Duncanville, Texas 2025 Elections & Voting
The slate of offices for the general election includes the council members representing District 1, District 3, District 5, and At-Large. All registered voters in the City of Duncanville will have the opportunity to vote for the At-Large position. Registered voters residing in Districts 1, 3, and 5 will also have an opportunity to vote for their respective candidates.
Voter registration cards may be obtained online and at the Duncanville Public Library. The deadline to register to vote in the May election is April 3, 2025. For more information regarding voter registration, residents may contact the Dallas County Elections Department at (469) 627-VOTE (8683).

Fight the Bite
To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.
Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.

- Attended the Duncanville Lions Club and Rotary Club of Duncanville.
- Attended meeting with Vendor on New Hire Training Process Meeting – Human Resources also attended.
- Attended Detective David Moon’s retirement ceremony.
- Attended the city council Fiscal Year 2026 Budget meeting.
- Met with the vendor on the new hire training process. Human Resources also attended this meeting.

Emergency Management:
This week, the Emergency Management (EM) team participated in the following events:
- The Emergency Management team (EMT) worked with Dallas County Health and Human Services and Duncanville Independent School District to update the Duncanville High School Point of Dispensing (POD) Plan.
- EMT met with the North Central Council of Governments on the Best Southwest Cities participation in their Regional Catastrophic Planning Grant Program.
- The Emergency Management team observed the Godley School District Child Reunification Drill to provide feedback for their process
- The EM team conducted active shooter and severe weather response training at Laurenwood Nursing and Rehabilitation in Duncanville.
- The EM team coordinated a meeting with Best Southwest Cities Emergency Management coordinators to discuss tornado siren maintenance.
- The EM team discussed emergency management at the City of DeSoto Citizens Fire Academy
- The EM team attended the Federation International Football (Soccer) Association (FIFA) World Cup 911 Center Interoperability Showcase and sent notes to both dispatch centers.
- The Emergency Management team participated in the “Dallas-Fort Worth Freeze Frenzy” Regional Exercise
- The EM team monitored severe weather.

COMMUNITY CORNER
- On April 21, 2025, police recruits Krystal Hayes and Juan Marin graduated from the Basic Police Academy.
- On April 25, 2025, Detective David Moon was celebrated as he retired after 31 years of dedicated service to the citizens of Duncanville and the Duncanville Police Department.
- The week of April 20, 2025, Assistant Chief Ron Wilcots and Lieutenant Ronald McCarty attended the AXON Conference for training and a look at new technology available to police departments.
- Thanks to the outstanding teamwork within the Duncanville Police Department, the suspect, who has been in custody since May 7, 2024, for a homicide he committed on May 6, 2024, received a 40-year sentence in prison.
- Thanks to the dedicated work of the Duncanville Narcotics Unit, after a lengthy investigation that yielded drugs, stolen guns, a stolen vehicle, and other evidentiary property, a local drug dealer was found guilty and sentenced to 23 years in prison.
PERSONNEL
- The Duncanville Police Department has 6 openings for sworn personnel.
- 5 applicants are remaining on the current civil service list.
- Applicant Kevin Sanchez accepted a job offer from the Duncanville Police Department and will attend the Tarrant County College (TCC) Basic Police Academy with applicant George Smith.
- Lateral Officer Kathyria Delgado and the two academy graduates are currently assigned to in-service training.
- 3 of the 4 officers in field training are progressing and expected to be released from training mid-May, as one will require more training and is scheduled to be released late-May or early June.
- 3 recruits are currently attending the basic police academy.
- Recruits Tesean Bond and David Perea completed their seventeenth week of Police Academy training. The training for that week focused on Police Driving and Education to effectively operate emergency vehicles, under stressful and non-stressful conditions.

