Fiscal Year 2025-2026 Proposed Budget

BUILDING PERMITS AND INSPECTIONS

Rental Weekly Inspection Report

  • A total of 19 rental inspections were scheduled this week: 5 passed, 14 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
  • 5 Single Family Rental Certificates of Occupancy have been re-issued, and there are 14 apartment units this week, and zero complaints.

Building Weekly Inspection Report

  • There were 101 Total Building inspections this week. 51 inspections passed, 44 failed, 5 were canceled, and 1 was partially passed.
  • 38 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 4 total health inspections: 0 were health inspections for the annual renewal, 0 for a health certificate of occupancy, and 0 were for annual swimming pool inspections. 3 routine health inspections, 1 complaint.

Total Fees Collected for the Week

  • The total amount of fees collected was $13,590.88.

COMMUNICATIONS AND MARKETING 

City Council Delays Bond Election Until May 2026

At its recent Budget Workshop, the Duncanville City Council voted not to hold a bond election in November 2025. Instead, they plan to consider one in May 2026. This will give more time to study the needs of the Duncanville Police Station. At the same meeting, the Council asked for a “facilities assessment,” which is a study that looks at a building’s condition, how it is used now, and what will be needed in the future. Continued...

Fight the Bite

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.

To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

The Fire Department responded to 150 calls for service in the past seven days. These included:

  • Emergency Management Specialist Kevin Bradley attended Point of Distribution (POD) training.
  • Emergency Management Team (EMT) completed the Dallas County Hazard Mitigation Action Plan update approval for the Best Southwest cities.
  • EMT executed new stand-by contracts for Debris Removal and Debris Monitoring for the City of Lancaster.
  • EMT executed an annual extension for the stand-by contracts for Debris Removal and Debris Monitoring for the City of Duncanville.
  • EMT attended the Regional Emergency Preparedness Advisory Committee (REPAC) meeting
  • Emergency Management Team attended the Dallas-Fort Worth Regional Training and Exercise Working Group meeting.
  • EMT met with the City of Cedar Hill Independent School District Police Department to discuss reunification and exercise planning

Upcoming Events:

  • Over 400 people visited the Duncanville Public Library during the Back-to-School event on Saturday, August 9, 2025. This event included a free backpack and school supplies giveaway, snacks and drinks, a craft activity, and other educational resources to rocket into the start of school! Sponsored by Greg Contreras, Mayor, DeMonica Gooden, Mayor Pro Tem, and Joe V’s Smart Shop.

  • Read to Dogs: Saturday, August 16, 2025 (2:00 PM – 3:00 PM). Children practice reading to train therapy dogs.

  • Notary services are now available at the Duncanville Public Library. Call (972) 780-5051 to confirm availability or make an appointment.

Ongoing Adult Programs:

  • Craftastic, Tuesdays at 4:30 PM – 5:30 PM. Craft something fantastic by hand! Create with paper crafts, collage, and other simple projects. For adults, but open to all ages.
  • Computer Basics, Wednesdays from 6:30 PM - 7:30 PM. Learn the basics of using a computer. Please bring your laptop or borrow one of ours.
  • Tech Tutors, Wednesdays from 7:00 PM - 7:45 PM. Get help with your own devices or on one of our public computers.
  • Sewing Tutorial, Saturdays at 2:30 PM. There is a maximum of 3 participants; signup is recommended at the Information Desk or by phone at 972-780-5053. Learn the basics of using a sewing machine in the Duncanville Library’s maker space.
  • Maker Time, Saturdays at 3:30 PM – 5:30 PM. Use the makerspace to work on your creative projects.

  • LEGO® Maniacs, Mondays at 4:30 PM – 7:30 PM. Come play with Legos!
  • Baby Play, Tuesdays at 10:15 AM. Come play with your child in our discovery stations. Kids explore early concepts and fine motor skills all through interactive play. Ages 0 – 3 years and a caregiver.
  • Preschool Literacy Games, Tuesdays at 11:15 AM. Develop your child’s early literacy skills through alphabet, vocabulary, word work, and phonemic awareness games. Ages 3 – 6 and a caregiver.
  • Crafty Readers, Wednesdays at 4:30 PM. Come hear a story and make a craft for children in kindergarten, 1st, 2nd, and 3rd grades.
  • Preschool Story Time, Thursdays at 10:15 AM. Story time fun for ages 3 – 6 and a caregiver.
  • Nursery Rhyme Time, Thursdays at 11:15 AM. Story time, nursery rhymes, fingerplays, & songs. Ages 3-6 years and a caregiver.
  • Game On! Thursdays at 3:30 PM – 5:30 PM. Teens aged 12-18 can enjoy board games or console games (Nintendo Switch and PlayStation 5) together.

