On July 24, members of the D.L. Hopkins Jr. Senior Center dressed to impress and danced the night away during the Casino Night and Candlelight Prom. The event brought together joy, elegance, and community spirit, as participants enjoyed music, dancing, and festivities in celebration of summer and friendship.

Trash, Waste & Recycling Update

In the interest of protecting Republic Services employees from the extreme hot weather, you may experience delays in the regular household garbage collection. Please set your household trash out on your normal collection day, and it will be collected by 7:00 PM.


BUILDING INSPECTIONS
  • A total of 52 Rental inspections were scheduled this week; 14 passed, 38 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of Ground Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
  • 10 Single-Family Rental Certificates of Occupancy have been reissued for this week.
  • 25 apartment unit inspections were completed and 0 complaints.
  • There were 83 total Building inspections this week. 50 inspections passed, 25 failed, 1 canceled, and 7 were partially passed. 33 building permits were issued this week
  • This week, there were 3 total health inspections: 0 for the annual renewal, 1 for the health certificate of occupancy, 0 for the annual swimming pool inspection, 1 routine health inspection, and 1 health complaint.
  • The total amount of fees collected was $10,104.58

Fight the Bite

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.

To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

DUNCANVILLE FIRE DEPARTMENT

Fire Administration 

  • Met with the City of DeSoto’s Fire Chief Bryan Southard and Cedar Hill’s Fire Chief Rafael Reyes.
  • The Assistant Fire Chief application process closed on July 18, 2025, with three applicants. Interviews take place on July 29, 2025.
  • Showcased the city of Duncanville Fire Department operations at the Comprehensive Plan Joint Meeting held in the Duncanville Fieldhouse, with other City Departments also showcasing their operations.
  • Continued working on the Texas Fire Chiefs Association Best Practices program.
  • Attended Computer Assisted Dispatch-Records Management System implementation meetings.
  • Attended a meeting with Consultant Mike Wilson.
  • Reviewed and updated the 2019 Fire Department Policy Manual to the 2025 calendar year.
  • Attended a meeting to plan for the Hispanic Heritage Fest.
  • Attended the Dallas County Fire Chiefs Association Quarterly meeting in Richardson, Texas.
  • Meeting with First Due Fire Software Company for the implementation of the scheduling module.

Fire Operations:

The Fire Department responded to 132 calls for service in the past seven days. These included:

  • Fires: 2
    • 1 Building fire in Cedar Hill
    • 1 vehicle fire in Duncanville
  • Emergency Medical Services: 73
  • Accidents: 16
 

Emergency Management:

  • Emergency Management Coordinator Lauren Sanchez returned from a twelve-day State Deployment in Kerrville, Texas
  • The Emergency Management Team (EMT) is working on emergency plan updates to Annex G (law enforcement) and Annex C (Communications).
  • Emergency Management Assistant Coordinator Bradley attended Federal Procurement Training held by the State.
  • EMT compiled a list of active Community Emergency Response Team (CERT) members for Duncanville’s volunteer tracking system.
  • EMT attended the Prolonged Power Outage Summit in Denton County.
 

Fire Marshal’s Office

  • Portable Building Plans for Duncanville High School are approved.
  • Conducted a fire investigation on a house fire.

DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius.
 

PERSONNEL

  • Recruit Victor Gonzalez completed week 16, while Recruits Kevin Sanchez and George Smith completed week 10. Three new recruits, Nahum Escudero, Lazaro Castro and Quincy Denham, completed week 1 of the academy.

  • Duncanville Drawing Club, Saturday, July 26, 2025, at 10:30 AM. Come draw with us! Whether you’re a seasoned artist or just starting, you’ll find a welcoming group, helpful tips, good coffee, sweet treats, and plenty of creative fun.
  • Thursday, July 31, 2025, is the last day to turn in summer reading logs! Kids and teens (ages 4 – 18) who complete the 20-hour reading log will be entered in the grand prize drawing for a free bike! Limit one per participant. Parent or adult caregiver must be present to redeem the log.

Event Planning Update – Hispanic Heritage Fest

Planning is officially underway for the Best Southwest’s Hispanic Heritage Fest, proudly hosted by the City of Duncanville. This exciting regional celebration will take place on Saturday, September 20, 2025, from 3:00 PM to 10:00 PM at Armstrong Park.

The event will kick off with a festive parade at 3:00 PM, followed by an evening filled with live music, food trucks, a vendor market, and cultural festivities for the entire community to enjoy.

Encina is Coming!

We are thrilled to announce that Encina, the beloved Oak Cliff restaurant known for its adventurous menu featuring seasonal Texas ingredients, is expanding to Duncanville! The team behind Encina has officially closed on the historic property at 220 North Main Street, formerly home to Duncanville’s original fire station and later a TV repair shop.

Encina, a collaboration between celebrated chef Matt Balke and seasoned restaurant veteran Corey McCombs, has been a staple in the Bishop Arts District since its opening in 2020.

The addition of Encina to our downtown area marks a significant milestone in Duncanville’s ongoing economic development and revitalization efforts. We are excited to welcome this esteemed establishment to our community and look forward to the vibrancy it will bring to our historic Main Street.

