· 34 Rental inspections were Scheduled this week; 13 passed while 21 failed and 0 were canceled.
o The primary reasons for the failed inspections were absence of GFCI protection, missing carbon monoxide and smoke detectors, ground rods and water heaters were not up to current code.
· A total of 11 Single Family Rental Certificates of Occupancy has been re-issued and 10 Apartment complex Units were Inspected for this week and 0 complaints.

· Chief Leary and I met with Chief Hancock, Captain Churman, and Engineer Hatley concerning a Probationary Firefighter’s performance on July 27, 2026. Probationary Firefighter resigned effective August 1, 2026, per the advice of his physician.
· New Mattresses have been ordered for Stations 1 and 2. Delivery expected August 10 for Station 1 and Station 2 on August 24.
· Sent email to Darren Juhase at Fleet to discuss sending fire vehicles to Metro Fire Apparatus in Cedar Hill in the future due to a lack of certified Emergency Vehicle Technicians at Fleet. He agreed on August 5 and he urged to wait if possible until October 1 with Fiscal Year 2027 budget.
· Station 2 Renovation Committee is waiting for one more proposal.

- Crews completed scheduled mowing at athletic fields, parks, and city facilities, including Lions, Alexander, Harrington, Lakeside, Pyburn, and Fire Station #2.
- Staff mowed all athletic fields to maintain quality playing conditions.
Crews performed preventative maintenance on the mowing fleet, including blade sharpening, equipment inspections, truck cleaning, and shop organization.
- Staff continued park maintenance through weed control, tree trimming, limb removal, litter cleanup, and minor infrastructure repairs.
- Crews completed weekly shop organization, fleet cleanup, and preventative maintenance activities.
- Crews continued routine flower bed maintenance at City Hall, the Police Department, Recreation Center, Library, and other city facilities through pruning, hand weeding, cleanup, and landscape inspections.
- Staff applied herbicide treatments throughout decorative granite (DG) areas, parking lots, sidewalks, and landscape beds to improve appearance and reduce weed growth.

Recreation Center
Facility Highlight – Employee Health Fair
Last week, the Duncanville Recreation Center hosted the City's annual Employee Health Fair, welcoming approximately 30 health and wellness vendors for City employees to visit and learn about available resources.
The event also featured a refreshment area with a yogurt bar, popcorn, water, and lemonade. Employees who completed their Bingo vendor cards were entered into a raffle featuring prizes donated by participating vendors. The Recreation Center is proud to host this event each year and enjoys welcoming City employees to the facility.
Facility Highlight – Duncanville Police Department Testing
Last week, the Recreation Center welcomed approximately 80 applicants for the Duncanville Police Department written and physical testing. The gymnasium provided a spacious and quiet environment that allowed the testing process to take place efficiently.
The Recreation Center is proud to support Duncanville's first responders and appreciates the opportunity to partner with the Police Department on initiatives such as this.

Team Update – Edgar Barraza
This week marks the final week with the Recreation Team for Edgar Barraza, who has served the City of Duncanville for nearly three years between the Duncanville Fieldhouse and Recreation Center.
Edgar began his career as a Fieldhouse Attendant and worked his way up to Lead Recreation Attendant, demonstrating growth and dedication throughout his time with the City. While we are sad to see Edgar leave, we are excited for the new opportunity ahead of him and wish him continued success in his next chapter.

Festival de las Américas

Armstrong Park
Festival de las Américas is Duncanville's celebration of Hispanic and Latin American cultures, featuring live music, cultural performances, authentic cuisine, artisan vendors, family activities, a community parade, and a classic car show. Formerly the Best Southwest Hispanic Heritage Festival, the event has been rebranded to establish a signature annual cultural celebration unique to Duncanville.
Planning remains on schedule with key entertainment secured, including EZ Band as the headliner, Mariachi Las Alteñas, and Dariel Amant. Additional cultural performers are being finalized, while vendor, food truck, parade, and sponsorship recruitment continue through Eventeny.
Staff is coordinating event logistics with City departments, including public safety, public works, traffic control, volunteer coordination, site layout, and VIP accommodations to ensure a safe and successful event.
Marketing efforts are underway with the launch of the new Festival de las Américas brand, supported by social media, digital advertising, community outreach, printed materials, and bilingual promotions. The campaign is focused on increasing regional awareness and positioning the festival as one of Duncanville's premier annual community events.
Staff will continue finalizing operational plans, entertainment, sponsorships, and volunteer assignments in preparation for the event.

