The Duncanville Police Department proudly recognized Mr. Jerry Boyd, a dedicated school crossing guard, with the Life-Saving Award for his heroic actions in saving a student’s life. The award was presented during the City Council meeting on Tuesday, May 20, 2025, at Duncanville City Hall.


BUILDING INSPECTIONS
  • A total of 76 Rental inspections were scheduled this week;7 passed, 69 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of Ground Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, ground rods, and water heaters not up to current code.
  • 10 Single-Family Rental Certificates of Occupancy have been reissued for this week, and 2 apartment units.
  • There were 59 Total Building inspections this week. 42 inspections passed, 15 failed, 2 canceled, and 0 partially passed.
  • This week, there were 15 total health inspections: 1 for the annual renewal, 1 for the health certificate of occupancy, 2 for the annual swimming pool inspections, 9 routine health inspections, and 2 health complaints on businesses.
  • The total amount of fees collected was $ 147,127.95.

Fight the Bite

To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.

Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.

DUNCANVILLE FIRE DEPARTMENT
 

Fire Administration

  • Attended Rotary Club of Duncanville and Duncanville Lions Club meetings.
  • Attended numerous meetings regarding the events of the Ride for the Wall event that transpired over the planning process to have a City of Duncanville presence on May 18, 2025
  • Attended July 4th planning meeting with various City of Duncanville Departments.
  • Provided a presentation to the City Council on the recent Insurance Services Office Consultant Report.
  • The City Council approved 5% raises for the City of Duncanville Fire and Police Departments and adopted a Cost-of-Living Adjustment plan tied to the Consumer Price Index, subject to annual budget appropriation. The members of the Duncanville Fire Department are very appreciative of the City Manager Doug Finch’s efforts to take this to the City Council and for the City Council’s approval.
  • Met with Consultant Mike Wilson on staff work plans.
  • Attended City Emergency Operations Center training facilitated by Emergency Management.
  • Met with Duncanville Independent School District to discuss establishing a fire training program. More details will follow.

The Fire Department responded to 151 calls for service in the past seven days, which included:

  • Fires: 0
  • Emergency Medical Service (EMS) Calls: 94
  • Accidents: 16
 

Emergency Medical Services Administration

  • Chief Kevin Bragg assisted Emergency Management with a Cardiopulmonary Resuscitation (CPR)/First Aid class at the Duncanville Outreach Center May 21, 2025.

Emergency Management:

This week, the Emergency Management (EM) team participated in the following events:

  • The Emergency Management team (EMT) attended the Public Education Working Group meeting, the Dallas County Voluntary Organizations Active in Disaster (VOAD) meeting, and the Dallas County Local Emergency Planning Committee (LEPC) meeting.
  • EMT attended City of DeSoto Juneteenth special event planning meeting and conducted Duncanville July 4, 2025, special event planning meeting.
  • The Emergency Management team taught hands-only CPR (Cardiopulmonary Resuscitation) and emergency response to Duncanville Outreach staff and volunteers with Division Chief Kevin Bragg.
  • EMT monitored severe weather.

POLICE WEEK

The Duncanville Police Department paid tribute to the courageous men and women in law enforcement during National Police Week.
 
On Monday, May 12, 2025, the department hosted a Police Memorial Day Ceremony at the Poe-Hobden Amphitheater in Armstrong Park. The community came together to honor and remember Sergeant Michael Poe and Officer Roger Hobden, who tragically lost their lives in the line of duty on December 3, 1979, as well as all officers nationwide who have made the ultimate sacrifice.
 
Thank you to the Duncanville Independent School District Police Department for the thoughtful snack baskets delivered to our department. We genuinely appreciate your support and the strong partnership we share.

    PERSONNEL

    • Recruits Tesean Bond and David Perea completed week twenty-one of Police Academy Training. Week 21 consisted of a course on Crisis Intervention Training. They learned various methods for de-escalating situations with individuals battling mental health issues and experiencing a crisis. The course concluded with scenario training, allowing for much-needed practice and critique.
    • Recruits Bond and Perea also had a full day of defensive tactics and the third and final Cooper Test. Our recruits were able to celebrate the noticeable differences between the first test and final test results. The academy has done well in emphasizing the importance of fitness in law enforcement.
    • Recruit Victor Gonzalez completed week seven of Police Academy Training. This week focused on fitness, basic radio communication, mental wellness, arrest and control tactics, and report writing.
    • The Duncanville Narcotics Unit led an operation that resulted in the seizure of 250,000 fentanyl pills, a kilogram of cocaine, a large quantity of heroin, methamphetamines, four firearms, and the arrest of two narcotics traffickers.
    • On Tuesday, May 13, 2025, Lieutenant Robert Byrd and Officer Michelle Arias attended Career Day at Acton Elementary School, where they had the chance to share insights into their roles in law enforcement with the students. Career Day is an exciting event that allows kids to explore a variety of professions and get inspired by real-life experiences. By participating, Lieutenant Byrd and Officer Arias gave students a closer look at what it’s like to serve and protect, helping to spark curiosity and perhaps even inspire some future careers in law enforcement.

