground inspections and picked up storm debris at Lakeside Park.

  • Crews completed utility locates for pipe and cable at Lakeside Park.

  • Staff conducted repairs and maintenance work at the Armstrong gazebo.

  • Staff backfilled the hole at Armstrong Park.

  • Crews completed median and bed clean-up at Danieldale, Shannon, Willow Run, Ferguson Circle, Nicholes Park, Harrington sign beds, Crocker Hill, Red Bird Park, and Papadeaux areas.

  • Crew performed maintenance at Kidsville beds and multiple corridor medians.

  • Crews pulled dead plant material from color beds throughout the city.

  • Staff watered and maintained all seasonal color beds.

Recreation Center

We’re officially in decorating mode as we prepare for our annual Daddy Daughter Dance! We’ve chosen the colors and planned out everything from tablecloths and centerpieces to floor games, table game stations, make-up stations, selfie photo spots, a special walkway, and of course, the food. Over the rest of this week and next, you’ll get a sneak peek at some of the decorations and event setup. Please note that the walkway will be slightly shorter this year due to limited staffing.

Fireside Chat Update

Class Highlight

“Ayyye Line Dance” has grown so popular that we’re exploring a larger space to accommodate the increasing number of students. The class is currently held in the Teen Room but we are considering moving it to the gym, pending the instructor’s approval, to better serve the group. Each session welcomes 20 plus participants and continues to grow! Led by Instructor Tiffany Ashford, the class brings together dancers of all ages and skill levels, from beginners to intermediate and advanced line dancers.

New Class Highlight

HikeHer Wellness Reset Hike is a faith-centered wellness experience designed to refresh the mind, body, and spirit for women. Join us on Saturday, February 28, 2026, for a guided group hike at Cedar Ridge Preserve from 7:30 AM–9:30 AM, followed by an Indoor Wellness Reset Experience at the Duncanville Recreation Center from 10:00 AM –12:00 PM.   • February 20, 21, 22 – Karate Camp (Recreation Center Karate Program)
    Rescheduled for February. Our karate instructor, Chris Howerton, will coordinate the camp and provide detailed instruction on the benefits of karate, including how it develops character and discipline. Participants ages 5 and up, including adults seeking physical activity, are welcome to join.

  • The Planning and Zoning Commission approved three cases at its meeting on Monday, February 9, 2026.


PUBLIC WORKS 

Cedar Ridge Drive Improvements

  • At the December 16, 2025, City Council meeting, the project was awarded to Estrada Concrete Company, LLC. They have received the contract and will provide all required documents to begin the project soon.
Street Division
  • Crews excavated utility repairs and set up concrete at five locations.

  • Crews completed cleaning up sand at the police station parking lot.

  • Five employees will attend work zone safety & flagger training at the University of Texas at Arlington this week. 

Summit Pump Generator

  • ·       Oncor disconnected power to the Summit pump station on February 10, 2026, to allow for the installation of the emergency generator. The contractor began running wires for the generator connection. Prime Controls began wiring the programmable logic controllers to the Supervisory Control and Data Acquisition system. The generator should be fully operational later this month.

Utilities Division
  • From February 2-8, 2026, 31,576,170 gallons of water were pumped. The estimated water loss for that week was 272,125 gallons.