Tax Increment Financing (TIF) Reinvestment Zone Board Updates:

  • The TIF Board has resumed meeting as of June 25, 2025.
  • Staff received a meeting request and hosted an office meeting with 2 TIF Board Members.
  • Board members provided written reports of their analysis of the corridor as part of driving and walking tours of the district.
  • Conversation is a continuation of strategy and vision for the TIRZ for the newly seated group of board members.
  • The next TIF Board meeting will be held on July 30, 2025, at 6:00 PM.
  • Staff will present the TIF Annual Report to the City Council in August.

PARKS

  • Crews have been catching up on weekly park inspections, removing brush and debris from different areas in the parks.
  • Crews completed routine landscape bed maintenance at the Duncanville Police Department, Armstrong Park, Duncanville Recreation Center, Duncanville Library, Main Street Theatre Bed and City Hall.
  • Crews inspected the irrigation systems at athletic parks, the Main Street Corridor, and Armstrong Park.
  • Staff hosted the First Backflow Inspection class onsite at the Duncanville Parks Facility, with attendees from the Cities of DeSoto, Grand Prairie, Frisco, Temple, Rowlett, and numerous other organizations across the metroplex.
  • Crews continued field maintenance and began top dressing athletic playing surfaces.
  • Crews are currently working to fix the Duncanville War Memorial flame glass case from damage.
  • A larger-than expected crowd
  • Crews continued Splashpad maintenance, receiving additional chemicals, and performing routine maintenance.
    • Splashpad Maintenance Closure Dates: July 28, 2025, and August 18, 2025.

Harrington Park Bond Project

  • Forming the foundation for the DBBI baseball concession/restroom is complete.

Recreation Center

Upcoming Events

Our annual summer Pickleball Camp will take place on July 21, 23, and 25, 2025, from 9:00 AM to 12:00 PM. The camp has reached its maximum capacity of 24 participants. Richard Watkins will coach children ages 9 to 12, while Jeremy Koontz will instruct the younger group, ages 4 to 8. Lunch will be provided for all campers on each of the three days. For beginners, the camp will cover all key topics from the ground up, including the rules of the game, hand-eye coordination, and proper form development. Returning participants will benefit from a comprehensive review of these core components to further develop their skills.

Planning and Zoning
  1. The Duncanville City Council held a public hearing on July 15, 2025, for Life School to rezone 1000 East Danieldale Road, City of Duncanville, Dallas County, Texas from SF-13 to PD (Planned Development – Education Facility). The Planning and Zoning Commission did not recommend approval. Duncanville City Council did not approve the request.
  2. The Duncanville City Council held a public hearing on July 15, 2025, to address a Specific Use Permit allowing the use of Fuel Pumps”, at 615 South Cockrell Hill Road, City of Duncanville, Dallas County, Texas. The Planning and Zoning Commission did not recommend approval. Duncanville City Council did not approve the request.
  3. The City of Duncanville held a Comprehensive Plan Joint Meeting on July 22, 2025, to discuss and possibly take action on adopting the New Comprehensive Plan. All boards, residents, and businesses were invited and encouraged to attend. The Comprehensive Plan Joint Meeting #ComptheBlock was a success, and the city was given a lot of positive feedback. Thank you to everyone who attended the meeting.


PUBLIC WORKS 

Capital Improvement Projects
  • Summit Pump Station
    • The generator was delivered and set in place on July 3, 2025. Staff are awaiting additional equipment, which is not expected to arrive until the new year .
  • Pipebursting
    • The contractor has completed installing and rehabilitating the water main on E. Wheatland Rd. at Cockrell Hill Rd. Testing began on Tuesday, July 25,2025. All testing passed. Staff is working with the contractor to get the line in service. The contractor is scheduled to begin the pavement replacement on July 23, 2025.
  • RFB 25-0014 Cedar Ridge Reconstruction
    • Bid documents are ready. The project will be advertised soon to solicit bids for the project’s construction.

Streets Division 

  • Crews patched 34 potholes across various locations throughout the city.
  • Crews laid hot mix asphalt on Sun Valley Drive, South Main Street, and Clark Road.
  • Crews pre-trimmed low-hanging tree branches in preparation for future road maintenance on Meadow Crest Lane, Woodhaven Boulevard, Wren Avenue, Martin Luther Circle, Godwin Lane, and Summit Ridge Drive before the contractor’s start date.
  • Crews poured concrete for utility repairs on Nimitz Drive, Power Drive, South Main Street, Sun Valley Drive, and Halo Street.
  • Crews identified and marked one utility drainage location.
  • Crews assisted with the Duncan-Switch event by setting out and retrieving traffic control devices.
  • Crew removed trash obstructing the roadway on Green Tree Lane. 

 Utilities Division 

  • During July 14 through July 20, 2025, 10,126,537 gallons of water were pumped. The estimated water loss for that week was 625,384 gallons.
  • Hydromax USA continues to exercise valves and GIS locate all the water distribution valves across the city. This project is scheduled for completion by mid-September 2025. *The Hydromax trucks are white with the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed.
  • Crews repaired two water leaks on Lodema Lane, identified by ASTERRA’s satellite leak detection technology.