· The Planning and Zoning department presented two items at the August 4 City Council meeting.
· The Planning and Zoning Commission will have a meeting on Monday, August 10.
PUBLIC WORKS
Construction Notice
The City of Duncanville is starting construction! Please anticipate increased traffic and delays in the area. Construction will begin on April 25, 2026, with an estimated completion in mid-May 2027. Please note that rocky soil conditions and weather can impact the scheduled timeline.
Who: Residents of Duncanville
What: The project consists of the reconstruction of roadway paving, drainage, water, wastewater, sidewalk, and pedestrian improvements.
Where: North Cedar Ridge Drive from Cathy Self-Morgan Way/Middale to W. Camp Wisdom Road.
When: April 25, 2026, through mid-May 2027.
Why: To repair the roadway and utilities that have exceeded their lifetime and provide better service and safety to the residents and public.
Public Works Engineering
- Continued construction activities on the Cedar Ridge Drive Road Reconstruction Project (RFB 25-0014), including installation of the sanitary sewer main (SS-C) and ongoing utility coordination.
- Modified the temporary traffic control configuration to improve traffic flow and enhance driver safety while maintaining access through the construction zone.
- Continued oversight of Right-of-Way permitting, contractor registrations, utility coordination, and construction inspections.
Solid Waste Update
The City of Duncanville is committed to providing exceptional customer service while maintaining competitive and sustainable solid waste rates for our residents and businesses.
On July 8, 2026, the City issued a Request for Proposals (RFP) for the collection and disposal of residential and commercial solid waste, recycling, and brush/bulk materials. We are pleased to report that the solicitation has generated significant interest from qualified service providers.
The RFP submission period will close on August 12, 2026. Following the deadline, City staff will conduct a comprehensive evaluation of all proposals to identify the firm that provides the best overall value to the community.
The City anticipates awarding a contract that will become effective on October 1, 2027.
We encourage residents to stay informed by following the City's website and social media channels as we provide updates throughout the procurement process. Our next update will include information regarding a briefing to the Duncanville City Council.

Street Division
- Crews located nine utility storm drain inlets at various locations throughout the city.
- Crews utilized the brush truck to remove tree branches obstructing the roadway on Hill City Drive and Cedar Hill Road.
- Crews placed barricades around low‑hanging utility lines on Oriole Boulevard.
- Crews repaired 17 potholes at various locations throughout the city.
- Crews restocked and cleaned the material bins area.
- Crews cleaned five storm drain grate inlets on Roundtop Boulevard, Bow Creek Drive, and West Danieldale Road.
- Crews removed car parts and additional debris from both sides of the street, the median, and the right‑of‑way on East Danieldale Road following a vehicle accident between Sunrise Lane and South Main Street.
Utilities Division
- From July 27 to August 2, 2026, 47,922,400 gallons of water were pumped, with an estimated loss of 273,500 gallons.
- Advanced Metering Infrastructure Project – Installation of the new smart meters began on began the installation of the meters on Monday, July 27, 2026.
- FY 25-26 Pipe Bursting/C.I.P.P. Project –No-Digg sub-contract began Pipe Bursting the sewer laterals on E. Center. Completed E. Center St., moved to Shorewood
- A boots-on-the-ground crew from ASTERRA identified a leak in the pipe below the aerial crossing at Cedar Hill Road and Joe Wilson Road. A third-party contractor is currently working to fix this leak.
