- A total of 17 Rental inspections were scheduled this week; 7 passed, 10 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of Ground Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters not meeting current code standards.
- 7 Single-Family Rental Certificates of Occupancy have been reissued for this week. 0 apartment unit inspections were completed and 2 complaints.
- There were 48 total Building inspections this week. 29 inspections passed, 12 failed, 1 canceled, and 5 were partially passed.
- This week, there were 23 total health inspections: 0 for the annual renewal, 0 for the health certificate of occupancy, 0 for the annual swimming pool inspection, 2 routine health inspections, and 1 health complaint.
- For the 4th of July event in Duncanville, there were 21 pre-food unit inspections and 23 routine food unit inspections.
- 28 building permits were issued this week
- The total amount of fees collected was $19,424.20

Fight the Bite
To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.
To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

Fire Administration
- Attended a meeting with First Due Fire Software Company to discuss software capabilities.
- Attended the July 4th after-action review meeting.
- Met with City Attorney Robert Hager on the contract going to City Council for consideration to hire a Regional Emergency Medical System Training Officer.
- Attended Community Emergency Response Team (CERT) meeting and Bond Committee meeting.
- Staff attended and worked the 4th of July celebration in Duncanville.
- Attended Duncanville Community Economic Development Corporation (DCEDC) meeting for consideration of a Duncanville Fire Department grant application in efforts to improve the City’s Insurance Services Office (ISO) rating to reduce commercial and residential insurance rates
- Met with staff to update the Duncanville Fire Department Policy Manual from the 2019 version to a 2025 version.
The Fire Department responded to 176 calls for service in the past seven days. These included:

PERSONNEL
- Recruit Victor Gonzalez completed week 14, while Recruits Kevin Sanchez and George Smith completed week 8.
- On July 2, 2025, the Duncanville Narcotics Unit obtained a search warrant for a residence stemming from an ongoing narcotics investigation. The Duncanville SWAT team executed the high-risk search warrant. The search warrant rendered nearly 1000 grams of cocaine, 20 pounds of marijuana, psilocybin mushrooms, THC concentrate, and almost 1,000 tablets of alprazolam recently mailed from Mexico. In addition, seven firearms and hundreds of rounds of ammunition were seized. Two of the firearms were equipped with machine gun conversion devices, often referred to as “switches”. A stolen vehicle was also recovered on the property. Multiple federal arrest warrants will be obtained in connection with this search warrant and investigation.

On July 10, 2025, our officers had a wonderful time engaging with the community, sharing conversations with customers inside, and even jumping in to help deliver meals to residents in the drive-thru. It’s moments like these that help strengthen the bond between our officers and the people we serve – one cup of coffee at a time.

4th of July Celebration – A Huge Success!
We want to extend a heartfelt thank you to everyone who joined us at Armstrong Park for our annual 4th of July Celebration. From the parade in the morning to an incredible night of live music, food, rides, and a spectacular fireworks show, this event truly showcased the spirit of our community. Encina is Coming!
We are thrilled to announce that Encina, the beloved Oak Cliff restaurant known for its adventurous menu featuring seasonal Texas ingredients, is expanding to Duncanville! The team behind Encina has officially closed on the historic property at 220 North Main Street, formerly home to Duncanville’s original fire station and later a TV repair shop.
Encina, a collaboration between celebrated chef Matt Balke and seasoned restaurant veteran Corey McCombs, has been a staple in the Bishop Arts District since its opening in 2020.
The addition of Encina to our downtown area marks a significant milestone in Duncanville’s ongoing economic development and revitalization efforts. We are excited to welcome this esteemed establishment to our community and look forward to the vibrancy it will bring to our historic Main Street.

PARKS
- Crews ensured the park spaces were safe, clean, and equipped to accommodate high visitor volume and major city programming for the 4th of July Celebration.
- Crews cleaned the Splash Pad holding tank to prevent the buildup of debris and biofilm, improved water quality, and extended system life for safe, consistent summer use.
- Crews performed landscape maintenance at the Duncanville Fieldhouse and Duncanville Theatre.
- Staff inspected pond aerators and verified operational aeration to support aquatic health, prevent algae growth, and maintain visual quality.
- Crews cleaned grills and other amenities to provide a safe, sanitary, and enjoyable experience for park patrons, especially during high-traffic summer weeks.
- Crews repaired irrigation breaks from fence posts and addressed immediate water loss and system inefficiencies caused by temporary fencing, protected turf and reduced maintenance costs.
- Crews started athletic field turf maintenance to proactively maintain safe, playable field conditions for summer leagues and upcoming athletic events.
- Crews continued Splashpad maintenance, receiving additional chemicals, and performing routine maintenance.

On July 22, 2025, at 6:00 PM, all Boards, including the Planning and Zoning Commission and the Zoning Board of Adjustments, will be participating in the Comprehensive Plan Joint Meeting Block Party at the Duncanville Fieldhouse, located at 1700 South Main Street, City of Duncanville, Dallas County, Texas.
- The Duncanville City Council will hold a public hearing for Case #2025-00013, a request by Life School to rezone 1000 East Danieldale Road, City of Duncanville, Dallas County, Texas, from SF-13 to PD (Planned Development – Education Facility). The Planning and Zoning Commission did not recommend approval.
- The Duncanville City Council will hold a public hearing for Case #2025-00004, an application for a SUP (Specific Use Permit) to allow for the use of “Fuel Pumps”, at 615 South Cockrell Hill Road, City of Duncanville, Dallas County, Texas. The Planning and Zoning Commission did not recommend approval.
- The Planning and Zoning Commission recommended to Council Case #2025-00003, an application for a Specific Use Permit to allow for the use of “Short Term Rental” on real property located at 710 Valley Hill Road, City of Duncanville, Dallas County, Texas.
- The Planning and Zoning Commission recommended to Council Case #2025-00005, an application for a Specific Use Permit to allow for the use of “Auto Repair and Services Major”, with an exception for the Specific Use Permit to be reevaluated in 5 years and to include that any inoperable vehicle must be removed after 60 days. This property is located at 508 East Red Bird Lane, City of Duncanville, Dallas County, Texas.

Capital Improvement Projects
Summit Pump Station
Staff are awaiting the arrival of the new generator for the Summit Pump Station. It is expected to arrive this week.
Pipebursting
Utility repairs are ongoing as part of the Wheatland Road and Mauk Branch Creek pipe bursting project. The installation of the lining for the 8” water line began on June 30, 2025.
RFB 25-0014 Cedar Ridge Reconstruction
Bid documents are ready. The project will be advertised soon to solicit bids for the project’s construction.
Streets Division
- Crews patched 15 potholes in various locations throughout the city.
- Crews cleaned debris from the Big Stone Gap Road roadway.
- Crews cleaned brush from the west side of Oriole and the Green Tree creek/embankment.
- Crews laid asphalt milling in the grassy areas at the Duncanville Fieldhouse.
- Crews removed a low-hanging limb from Bow Creek Drive.
- Crews laid hot mix asphalt on Amelia Street and Kelly Court.
- Crews worked the Fourth of July Celebration and cleaned up remaining debris on July 5, 2025.
Utilities Division
- During the week of June 30 - July 6, 2025, 38,833,600 gallons of water were pumped. The estimated water loss for that week, including one water main break and one service line repair, was 244,005 gallons.
- Hydromax USA continues to exercise valves and GIS (Geographic Information System) to locate all the water distribution valves across the city. This project is scheduled for completion by mid-September 2025. The Hydromax trucks are white, featuring the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed.
