On Thursday, October 23, 2025, visitors from Monasterolo di Savigliano, Italy and their Duncanville hosts came together at the Hilton Garden Inn to enjoy a Sister Cities' farewell dinner that included exchanges of gifts, speeches, and song. BUILDING PERMITS AND INSPECTIONS
 
Building Weekly Inspection Report
  • There were 72 Total Building inspections this week. 54 inspections passed, 14 failed, 0 canceled and 4 partial pass (Partial pass is when one phase of an inspection is done at a specific address but has not yet passed all inspections.)
  • 58 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 18 Total Health Inspections, 4 Billing in Person for Annual Health Renewal, 4 for the Health Certificate of Occupancy, 0 for Annual Swimming Pool Inspections.8 Routine Health Inspections, 1 complaint, 1 Follow up inspection.

Total Fees Collected for the Week: $18,881.24 


CODE ENFORCEMENT
  • A total of 16 rental inspections were scheduled this week: 8 passed, 8 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
  • 8 Single Family Rental Certificates of Occupancy have been reissued, and there are 0 apartment units this week, and zero complaints.

COMMUNICATIONS AND MARKETING 

Installation of new LED display at S. Main St. and E. Wheatland Rd. is expected to take place during the first half of November 2025.

Duncanville Charter Election - November 4, 2025

To help residents better understand the proposed amendments, the City invites the community to attend a Charter Election Town Hall on Thursday, October 16, 2025, from 6:00 PM to 8:00 PM at the D.L. Hopkins Jr. Senior Center.

The City of Duncanville will hold a Charter Election on Tuesday, November 4, 2025, as part of the countywide election run by the Dallas County Elections Department. Continued...

Fight the Bite

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.

To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

DUNCANVILLE FIRE DEPARTMENT

Emergency Management:

  • Emergency Management Team (EMT) attended the Ellis County Public Information Office (PIO) meeting.
  • EMT facilitated a coordination call for Duncanville Outdoor Warning Siren Repair planning.
  • EMT coordinated with the City of Lancaster for a new mass notification system setup.
  • EMT honored the City of DeSoto COAD (Community Orgs Active in Disaster) members at the City of DeSoto Faith Leaders Breakfast alongside City of DeSoto Mayor Rachel Proctor
  • Emergency Management Team met with Duncanville Independent School District Police Chief Stephen Max Geron for tabletop exercise planning.
  • The City of Duncanville Emergency Operations Center (EOC) hosted the State Basic Public Information Office (PIO) course. Regional Emergency Management Specialist Kevin Bradley attended the training.
  • EMT taught Emergency Preparedness class to the City of DeSoto Staff.

Fire Administration 

  • Attended the Fire Administration Weekly Staff Meeting.
  • Captain and Engineer promotional exams were taken on October 21, 2025. Awaiting final review from Human Resources.
  • City Council adopted the 2021 Fire Code and Building Code on October 21, 2025. This will help in efforts to be an Insurance Services Office Class 1 City.
  • Continued meetings on the implementation of the Tyler Computer Assisted Dispatch-Record Management System to go live on November 18, 2025.
  • Duncanville Fire Chief Chris Connealy provided a plaque recognizing our Sister Fire Department – Monasterlo di Savigliano.
  • Attended a meeting with Duncanville Lions Club and Rotary Club of Duncanville.
  • Continued working on the Texas Fire Chiefs Association Best Practices project and on the Insurance Services Office (ISO) project.

  • Recruits Nahum Escudero and Lazaro Castro completed week 14 of the academy.
  • On October 17, 2025, the City of Duncanville Narcotics Unit conducted an operation that resulted in the seizure of one kilogram of methamphetamine and the identification of a Mexico-sourced bulk distributor.

  • Craftmatic, Tuesdays at 4:30 PM – 5:30 PM. Craft something fantastic by hand! Create with paper crafts, collage, and other simple projects. For adults, but open to all ages.
  • Tech Tutors, Wednesdays at 7 PM – 7:45 PM. Get help with any of your own devices or on one of our public computers.
  • Sewing Tutorial, Saturdays at 2:30 PM – 3:30 PM. Join this small-scale sewing tutorial. Sign up in person or call us. Limit 3 per session.
  • Maker Time, Saturdays at 3:30 PM – 5:30 PM. Use the makerspace to work on your creative projects.

