CITY MANAGEMENT
City Management would like to recognize Code Enforcement Superintendent Victor Pizarro for receiving positive feedback from a Duncanville resident. He initiated a sweep of the alley from the 400 block to the 1300 block of Candlelight, removing brush, tree limbs, and high grass.

BUILDING PERMITS AND INSPECTIONS
 
Building Weekly Inspection Report
  • There were 65 total building inspections this week. 56 inspections passed, 8 failed, 0 canceled, and 1 partial pass.

  • 37 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 7 total health inspections, 0 billing in person for Annual Health Renewal, 2 for the Health Certificate of Occupancy, and 0 for Annual Swimming Pool Inspections. 3 routine health inspections, 1 mobile food unit inspection, and 1 complaint.

Total Fees Collected for the Week: $50,109.60.

Rental Weekly Inspection Report:

  • A total of 23 rental inspections were scheduled this week: 0 passed, 23 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.

  • 0 Single Family Rental Certificates of Occupancy have been reissued.

  • A total of 0 Apartment Unit Inspections for this week have been completed.

Emergency Management

  • Emergency Management Team (EMT) Attended the PWERT (Public Works Emergency Response Team) Meeting on behalf of our participating cities.

  • Emergency Management Coordinator Sanchez staffed the Command Post for Duncanville Independent School District Student Walkouts on February 13, 2026.

  • EMT attended the shared 2025 Community Emergency Response Team Annual Report with Regional Fire Chiefs.

  • EMT attended Emergency Management Working Group meeting. 

Fire Administration 

  • Attended Executive Team meeting.

  • Getting feedback from all three shifts on the Automatic Vehicle Locator (AVL) trial 30-day evaluation completed December 16, 2025. Feedback due by February 16, 2026. Will submit feedback to Interim City Manager Richard Abernethy on February 18, 2026. A meeting with City Managers and Fire Chiefs is scheduled for February 24, 2026.

  • Partnering with Human Resources to facilitate bi-annual Preventing Sexual Harassment and Cybersecurity classes at Fire Stations due to not enough computers for Operations personnel.

  • Worked with City Administration on Waiver of Immunity Documents for two upcoming training classes in the City of Midlothian.

  • Texas Commission on Fire Protection will conduct its bi-annual inspection of the Duncanville Fire Department on February 20, 2026.

  • Attended an NFPA 1850 (Personal Protective Equipment and Self-Contained Breathing Apparatus) class in Frisco on February 17, 2026, provided by the Texas Commission on Fire Protection.

  • Attended Quarterly New Hire City Tour on February 19, 2026

  • Continued working on the Texas Fire Chiefs Association Best Practices project. Making a lot of progress. I expect to complete this project in 2026.

  • Continued work on the Insurance Services Office (ISO) project. An ISO evaluation is scheduled for later in 2026, and completion of the First Due software module onboarding is required before that review.

  • On Wednesday, February 11, 2026, we held Coffee with a Cop at Xela Bisto. Thank you to everyone who joined us. We enjoyed the wonderful conversations and awesome coffee with all of you!

Personnel

  • Recruit Joseph Valdez completed week 16 of the North Central Texas Council of Governments Police Academy.

  •  Jacqueline Doss, Julio Padron, Ricky Logan, and Aidan Smith completed week 5 of the North Central Texas Council of Governments Police Academy.

  • On Monday, February 16, 2026, the Duncanville SWAT (Special Weapons and Tactics) team executed a high-risk search warrant at a residence on Candlelight Avenue stemming from an ongoing Duncanville Narcotics investigation. The target of the investigation is known to manufacture and distribute crack cocaine in Duncanville. The search warrant resulted in the seizure of crack cocaine and the filing of a related first-degree felony offense.

Children can practice reading to train therapy dogs during the popular Read to Dogs program on Saturday, February 21, 2026, at 2:00 PM.

  • Craftmatic, Tuesdays at 4:30 PM – 5:30 PM. Craft something fantastic by hand! Create with paper crafts, collage, and other simple projects. For adults, but open to all ages.

  • Computer Basics, Tuesdays at 6:00 PM – 7:30 PM. Learn the basic concepts of using a computer. Chromebooks are available or bring your own device.

  • Tech Tutors, Wednesdays at 7:00 PM – 7:45 PM. Get help with any of your own devices or on one of our public computers.

  • Sewing Tutorial, Saturdays at 2:30 – 3:30 PM. Join this small-scale sewing tutorial. Sign up in person or call us. Limit 3 per session.

ECONOMIC DEVELOPMENT 
 

Applications are now open for the Duncanville Community and Economic Development Corporation (DCEDC) Design Incentive Grant Program, an initiative designed to support local businesses through financial assistance for exterior and interior design improvements, and more. Design Incentive Grant applications will be accepted through March 1, 2026. Economic Development staff attended the February Duncanville Dealmakers networking meetup hosted by Collab x Options Real Estate. This event is designed for professionals who value meaningful conversations and want to expand their networks, share ideas, or explore new opportunities. Hosted every first Friday of the month, beginning at 8:30 AM, at the Collab - 544 East Wheatland Road.

Special Events 

Planning efforts for the BloomFest Music & Arts Festival scheduled for May 9, 2026 continue to move forward with strong community participation and excitement. The Special Events Team is pleased to share that the jury review process for the BloomFest Band Battle has been completed, and the Top 10 finalist bands have officially been selected from a highly competitive applicant pool.

