Rental Weekly Inspection Report
- A total of 40 rental inspections were scheduled this week: 12 passed, 28 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
- 12 Single Family Rental Certificates of Occupancy have been reissued.
- A total of 4 Apartment Unit Inspections for this week have been completed.

Emergency Management
- Emergency Management Specialist Kevin Bradley staffed the command post for the City of Duncanville Holiday Lights in the Park celebration
- EMT attended the City of DeSoto Christmas Event final planning meeting and shared the Event Safety Plan with event staff.
- Emergency Management Specialist Kevin Bradley attended training on operating a disaster shelter.
- Emergency Management Coordinator Lauren Sanchez facilitated an emergency response tabletop exercise for the Duncanville Independent School District Administration.
- EMT attended the After-Action Meeting for the Dallas-Fort Worth-wide Metro X Exercise that many of our first responders participated in.
- EMT attended the Dallas County VOAD (Volunteer Organizations Active in Disaster) meeting.

Fire Administration
- Attended the weekly City Executive team meeting.
- Philip Clark was promoted to Fire Captain, and Evan Barger was promoted to Fire Engineer.
- The City of Duncanville Holiday Lights in the Park celebration and parade went well with no significant emergencies.
- Attended the Texas Fire Chiefs Association Fire Chiefs Workshop in San Antonio, Texas, to acquire mandatory continuing education required by the Texas Commission on Fire Protection.
- Continued working on the Texas Fire Chiefs Association Best Practices project. Significant progress has been made, and the project is expected to be completed in 2026.
- Tyler Computer Assisted Dispatch (CAD)-Record Management System (RMS) went live on November 18, 2025. Unfortunately, there was a misunderstanding regarding the one-month trial of the Automatic Vehicle Location (AVL) system, which was supposed to begin. Duncanville understood the trial one-month test was to start on December 1, 2025. AVL went live on November 18, 2025, alongside the overall CAD-RMS launch. The one-month trial will now finish on December 18, 2025, and an evaluation of its impact will be conducted to determine whether to continue with AVL. There have been technical issues with AVL since it went live. ***Alex, I’m not sure if you want to include this, so I will leave that up to you. ****
- Continued working on Insurance Services Office (ISO) project. ISO will conduct an evaluation in May 2026.
- Meeting with the City of Grand Prairie Fire Department Special Operations Chief Robert Fite on Friday, December 12, 2025, to establish a Special Operations mutual aid agreement.
- The City of Dallas Fire Department has committed to continuing to provide Special Operations assistance.

Holiday Lights in the Park
We had an incredible time celebrating the season with our community at The City of Duncanville Holiday Lights in the Park last Friday. Thank you to everyone who came out, participated, volunteered, and helped make this annual tradition such a fun and memorable evening for our residents and visitors.
From the festive parade and dazzling tree lighting to Santa Larry’s grand arrival and the drone show finale, it was wonderful to see families and friends enjoying the night together throughout Armstrong Park. The atmosphere was joyful, turnout was strong, and the feedback from attendees has been overwhelmingly positive.
We’re already looking forward to welcoming everyone back next December, at the same time, same place, for another magical Holiday Lights celebration!
In the meantime, we encourage everyone to follow the City of Duncanville on social media to stay up to date on upcoming events, announcements, and community events.
Our next major signature event is BloomFest Music & Arts Festival on May 9, 2026—mark your calendar now! We can’t wait to continue bringing high-quality, family-friendly programming to our residents and visitors throughout the year.

- Crews supported and completed extensive setup for the City of Duncanville Holiday Lights in the Park event.
- Crews installed and decorated a Christmas tree, fencing, photo ops, lighting, and vendor layout at Armstrong Park.
- Crews installed fencing, spider-box, garland, and power connections for decorations.
- Crew removed fall décor and transitioned sites to holiday décor.

- Staff cleaned and serviced specialty equipment, including the auger and light towers.

Program Highlight
This week, we would like to highlight the Little Tigers Tae Kwon Do program. The program recently hosted its first Belt Advancement Class, where students demonstrated the new skills they had mastered. The class consists of a series of tests, and upon successful completion, students advance to a higher-ranking belt color.
Community Event Highlight
This past weekend, we hosted our final Concert in the Park of the year, featuring fantastic performances by Saundra Peterson as Lovely Lady S, Mr. Sedrick Divine on the keyboard, and our very own Walter Harper. Guests enjoyed live Christmas carols, craft vendors, hot chocolate, and the opportunity to take photos with Santa Claus.

Street Division
- Crews replaced an inlet grate on Mansfield Lane after hours.
- Crews identified and marked eight utility drainage locations.
- Crews poured concrete on Cedar Run, Morning Dove, Macarthur Drive, Wilson Court, & Granada Drive.
- Crews repaired misplaced paver bricks on West Wheatland Road.
- Crews repaired 25 potholes in various locations throughout the city.
- Crews placed traffic control devices for the Christmas Parade.
- Crews started the process of clearing the drainage ditch along Santa Fe.
Utilities Division
From December 1-7, 2025, 30,475,750 gallons of water were pumped. The estimated water loss for that week was 516,649 gallons, including one water main break and hydrant flushing.
Cedar Ridge Drive Improvements
On October 8, 2025, staff held a bid opening for the Cedar Ridge Drive Roadway Improvements Project. The project will be awarded to the lowest bidder at the City Council meeting on December 16, 2025.