- Tech Tutors: Tuesdays 10:00 AM to 12:00 PM, Wednesdays 11:30 AM to 12:30 PM and 7:00 PM to 7:45 PM, Thursdays 10:00 AM to 12:00 PM. Get help with any of your own devices or on one of our public computers. Our tutors will work with you on smartphones, laptops, e-readers, tablets, and more.
- Spanish Conversation Tuesdays, 10:30 AM. Come and practice your Spanish skills with other learners.
- Craftastic Tuesdays, at 4:30 PM. Join us every week and try out a different craft each time.
- Computer Basics Wednesdays, 6:30 PM to 7:30 PM. Learn the basics of using a computer. Bring your laptop or borrow one of ours.
- Giant Games Saturdays, 3:30 PM to 5:30 PM. We will have some oversized games set up. We currently have Connect 4, Corn Hole, and Axe Throwing (the axes are not real). All ages are welcome.
- Maker Time is Saturdays from 3:30 to 5:30 p.m. All ages and levels are welcome. Come see what fantastic technology we will have available.

Due to the severe weather forecasts, the BloomFest Music & Arts Festival has been rescheduled for Friday, May 23, from 4:00 PM to 10:00 PM at Armstrong Park.
The decision was made out of an abundance of caution to ensure the safety and enjoyment of all attendees, vendors, and performers. The event will still feature a full lineup of live performances, over 50 market vendors, delicious food and beverage options, photo ops, and more.
We appreciate everyone’s flexibility and look forward to welcoming the community on May 23 for what promises to be a vibrant and exciting evening.

Update
The Planning and Zoning Department has engaged planning consultants to support and assist during staffing shortages. These consultants will review and advise on planning-related matters as required. The Economic Development staff is responsible for gathering information and facilitating its transfer to the consultants.

- Public Hearing - Request for Specific Use Permit for Duncanville High School, 900 West Camp Wisdom Road
- The Planning and Zoning Commission recommended approval at the January 13, 2025, meeting
- Request deferred from Tuesday, February 4, 2025, the City Council meeting to Tuesday, March 18, 2025, City Council meeting.
- Request deferred from Tuesday, March 18, 2025, City Council meeting to Tuesday, April 1, 2025, City Council meeting
- Approval of Ordinance tentatively scheduled for Tuesday, May 20, 2025, 2025, City Council meeting
Items scheduled for Tuesday, May 12, 2025, Planning and Zoning meeting:
- Proposed New Development at the Corner of Cockrell Hill Road and Danieldale Road (Life School)
- The applicant was scheduled for the June 3, 2024, Planning and Zoning (P&Z) Commission meeting for Planned Development (PD) request; the item was removed from the agenda; future date to be determined.
- A Town Hall Meeting occurred on August 13, 2024.
- Staff met with the applicant on August 26, 2024. Additional items are required before the applicant can be scheduled for a Planning and Zoning (P&Z) Commission meeting.
- The city emailed the applicant on September 6, 2024. City staff commented that a consulting firm will review traffic impact analysis; however, the firm will be expected to contract with the City of Duncanville after the turn of the fiscal year. To expedite the review, the City staff would be open to agreeing with the applicant to contract a firm to review the traffic impact analysis.
- The applicant submitted a plat application on September 20, 2024. A third party is currently reviewing the plat.
- On October 10, 2024, the applicant submitted a traffic impact analysis from a third-party reviewer to the city.
- On October 22, 2024, there was a meeting between staff and applicants.
- The city agreed to hire a third party to review the project's zoning and engineering.
- The third party met with staff on December 17, 2024, to discuss comments.
- The third-party reviewers met with staff and the applicant on January 14, 2025, to discuss the latest comments.
- Planning & Zoning Public Hearing Tentatively scheduled for May 12, 2025

Street Division
- Crews repaired two asphalt utility cuts on Rita Lane and North Greenstone Lane.
- Crews poured concrete on Dawson Drive and North Alexander Avenue
- Crew set up traffic control devices for the Lodema Lane block party.
- Crews cleaned 50 drainage grates at various locations throughout the city.
- Crews cleaned six drainage headwalls at various locations throughout the city.
- Crews repaired 34 potholes at various locations throughout the city.
Utilities Division
- The new SCADA (Supervisory Control and Data Acquisition) system is under construction. There is no water usage report available from April 21, 2025, to April 27, 2025
- There was an estimated water loss of 113,750 gallons.
Other Construction
Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project is estimated to have a completion date of September 2025.