Excitement Builds for the Best Southwest Hispanic Heritage Fest

 The City of Duncanville is proud to host the Best Southwest Hispanic Heritage Fest on Saturday, September 20, 2025, from 3:00 PM to 10:00 PM at Armstrong Park. This annual celebration honors the rich culture, contributions, and traditions of the Hispanic community and promises to be one of the most vibrant events of the year.

The event will kick off with a parade at 3:00 PM, showcasing colorful floats, cultural pride, local groups, and community unity. Parade entries are still being accepted, and we invite businesses, schools, car clubs, dance groups, and more to participate and help us make this year’s parade unforgettable.

Following the parade, Armstrong Park will come alive with live music, food trucks, market vendors, and family-friendly activities. We are thrilled to announce an exciting entertainment lineup including:

  • Tejano Queen Forever
  • Los Tigrillos

Plus, local performances by the Duncanville High School Spanish Club and other community groups!

Encina is Coming!

We are thrilled to announce that Encina, the beloved Oak Cliff restaurant known for its adventurous menu featuring seasonal Texas ingredients, is expanding to Duncanville! The team behind Encina has officially closed on the historic property at 220 North Main Street, formerly home to Duncanville’s original fire station and later a TV repair shop.

Encina, a collaboration between celebrated chef Matt Balke and seasoned restaurant veteran Corey McCombs, has been a staple in the Bishop Arts District since its opening in 2020.

The addition of Encina to our downtown area marks a significant milestone in Duncanville’s ongoing economic development and revitalization efforts. We are excited to welcome this esteemed establishment to our community and look forward to the vibrancy it will bring to our historic Main Street.

New Part-Time Recreation Attendant – Tremaine Oliver
Oliver has worked for several large retail establishments and brings a wide variety of experience from operating POS systems, customer service, and leadership. He plans to continue his education in Parks and Recreation and aspires to manage a recreation center.

Planning and Zoning
  1. The Duncanville City Council held a public hearing on July 15, 2025, for Life School to rezone 1000 East Danieldale Road, City of Duncanville, Dallas County, Texas from SF-13 to PD (Planned Development – Education Facility). The Planning and Zoning Commission did not recommend approval. Duncanville City Council did not approve the request.
  2. The Duncanville City Council held a public hearing on July 15, 2025, to address a Specific Use Permit allowing the use of Fuel Pumps”, at 615 South Cockrell Hill Road, City of Duncanville, Dallas County, Texas. The Planning and Zoning Commission did not recommend approval. Duncanville City Council did not approve the request.
  3. The City of Duncanville held a Comprehensive Plan Joint Meeting on July 22, 2025, to discuss and possibly take action on adopting the New Comprehensive Plan. All boards, residents, and businesses were invited and encouraged to attend. The Comprehensive Plan Joint Meeting #ComptheBlock was a success, and the city received a lot of positive feedback. Thank you to everyone who attended the meeting.


PUBLIC WORKS 

Streets Division 

  • Crews cleared brush debris from Linkcrest Drive.
  • Crew identified and marked one utility drainage location.
  • Crews repaired the concrete utility on Dawson Drive.
  • Crew patched a total of 12 potholes at various sites citywide.
  • Crews poured sidewalk concrete on Cardinal Creek Drive.
  • Crew cleaned up a roadway motor oil spill on East Camp Wisdom Road.
  • Crews laid hot mix asphalt on Wren Avenue and Mona Avenue.

 Utilities Division 

  • From August 4-10, 2025, 39,372,100 gallons of water were pumped. The estimated water loss for that week was 211,750 gallons.
  • Hydromax USA continues to exercise valves and GIS (Geographic Information System) to locate all the water distribution valves across the city. This project is scheduled for completion by mid-September 2025. *The Hydromax trucks are white with the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed.