  • Baby Play, Tuesdays at 10:15 AM. Come play with your child in our discovery stations. Kids explore early concepts and fine motor skills all through interactive play. Ages 0 – 3 years, accompanied by a caregiver.
  • Preschool Literacy Games, Tuesdays at 11:15 AM. Develop your child’s early literacy skills through alphabet, vocabulary, word work, and phonemic awareness games. Ages 3 – 6 and a caregiver.
  • Crafty Readers, Wednesdays at 4:30 PM. Come hear a story and make a craft for children. Grades Kinder, 1st, 2nd, and 3rd.
  • Preschool Story Time, Thursdays at 10:15 AM. Story time is fun for ages 3 – 6 and a caregiver.
  • Nursery Rhyme Time, Thursdays at 11:15 AM. Story time, nursery rhymes, fingerplays, & songs. Ages 3-6 years, accompanied by a caregiver.
  • Game On! Tuesdays at 6:00 PM – 7:30 PM. Teens aged 12-18 can enjoy board games or console games (Nintendo Switch and PlayStation 5) together.

ECONOMIC DEVELOPMENT

Economic Development visited the Du West Shopping Center and stopped by Sister Girl’s Kitchen. Business is doing well, and they are gearing up for holiday orders and will probably close during that time to fulfill them. They also have started a wall of fame celebrating African American History. There are a lot of famous historical figures names on the wall.

Special Events

 The City of Duncanville invites everyone to mark their calendars for Holiday Lights in the Park, happening Friday, December 5, 2025 at Armstrong Park! This festive community tradition will feature dazzling lights, live entertainment, the annual parade, and a special visit from Santa Larry.

Applications are now open for both vendors and parade participants. Local businesses, organizations, and community groups are encouraged to join the celebration and showcase their holiday spirit.

  • Crews applied fertilizer to all athletic fields.
  • Crews mowed medians along Hwy 67 and Main Street.
  • Crews prepped Lions Field for games.
  • Staff painted soccer fields at Harrington Park.
  • Crews cleaned decomposed granite around exercise equipment, trimmed trees with low limbs, repaired and painted the gazebo, and sprayed weeds along the brick walkway at Armstrong Park.
  • Staff blew out the parking lot and walkways at City Hall.
  • Crews painted the women’s restroom, welded the door, and secured the restroom capstones at Lakeside Park.
  • Staff reattached restroom capstones at Harrington Park.
  • Crew trimmed trees along the trail at Willow Run Park.
  • At the Main Street corridor crew watered hanging baskets, performed detailed bed maintenance, sprayed cracks/crevices, and trimmed Sunshine Ligustrum near the pet shop and Ben Franklin entries.
  • Crews pulled weeds by hand and applied Fusilade II Herbicide to Jasmine Grass at the new fire station.
  • Crew mowed turf, repaired a damaged bed, trimmed Texas Sage, and fixed brick edging at Hwy 67 and Main.
  • Staff performed general bed maintenance and herbicide application at Ferguson Circle.

Recreation Center

Weekly Highlight

 The Duncanville Recreation Center finalized a partnership with the Northeast Texas Girl Scouts. Through this agreement, the Center will offer programs that help Scouts earn badges, support Gold Award projects, and provide monthly meeting space. In return, the Girl Scouts will volunteer at community events and participate in select recreation programs.

Program Update

The Active Stars Cheerleading Program is back in action this week after Fall Break and off to a fantastic start! Each division —JV, Varsity, and All Stars —has more than 25 participants, showcasing the program’s continued growth and enthusiasm.

Planning and Zoning
  1. The Planning and Zoning Department approved 2 projects at this week’s City Council. We are excited to continue helping these new businesses open and contribute to encouraging businesses in Duncanville.

PUBLIC WORKS 

Street Division

  • Crew removed a low-hanging branch on Swan Ridge Drive.
  • Crew repaired 21 potholes across multiple locations within the city.
  • Crew cleared leaf debris from rain gutters on Roma Drive.
  • Crew identified and marked two utility locations on Camp Wisdom Road and Bow Creek Drive.
  • Crews completed sidewalk, curb, and gutter replacements on Katherine Court, Shannon Drive, and Meadowglen Drive.
  • Crews assisted with 3 events on Saturday, October 18, 2025 : Duncan-Switch, the Duncanville High School football game, and the Battle of the Bands.

Utilities Division

  • From October 13-19, 2025, 39,289,340 gallons of water were pumped. The estimated water loss for that week, including main breaks, leaks, and flushed hydrants, was 442,065 gallons.
  • Staff held a preconstruction meeting with Hydromax USA last week to discuss and coordinate work for this new fiscal year, 2025-2026.