 

Public voting is now live and open to the community, allowing residents to help determine the Top 3 bands who will advance to perform live at BloomFest. This interactive component is designed to increase engagement, showcase local talent, and build anticipation leading up to the event.


In addition to entertainment programming, vendor applications are currently open for both food vendors and market vendors. Staff is actively promoting opportunities for small businesses, artisans, and food operators to participate, supporting local entrepreneurship and enhancing the festival experience.


The event team is also preparing to introduce new interactive elements and creative experiences to BloomFest this year, further expanding the festival’s arts focus and attendee engagement. More details will be released in the coming weeks.

Recreation Center

We’re officially in decorating mode as we prepare for our annual Daddy Daughter Dance! We’ve chosen the colors and planned out everything from tablecloths and centerpieces to floor games, table game stations, make-up stations, selfie photo spots, a special walkway, and of course, the food. Over the rest of this week and next, you’ll get a sneak peek at some of the decorations and event setup. Please note that the walkway will be slightly shorter this year due to limited staffing.

Black History Month Fireside Chat Update

Class Highlight

Yoga & Pilates has steadily gained 1–2 new returning participants each month over the past several months, resulting in a consistent class size of 13 students per session. Noemi does an excellent job using Pilates to activate and strengthen muscles and build intensity, then closes each class with a relaxing decompression through her yoga techniques. We will continue working together to support and grow the program

HikeHer Wellness Reset Hike is a faith-centered wellness experience designed to refresh the mind, body, and spirit for women. Join us on Saturday, February 28, 2026, for a guided group hike at Cedar Ridge Preserve from 7:30 a.m.–9:30 a.m., followed by an Indoor Wellness Reset Experience at the Duncanville Recreation Center from 10:00 a.m.–12:00 p.m. The day includes spiritual reflection, a soul circle, curated wellness brand activations, and meaningful community connection. BloomFest 2026 – Planning Update

Planning for BloomFest 2026 is progressing strongly and remains on schedule. Staff continues to make measurable progress across logistics, entertainment coordination, vendor recruitment, sponsorship outreach, and community partnerships. BloomFest continues to position itself as one of the City’s premier arts and music experiences, designed to attract both residents and visitors while supporting local artists and businesses.

Event Planning & Operations

Event logistics are actively being coordinated, including site layout refinement, stage production planning, vendor placement strategy, and interactive programming components. Staff is working closely with Parks, Public Works, Police, and Fire to ensure operational readiness and a seamless guest experience.

Vendor and artist interest remains steady, and application cycles are actively being promoted to ensure a diverse and high-quality marketplace experience.

 Village Tech Partnership

Staff is collaborating with Village Tech Schools to introduce creative and engaging elements to this year’s event. Discussions are focused on student-led activations and interactive components that enhance the festival atmosphere while showcasing local talent and innovation. This partnership is shaping up to be a meaningful addition that highlights youth engagement and community collaboration.

Additional details on Village Tech’s confirmed contributions and expanded involvement opportunities will be shared as plans are finalized.

Sponsorship Outreach

Sponsorship recruitment is currently underway. BloomFest offers valuable brand exposure through on-site activation, stage recognition, digital promotion, and community visibility leading up to the event.

Local and regional businesses are encouraged to partner with the City to support arts, culture, and community engagement while gaining meaningful marketing exposure.

Volunteer Recruitment

Volunteer recruitment has begun to support event-day operations including vendor assistance, information booths, activity zones, and general event support. Volunteers play a critical role in ensuring the success of BloomFest and fostering a welcoming community environment.

Marketing & Public Engagement

Marketing efforts are increasing across digital platforms. Residents and visitors are encouraged to follow the City’s official social media channels for updates, entertainment announcements, voting opportunities, and special event features.

Community engagement will continue to build as additional announcements are released in the coming weeks.

BloomFest 2026 continues to gain momentum as planning advances, partnerships strengthen, and community excitement grows. Staff look forward to providing additional updates as the event approaches.

  • The Planning and Zoning Commission approved three cases at its meeting on Monday, February 9, 2026.


PUBLIC WORKS 

Cedar Ridge Drive Improvements

  • The Cedar Ridge Drive Reconstruction and Subsurface Utility Improvements Project has been awarded to Estrada Concrete Company, LLC. The preconstruction meeting is scheduled for March 12, 2026
Street Division
  • Crew repaired 16 potholes within city limits.

  • Crew assisted Atmos Energy with traffic control by placing eight barricades on Freeman Street.

  • Crews completed concrete repairs on Clark Road, Frank Keasler Boulevard, and Cockrell Hill Road.

  • Crew removed a downed tree from the right-of-way on Charlotte Street.

  • Crew cleared abandoned brush in the alley of Southwood Court.

Summit Pump Generator

  • ·     All wiring has been completed for the generator installation. Staff is waiting for the schedule for the generator's certification. Prime controls began connecting the generator to the Supervisory Control and Data Acquisition system.

Utilities Division
  • From February 9-15, 2026, 31,171,900 gallons of water were pumped. The estimated water loss for that week was 227,500 gallons, including one water leak at San Juan Drive and Cockrell Hill Road.
