The AARP Tax Preparation team recently visited the D.L. Hopkins Jr. Senior Center to assist members with their tax preparation.

BUILDING PERMITS AND INSPECTIONS
 
Building Weekly Inspection Report
  • There were 58 total building inspections this week. 41 inspections passed, 13 failed, 1 canceled, and 2 partial passes.

  • 53 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 7 total health inspections, 0 for Annual Health Renewal, 0 for the Health Certificate of Occupancy, and 1 for Annual Swimming Pool Inspections. 3 routine health inspections, 1 mobile food unit inspection, and 2 complaints and closures.

Total Fees Collected for the Week: $75,410.00.

Rental Weekly Inspection Report:

  • A total of 20 rental inspections were scheduled this week: 0 passed, 20 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.

  • 0 Single Family Rental Certificates of Occupancy have been reissued.

  • A total of 0 Apartment Unit Inspections for this week have been completed.

COMMUNICATIONS AND MARKETING 

 Notice of Intention to Issue City of Duncanville, Texas Certificates of Obligation

TAKE NOTICE that the City Council of the City of Duncanville, Texas, shall convene on May 5, 2026 at 7:00 p.m., at Duncanville City Hall, 203 E. Wheatland Road, Duncanville, Texas 75116. During such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of certificates of obligation, in one or more series, in an amount not to exceed TWELVE MILLION DOLLARS ($12,000,000) for the purpose of paying contractual obligations to be incurred for (i) improving and extending the City’s waterworks and sewer system, to-wit: the acquisition and installation of water meters in replacement of existing water meters and (ii) professional services rendered in connection therewith; such certificates to be payable from ad valorem taxes and a limited pledge of the City's waterworks and sewer system. In accordance with Texas Local Government Code Section 271.049, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $15,555,000; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $19,558,888; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $17,520,000; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is August 15, 2043. The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.

DUNCANVILLE FIRE DEPARTMENT

Emergency Management

  • Emergency Medical Team (EMT) participated in the state’s first statewide test of warning systems, which was coordinated with the Best Southwest cities. A preliminary report has been sent to staff.

  • EMT conducted the bi-annual Regional School Safety Meeting with reps from the Best Southwest Cities Independent School Districts and charter schools.

  • EMT held its monthly Community Emergency Response Team (CERT) meeting, with 18 attendees participating in a session on pet safety.

  • EMT participated in the monthly Dallas County Voluntary Organizations Active in Disasters (VOAD) meeting.

  • EMT updated the State of Texas Emergency Assistance Registry (STEAR) registry for the Best Southwest cities. 

Fire Administration 

  • The EMS (Emergency Management Service) Division will track the new First Due electronic care reporting system approved by City Council on March 17, 2026, to ensure proposed deliverables are achieved. Once training is complete and implementation begins, monthly updates will be provided to City Management.

  • Continued to work on the Insurance Services Office (ISO) project. An ISO evaluation is scheduled for later in 2026, and completion of the First Due software module onboarding is required before that review.

  • Seeking input from the Fire Marshal’s Office regarding ongoing fire lane parking enforcement challenges being addressed by City Management. Currently, Fire Marshal staff are unable to initiate towing without law enforcement present due to certification limitations. Further discussion is needed to establish clear long-term expectations and potential solutions.

  • New hire interviews are scheduled for Friday, April 10, 2026, with three applicants being considered. The Duncanville Fire Department currently has four vacancies, with an additional vacancy anticipated in May.

  • Duncanville Firefighter Bryant Medhus will be relocating to Minnesota to be closer to family after accepting a position with the City of Maplewood Fire Department.

PARKS

  • Staff were consistently preparing fields at Lions Park and Alexander Park for games and practices throughout the week, supporting multiple scheduled events.

  • Crews completed seasonal bed maintenance and received new plant materials, including Duranta (Sky Flower) and Pentas, to support upcoming landscape enhancements.

  • Staff completed repairs at Lakeside Park following vehicle damage to pipes and cable barriers.

  • Staff addressed access control by replacing batteries in digital lock systems at Harrington Park.

  • Crews completed field painting for track and athletic use areas.

  • Crews completed cleanup and maintenance of the Duncanville Library patio and Oriole Road median beds.

  • Crews conducted park inspections with a focus on identifying wasp nests and safety concerns.