    We are excited to welcome the community to  BloomFest Music & Arts Festival this Friday, May 23, 2025, at Armstrong Park from 4:00 PM – 10:00 PM. This free, family-friendly event will feature live music, over 50 market vendors, food trucks, a splash pad, and beautiful blooms provided by Cox Farms Nursery. We’re looking forward to seeing everyone there as we kick off the summer season in Duncanville!

    Encina is Coming!

    We are thrilled to announce that Encina, the beloved Oak Cliff restaurant known for its adventurous menu featuring seasonal Texas ingredients, is expanding to Duncanville! The team behind Encina has officially closed on the historic property at 220 North Main Street, formerly home to Duncanville’s original fire station and later a TV repair shop.

    Encina, a collaboration between celebrated chef Matt Balke and seasoned restaurant veteran Corey McCombs, has been a staple in the Bishop Arts District since it is opening in 2020.

    The addition of Encina to our downtown area marks a significant milestone in Duncanville’s ongoing economic development and revitalization efforts. We are excited to welcome this esteemed establishment to our community and look forward to the vibrancy it will bring to our historic Main Street.

    Duncanville 300 Jr. Grand Prix – Saturday, June 7, 2025 | 11:00 AM –1:00 PM
    Join us on Saturday, June 7, 2025, at the Duncanville Recreation Center for this year’s Duncanville 300 Jr. Grand Prix event. We have just over 10 Big Wheel tricycles for races that will take place upstairs on the walking track. In addition, we will build a mini track for the tikes on the west court in the gym. Lastly, we will have obstacle courses, prizes, popcorn, candy, and water for spectators. Admission is FREE. Contact the Recreation Center at (972) 780-5070 for more information.

    Join us on Saturday, June 14, 2025, at the Poe-Hobden Amphitheater at Armstrong Park for a Movies in the Park feat. Black Panther: Wakanda Forever. Admission is FREE.     Planning and Zoning

    The Planning and Zoning Department has engaged planning consultants to support and assist during staffing shortages. These consultants will review and advise on planning-related matter as required. The Economic Development staff is responsible for gathering information and facilitating its transfer to the consultants.

    The public hearing from Tuesday, May 12, 2025, the Planning and Zoning meeting, has been moved to Monday, June 9, 2025, at 7:00 PM.

    • Proposed New Development at the Corner of Cockrell Hill Road and Danieldale Road (Life School)
      • The applicant was scheduled for the June 3, 2024, Planning and Zoning (P&Z) Commission meeting for Planned Development (PD) request; the item was removed from the agenda; future date to be determined.
      • A Town Hall Meeting occurred on August 13, 2024.
      • Staff met with the applicant on August 26, 2024. Additional items are required before the applicant can be scheduled for a Planning and Zoning (P&Z) Commission meeting.
      • The city emailed the applicant on September 6, 2024. City staff commented that a consulting firm will review traffic impact analysis; however, the firm will be expected to contract with the City of Duncanville after the turn of the fiscal year. To expedite the review, the City staff would be open to agreeing with the applicant to contract a firm to review the traffic impact analysis.
      • The applicant submitted a plat application on September 20, 2024. A third party is currently reviewing the plat.
      • On October 10, 2024, the applicant submitted a traffic impact analysis from a third-party reviewer to the city.
      • On October 22, 2024, there was a meeting between staff and applicants.
      • The city agreed to hire a third party to review the project's zoning and engineering.
      • The third party met with staff on December 17, 2024, to discuss comments.
      • The third-party reviewers met with staff and the applicant on January 14, 2025, to discuss the latest comments.
    • Planning and Zoning Public Hearing was held on May 12, 2025.

    PUBLIC WORKS 

    Street Division
    • Crew removed a fallen tree from the Fain Street alley at Oriole Boulevard.
    • Crew assisted with Duncan-Switch traffic control devices.
    • Crew marked three drainage utility locates.
    • Crews cleaned 25 storm drainage grates.
    • Crews repaired 50 potholes.
    • Crews poured concrete on Alexander Avenue, South Royal Oak Drive, Redman Lane, Venice Drive, Explorer Street, and Camellia Drive.
    • Crews laid hot mix on Eisenhower Drive, Alexander Avenue, and Woodhaven Boulevard.
    Utilities Division 
    • The new SCADA (Supervisory Control and Data Acquisition) system is under construction. No water usage report is available this week, May 12, 2025- May 18, 2025.

    Other Construction

    Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project is estimated to have a completion date of May 2025.
