Notice of Intention to Issue City of Duncanville, Texas Certificates of Obligation
TAKE NOTICE that the City Council of the City of Duncanville, Texas, shall convene on May 5, 2026 at 7:00 p.m., at Duncanville City Hall, 203 E. Wheatland Road, Duncanville, Texas 75116. During such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of certificates of obligation, in one or more series, in an amount not to exceed TWELVE MILLION DOLLARS ($12,000,000) for the purpose of paying contractual obligations to be incurred for (i) improving and extending the City’s waterworks and sewer system, to-wit: the acquisition and installation of water meters in replacement of existing water meters and (ii) professional services rendered in connection therewith; such certificates to be payable from ad valorem taxes and a limited pledge of the City's waterworks and sewer system. In accordance with Texas Local Government Code Section 271.049, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $15,555,000; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $19,558,888; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $17,520,000; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is August 15, 2043. The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.

Collaborating with Operations and the Fire Marshal’s Office to develop and implement a plan to reinstate the First Due pre-fire planning program.

Emergency Management Service division will monitor the newly approved First Due electronic patient care reporting system, authorized by City Council on March 17, 2026, to ensure all proposed deliverables are met. Following the completion of training and the start of implementation, monthly updates will be provided to City Management.

Continued work on the Insurance Services Office (ISO) project. An ISO evaluation is scheduled for later in 2026, and completion of the First Due software module onboarding is required before that review.

Seeking input from the Fire Marshal’s Office regarding ongoing fire lane parking enforcement challenges being addressed by City Management. Currently, Fire Marshal staff are unable to initiate towing without law enforcement present due to certification limitations. Further discussion is needed to establish clear long-term expectations and potential solutions.

Community Event Recap
Women’s History Month:
This past week, the Recreation and Senior Center collaborated to host a Women’s History Month celebration. The event featured an inspiring and educational fireside chat with guest speakers Michelle Williams, Christion Nesbitt, and Dorothy Burton, who shared their personal experiences and insights with attendees. Guests enjoyed a catered lunch that included chicken salad sandwiches, mixed fruit cups, chocolate-dipped strawberries, pita chips, and peach cobbler. A selection of themed mocktails was also provided, including “The Rosa Refresher” and “The Frida Fizz.” In addition, attendees received welcome bags with a variety of Women’s History Month–themed items. The event was well received, and staff look forward to continuing this annual fireside chat as part of future Women’s History Month programming.
Easter Eggstravaganza:
This past Saturday, the Duncanville Parks and Recreation team hosted the annual Easter Eggstravaganza, providing a memorable experience for children and families in the community.
The event included a variety of activities such as an obstacle course, bounce house, face painting, and glitter tattoos. Due to weather conditions, the dunk tank was replaced with a basketball dunk bounce house. Field games were coordinated by Power Kids, who provided continuous interactive activities for attendees. A range of craft and food vendors participated through a vendor fee program. Entertainment was provided by a DJ. Parks and Recreation staff were on-site to promote programs, camps, facility rentals, and memberships, while the Senior Center and various instructors (Jazzercise, Zumba, Tae Kwon Do, and others) engaged with attendees and registered new participants as well. The Duncanville Fire Department participated by displaying an engine and assisting in signaling the start of the egg hunt. Children participated in age-group egg hunts, with each age group containing 2 golden eggs with special prizes to be claimed at the Parks and Rec Tent. The event was well attended with over 700 attendees, highlighting the success of this annual tradition.

Special Events
Planning efforts for the 2026 BloomFest Music & Arts Festival, scheduled for May 9, 2026, are progressing well. The Stage 1 performance schedule has been completed, and staff is currently working to finalize performers for Stage 2, which will highlight additional local talent and community-based performances.
The Battle of the Bands competition continues to generate strong community engagement. Public voting is currently underway and will remain open through March 30. The competition has helped increase BloomFest's visibility while showcasing regional musical talent and encouraging public participation.
Planning has also begun for the City’s Red, White, & Goals weekend, a multi-day celebration taking place July 3–5 in recognition of the nation’s 250th anniversary. Staff is actively working to secure vendors and performers to support the expanded weekend experience, which will include a FIFA Watch Party, the annual July 4th Celebration, and a Youth Soccer Day.

- Estrada Concrete is currently working on the pre-construction submittals.
- The Traffic control plan has been submitted, and a meeting will be scheduled for review with the Police and Fire Departments, as well as the Duncanville Independent School District.
Creek Bank Restoration
- The preconstruction meeting for this project was held on March 11, 2026. The contractor is currently working on the submittal and advised that they will move in to begin the project on April 6, 2026.

- From March 23-29, 2026, 34,183,030 gallons of water were pumped. The estimated water loss for that week was 384,902 gallons, including water breaks