  • Crews repaired damaged fencing infrastructure at Lakeside Park.

  • Staff assisted with grading work at Harrington in preparation for sod installation.

Recreation Center

Program Highlight

The Tai Chi program successfully held its inaugural class on Monday, April 6, with eight participants in attendance. Attendees engaged in slow, gentle, and flowing movements combined with deep breathing and meditation techniques. The class is led by instructor Dr. Hearne, whose expertise contributes to a positive and welcoming environment. Staff will continue to develop targeted marketing efforts to support program growth and increase participation in future sessions.

The HikeHER program hosted its second session on Saturday, March 28, with thirteen participants in attendance. Guests experienced a guided hike led by Luchi Ajoku through Cedar Ridge Preserve, followed by a wellness-focused reset at the Duncanville Recreation Center that included local vendors, snacks, and refreshments. The program continues to provide a meaningful opportunity for community members to engage in outdoor recreation while promoting overall wellness.

Community Event Update

The AARP Tax-Aide Foundation has been providing free tax preparation services at the Duncanville Recreation Center every Wednesday since February 2026. Their final day of service this year will be April 15. We are grateful for their continued partnership and for selecting the Duncanville Recreation Center as a trusted site to assist community members with their tax needs.

We would also like to recognize and thank the dedicated AARP Tax-Aide volunteers for their service: Jerry Keltner, Vivian Baker, Austin Vonderhoya, Sue Clark, and Alfredo Nunez. Their commitment has made a meaningful impact on our community.

BloomFest

 

Planning for BloomFest continues to progress with strong participation from vendors, performers, and community partners. The Stage 1 entertainment schedule has been finalized, and staff are currently working to confirm performers for Stage 2.

The Battle of the Bands campaign generated significant community interest, with thousands of votes submitted. The Top 3 bands have been selected and will perform live at BloomFest, with the winner announced on stage during the event.
Additional event highlights include:

Red, White, & Goals Weekend (July 3–5, 2026)

Planning is underway for the expanded Red, White, & Goals weekend celebration, which will include multiple activations aligned with the Independence Day holiday and international soccer excitement.

Proposed weekend components include:

  • July 3: Soccer Watch Party experience

  • July 4: Independence Day Parade & Celebration

  • July 5: Youth Soccer Clinic Day


Staff is currently working to secure vendors, entertainment, and partnerships that will enhance the visitor experience while supporting local businesses and hotel activity. Additional event announcements will be shared as details are finalized.

Upcoming Event Coordination

Special Events continues coordination efforts with internal departments and community partners to ensure successful delivery of upcoming programs. Focus areas currently include:

  • Vendor recruitment and application management

  • Entertainment booking and scheduling

  • Sponsorship outreach

  • Event logistics and operational planning

  • Marketing and promotional campaigns

  • Interdepartmental coordination


These events support the City’s goals of fostering vibrant public spaces, strengthening community connections, and encouraging visitation to Duncanville.

Planning and Zoning
  • The Planning & Zoning department will have a Planning & Zoning Commission meeting on Monday, April 13, 2026, at 7:00 PM.


PUBLIC WORKS 

Cedar Ridge Drive Improvements

  • Estrada has submitted several items, including the Traffic Control Plan, project signs, and Stormwater Pollution Prevention Plan, all of which have been approved. The project is on track currently.

Creek Bank Restoration

  • The preconstruction meeting for this project was held on March 11, 2026. The contractor has submitted their project submittals, and staff are awaiting the engineering firm's review. Once the review is complete, a Notice to Proceed will be issued.

Right of Way (ROW) Permits

  • Atmos’ subcontractor is currently wrapping up phase 4 of the main gas replacement in the Candlelight subdivision.

  • AT&T started fiber overlay in the Penn Springs and River Oaks subdivisions.

Street Division

  • Crews removed trees on two separate occasions at Hill City and Frank Keasler.

  • Crews poured concrete for sidewalk repairs on Green Tree, Hummingbird, Power, and Meadowcreek.

  • Crews took several days to remove debris that accumulated at the bridges around town after the recent rain event.
Utilities Division
  • From March 30-April 5, 2026, 32,261,840 gallons of water were pumped. The estimated water loss for that week was 11,000 gallons.
