Weekly Update: May 9, 2025

During the May 6, 2025, Regular City Council Meeting, Mayor Greg Contreras recognized National Police Week and Police Memorial Day with a Proclamation. 


BUILDING INSPECTIONS

A total of 28 Rental Inspection inspections were scheduled this week: 7 passed, 21 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of Ground Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, ground rods, and water heaters not up to current code.

7 Single-Family Rental Certificates of Occupancy have been reissued for this week. There were 56 Total Building inspections this week. 41 inspections passed, 11 failed, 2 canceled, and 2 Partially Passed.

There were 7 Total Health Inspections this week: 4 were for the Annual Renewal, 1 for the Health Certificate of Occupancy, and 3 for the Annual Swimming Pool Inspections.

The total amount of fees collected was $9,770.00.

2025 Unofficial Election Results

On May 3, Duncanville voters re-elected Joe Veracruz to serve as Councilmember for District 1, Jeremy Koontz to serve as Councilmember for District 3, Kyle Pennebaker to serve as Councilmember for District 5, and DeMonica Gooden to serve as Councilmember At-Large. The City Council will canvass election results, and the elected members will be sworn in at a meeting to be announced soon. All results are unofficial until canvassed by the City Council. Fight the Bite

To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.

Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.

  • Met with the leadership team to discuss assigned work plans.
  • Reviewed Duncanville Fire Department Policies that were last updated in 2019, to make them current through 2025.

The Fire Department responded to 132 calls for service in the past seven days, which included:

The Emergency Management team(EMT) participated in the City of Duncanville Employee 5K (Kilometer) (brought home first place for the Duncanville Fire Department).

This week, the Emergency Management (EM) team participated in the following events:

  • The Emergency Management team(EMT) participated in the City of Duncanville Employee 5K (Kilometer) (brought home first place for the Duncanville Fire Department).
  • EMT attended the Dallas-Fort Worth Regional Emergency Managers meeting.
  • The Emergency Management team presented Emergency Preparedness and staffed a table at the first annual Cedar Hill Wildfire Preparedness Event.
  • The EM team conducted active shooter and severe weather response training at Laurenwood Nursing and Rehabilitation in Duncanville.
  • The EM taught Stop the Bleed to the Community Emergency Response Team.
  • The EM team conducted a monthly Outdoor Warning Siren Test

DUNCANVILLE POLICE DEPARTMENT

COMMUNITY CORNER

  • On April 30, 2025, Detective Kyle Welling, and David Rawlins conducted 12 VIN (Vehicle Identification Number) inspections.
  • Thanks to outstanding teamwork, the narcotics unit collaborated with Arizona law enforcement, which resulted in the seizure of 100,000 fentanyl tablets in transit to DFW.

PERSONNEL

  • The Duncanville Police Department has 6 openings for sworn personnel.
  • 4 applicants are remaining on the current civil service list.
  • Applicant Kevin Sanchez accepted a job offer from the Duncanville Police Department and will attend the Tarrant County College (TCC) Basic Police Academy with applicant George Smith.
  • Lateral Officer Kathyria Delgado and the two academy graduates are currently assigned to in-service training.
  • 2 of the 4 officers in field training are progressing and expected to be released from training mid-May, as one will require more training and is scheduled to be released late-May or early June.
  • 3 recruits are currently attending the basic police academy.
  • Recruits Tesean Bond and David Perea completed their eighteenth week of Police Academy training.

Planning and Zoning

Update

The Planning and Zoning Department has engaged planning consultants to support and assist during staffing shortages. These consultants will review and advise on planning-related matters as required. The Economic Development staff is responsible for gathering information and facilitating its transfer to the consultants.

Items scheduled for Tuesday, May 12, 2025, Planning and Zoning meeting:

  • Proposed New Development at the Corner of Cockrell Hill Road and Danieldale Road (Life School)
    •  The applicant was scheduled for the June 3, 2024, Planning and Zoning (P&Z) Commission meeting for Planned Development (PD) request; the item was removed from the agenda; future date to be determined.
    •  A Town Hall Meeting occurred on August 13, 2024.
    • Staff met with the applicant on August 26, 2024. Additional items are required before the applicant can be scheduled for a Planning and Zoning (P&Z) Commission meeting.
    • The city emailed the applicant on September 6, 2024. City staff commented that a consulting firm will review traffic impact analysis; however, the firm will be expected to contract with the City of Duncanville after the turn of the fiscal year. To expedite the review, the City staff would be open to agreeing with the applicant to contract a firm to review the traffic impact analysis.
    • The applicant submitted a plat application on September 20, 2024. A third party is currently reviewing the plat.
    • On October 10, 2024, the applicant submitted a traffic impact analysis from a third-party reviewer to the city.
    • On October 22, 2024, there was a meeting between staff and applicants.
    • The city agreed to hire a third party to review the project's zoning and engineering.
    • The third party met with staff on December 17, 2024, to discuss comments.
    • The third-party reviewers met with staff and the applicant on January 14, 2025, to discuss the latest comments.
    • Planning & Zoning Public Hearing Tentatively scheduled for May 12, 2025


PUBLIC WORKS 

Street Division
  • Crews repaired two asphalt utility cuts on Alexander Avenue and Cliffcrest Drive.
  • Crews poured a drive approach on West Camp Wisdom Road.
  • Crew removed four fallen trees from the roadway on Anzio Drive, Hummingbird Lane, Southloop Drive, and Redman Lane.
  • Crews cleaned five drainage headwalls at various locations throughout the city.
  • Crews marked three drainage utility locations in various areas of the city.
  • Crews reset an underground utility lid at Main Street/Linda Lane.
  • Crews removed a blockage from the open ditch drainage on Los Altos Lane.
  • Crews repaired 23 potholes at various locations throughout the city.
Utilities Division 
  • The new SCADA (Supervisory Control and Data Acquisition) system is under construction. There is no water usage report available from April 28, 2025, to May 4, 2025
  • There was an estimated water loss of 105,000 gallons.

Other Construction

Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project is estimated to have a completion date of May 2025.
