- A total of 42 Rental inspections were scheduled this week; 0 passed, 42 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of Ground Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters not meeting current code standards.
- 0 Single-Family Rental Certificates of Occupancy have been reissued for this week. 23 apartment unit inspections were completed and 0 complaints.
- There were 93 total Building inspections this week. 58 inspections passed, 24 failed, 0 canceled, and 11 were partially passed.
- This week, there were 10 total health inspections: 0 for annual renewal, 0 for health certificate of occupancy, 1 for an annual swimming pool inspection, 9 routine health inspections, and 1 health complaint against a business.

Water Main Repair Notice
The Duncanville Public Works Utilities Division would like to ask you to pardon our mess as we make needed repairs to the 8” water main on Cockrell Hill Rd. crossing E. Wheatland Rd. This work will be performed at night beginning on June 30, 2025, between the hours of 8:00 PM and 6:00 AM.
Our contractor will be closing the eastbound lanes of E. Wheatland Rd. to thru traffic at Cockrell Hill Rd. beginning June 30, 2025, through July 3, 2025, and again from July 7, 2025, through July 9, 2025. The southbound turn lane and outside lane on Cockrell Hill Rd. at E. Wheatland Rd. will also be affected with this water main work. All traffic should follow the detour to get around the work zone and back to eastbound Wheatland Rd.

Fight the Bite
To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.
To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

Fire Administration
- Chief Chris Connealy trained 195 firefighters over a 2-week timeframe for the Cities of Duncanville, DeSoto, Lancaster, and Cedar Hill on the City of Houston Fire Department Line of Duty Deaths – Lessons Learned.
- Attended the celebration of Assistant Fire Chief Greg Chase's retirement, which was very well attended by various fire departments, friends, and family.
- Attended a meeting discussing future training with the Regional Fire Training Chief.
- Attended the 4th of July in Duncanville planning meeting.
- Coordinated activities to launch the pre-fire planning program.
- Coordinated with First Due Technologies to implement the fire software program.

Strong Towns National Gathering – City of Duncanville Participation
City staff and a representative from the Duncanville Community & Economic Development Corporation (DCEDC) attended the Strong Towns National Gathering in Providence, Rhode Island, from June 8, 2025, to June 12, 2025. The event brought together community leaders, economic developers, and urban planners from across the country to share strategies on building financially resilient, people-focused cities. The City of Duncanville was proudly represented through our sponsorship, an exhibitor booth, and the recognition of Wheatland Plaza, a local redevelopment project in partnership with Monte Anderson. This experience provided valuable insights and connections to support Duncanville’s continued efforts toward smart, sustainable growth.

Encina is Coming!
We are thrilled to announce that Encina, the beloved Oak Cliff restaurant known for its adventurous menu featuring seasonal Texas ingredients, is expanding to Duncanville! The team behind Encina has officially closed on the historic property at 220 North Main Street, formerly home to Duncanville’s original fire station and later a TV repair shop.
Encina, a collaboration between celebrated chef Matt Balke and seasoned restaurant veteran Corey McCombs, has been a staple in the Bishop Arts District since its opening in 2020.
The addition of Encina to our downtown area marks a significant milestone in Duncanville’s ongoing economic development and revitalization efforts. We are excited to welcome this esteemed establishment to our community and look forward to the vibrancy it will bring to our historic Main Street.

Planning and Zoning

On July 22, 2025, at 6:00 PM, all Boards, including the Planning and Zoning Commission and the Zoning Board of Adjustments, will be participating in the Comprehensive Plan Joint Meeting Block Party at the Duncanville Fieldhouse, located at 1700 South Main Street, City of Duncanville, Dallas County, Texas.
- The Duncanville City Council will hold a public hearing for Case #2025-00013, a request by Life School to rezone 1000 East Danieldale Road, City of Duncanville, Dallas County, Texas, from SF-13 to PD (Planned Development – Education Facility). The Planning and Zoning Commission did not recommend approval.
- The Duncanville City Council will hold a public hearing for Case #2025-00004, an application for a SUP (Specific Use Permit) to allow for the use of “Fuel Pumps”, at 615 South Cockrell Hill Road, City of Duncanville, Dallas County, Texas. The Planning and Zoning Commission did not recommend approval.
- The Planning and Zoning Commission recommended to Council Case #2025-00003, an application for a Specific Use Permit to allow for the use of “Short Term Rental” on real property located at 710 Valley Hill Road, City of Duncanville, Dallas County, Texas.
- The Planning and Zoning Commission recommended to Council Case #2025-00005, an application for a Specific Use Permit to allow for the use of “Auto Repair and Services Major”, with an exception for the Specific Use Permit to be reevaluated in 5 years and to include that any inoperable vehicle must be removed after 60 days. This property is located at 508 East Red Bird Lane, City of Duncanville, Dallas County, Texas.
- The Planning and Zoning Commission recommended to Council Case #2025-00007, an application for a Specific Use Permit to allow for a “Short Term Rental” on real property located at 209 North Royal Oak Drive, City of Duncanville, Dallas County, Texas.

Capital Improvement Projects
Summit Pump Station
Staff are awaiting the arrival of the new generator for the Summit Pump Station. It is expected to arrive this week.
Pipebursting
Utility repairs are ongoing as part of the Wheatland Road and Mauk Branch Creek pipe bursting project. The installation of the lining for the 8” water line began on June 30, 2025.
RFB 25-0014 Cedar Ridge Reconstruction
Bid documents are ready. The project will be advertised soon to solicit bids for the project’s construction.
Street Division
- Crews removed unused traffic cones from the roadway on West Camp Wisdom Road.
- Crews patched 70 potholes in various locations throughout the city.
- Crews cleaned 5 headwalls after the recent rain event.
- Crews laid hot asphalt on Fairmeadows Drive, Winding Trail, Kelly Court, Peacock Circle, and Amelia Street.
- Crews poured concrete on Peacock Circle, Amelia Street, Fairmeadows Drive, and Kelly Court.
- Crew removed fallen trees from the Candlelight Avenue and Amelia Street roadways.
- Crews repaired the railroad crossing on Fairmeadows.
- Crews excavated the sidewalk on South Main Street.
- Crews excavated, set up, and poured concrete at the utility repair on Wheatland Road and Santa Fe Trail. Due to the heavy traffic, crews poured quick-setting concrete to open the roadway sooner than usual.
- Crews began preparing to set up the Fourth of July Celebration traffic control.
Utilities Division
- During the week of June 23-29, 2025, 57,524,700 gallons of water were pumped. The estimated water loss for that week, including one water main break and one service line repair, was 420,872 gallons.
- McKim & Creed, subcontracted by ASTERRA, identified mainline and service leaks. Crews are developing a plan to repair these leaks.
- Hydromax USA continues to exercise valves and GIS (Geographic Information System) to locate all the water distribution valves across the city. This project is scheduled for completion by mid-September 2025. The Hydromax trucks are white, featuring the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed.
