Families gathered in costume for Duncanville’s annual Boo with the Blue event, where children enjoyed a safe, fun-filled evening of candy, games, and community connection with local police officers in the department’s parking lot.

BUILDING PERMITS AND INSPECTIONS
 
Building Weekly Inspection Report
  • There were 69 Total Building inspections this week. 43 inspections passed, 17 failed, 4 canceled, and 5 partial passes (a partial pass is when one phase of an inspection is done at a specific address but has not yet passed all inspections).
  • 59 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 17 Total Health Inspections, 4 Billing in Person for Annual Health Renewal, 4 for the Health Certificate of Occupancy, and 0 for Annual Swimming Pool Inspections. 7 Routine Health Inspections, 0 complaints, 1 Follow-up inspection, 1 Mobile Food Inspection.

Total Fees Collected for the Week: $38,922.64 


CODE ENFORCEMENT
  • A total of 50 rental inspections were scheduled this week: 6 passed, 44 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
  • 6 Single Family Rental Certificates of Occupancy have been reissued, and there are 3 apartment units this week, and zero complaints.

COMMUNICATIONS AND MARKETING 

Installation of new LED display at S. Main St. and E. Wheatland Rd. is expected to take place during the first half of November 2025.

Duncanville Charter Election - November 4, 2025

To help residents better understand the proposed amendments, the City invites the community to attend a Charter Election Town Hall on Thursday, October 16, 2025, from 6:00 PM to 8:00 PM at the D.L. Hopkins Jr. Senior Center.

Fight the Bite

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.

To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

Emergency Management:

  • Emergency Management Team (EMT) attended University Method of Education (UME) Prep Safety and Security Meeting (Duncanville charter school) as a member of the team.
  • Emergency Management Coordinator Lauren Sanchez presented on a virtual national conference through the International Association of Emergency Managers.
  • EMT conducted an inventory of the Community Emergency Response Team shed located in DeSoto to identify items for replacement
  • Emergency Management Coordinator Lauren Sanchez and Emergency Management Specialist Bradley participated in the Dallas-Fort Worth region-wide Metro X full-scale exercise.

Fire Administration 

  • Attended the City Executive team meeting.
  • Attended Duncanville Independent School District 8th Grade Career Expo at the Hilton Garden Inn to expose them to consider a career in the fire service.
  • Attended bi-weekly meeting with Interim City Manager Richard Abernethy.
  • Continued meetings on the implementation of the Tyler Computer Assisted Dispatch-Record Management System to go live on November 18, 2025.
  • Attended Fall Literacy Night at Alexander Elementary School
  • Attended a meeting with Duncanville Lions Club.
  • Continuing to working on the Texas Fire Chiefs Association Best Practices project and on the Insurance Services Office (ISO) project.

COMMUNITY CORNER

On October 29, 2025, we hosted our Boo with the Blue Trunk or Treat event — and it was a fantastic success! We welcomed hundreds of little goblins, ghosts, and superheroes who came out to enjoy a fun, safe night of candy, costumes, and community spirit.

Our team had a great time meeting families, passing out treats, and celebrating the Halloween season together. A huge thank you to everyone who helped make the event such a spooktacular evening!

PERSONNEL

  • Recruits Nahum Escudero and Lazaro Castro completed week 15 of the academy.
  • On Monday, October 27, 20205, the Duncanville Narcotics Unit obtained a search warrant for a Dallas County residence pursuant to an ongoing methamphetamine investigation that is being conducted in partnership with the DEA. The search warrant was executed by the Duncanville Special Weapons and Tactics (SWAT) team without incident. The search warrant uncovered an active methamphetamine conversion lab. Detectives seized approximately 250 kilograms of methamphetamine and multiple firearms. The drugs have a street value of up to $10 million.
  • On Wednesday, October 29, 2025, the Duncanville SWAT team participated in MetroX, a region-wide full-scale emergency response simulating coordinated attacks across the metroplex. The purpose of the exercise was to test and strengthen regional preparedness, coordination, and communication across all levels of emergency response.
  • On Thursday, October 30, 2025, the Duncanville Criminal Investigations Division obtained a search warrant for a local residence pursuant to a child pornography investigation. The search warrant was executed without incident and resulted in the seizure of evidence.

  • Homeschool Hangout, Mondays at 10:30 AM. Calling all homeschoolers! Join us in a space where students can engage in fun STEAM activities…or hang out with each other! For children aged 6 –11 and their families or caregivers.
  • LEGO® Maniacs, Mondays at 4:30 PM – 7:30 PM. Come play with Legos!
  • Baby Play, Tuesdays at 10:15 AM. Come play with your child in our discovery stations. Kids explore early concepts and fine motor skills all through interactive play. Ages 0 – 3 years, accompanied by a caregiver.
  • Preschool Literacy Games, Tuesdays at 11:15 AM. Develop your child’s early literacy skills through alphabet, vocabulary, word work, and phonemic awareness games. Ages 3 – 6 and a caregiver.
  • Crafty Readers, Wednesdays at 4:30 PM. Come hear a story and make a craft for children. Grades Kinder, 1st, 2nd, and 3rd.
  • Preschool Story Time, Thursdays at 10:15 AM. Story time is fun for children aged 3 – 6 and their caregivers.
  • Nursery Rhyme Time, Thursdays at 11:15 AM. Story time, nursery rhymes, fingerplays, & songs. Ages 3-6 years, accompanied by a caregiver.
  • Game On! Tuesdays at 6:00 PM – 7:30 PM. Teens aged 12-18 can enjoy board games or console games (Nintendo Switch and PlayStation 5) together.

Business Retention, Expansion & Recruitment Activities:

  • October 20, 2025 – Kim and Jenny’s Café – Met with the business owner to view the progress of the completion of the new restaurant and to discuss the upcoming City Council meeting and economic incentive agreement.

  • October 24, 2025 – Sisters Girls Kitchen – 108 North Cedar Ridge Drive - The business has received several orders for the upcoming Thanksgiving Holiday and is exploring closing a few days in advance of the holiday to work on fulfilling the orders. They also created a wall of fame in their establishment (picture will be provided).

  • October 25, 2025 – Cenzo’s Pizza & Deli – 1700 West 10th Street, Dallas - Restaurant attraction lead received from local developer. Saturday afternoons visit to the restaurant to see the site location, food, and dining experience. Was aware the owner would not be available in advance, but was able to talk and engage with employees, observe other patrons, and experience. This 2-year-old establishment has a very high rating and is following on several platforms and influencer channels. The local owner and partner were previously based in Austin, TX.

  • October 28, 2025 – EZ Stop - 615 South Main Street – City staff met with shift employee Muhammad. The store owner does not keep regular hours as they own multiple locations in the Metroplex. Informed me that each shift typically has 1 employee during non-peak hours, which is between 4 PM and 9 PM on weekdays. Confirmed that they are interested in adding fuel pumps to the site. Informing them of the requirements, the Comprehensive Plan, and the Downtown District Design Standards might also impact on the ability to gain approval. City Staff expressed a desire to continue the conversation with the owner and EZ Stop staff. Referenced the popularity of Gewenah Coffee Station as a creative example or opportunity to enhance and reinvest in the site.

  • October 29, 2025 – Dry Clean Super Center – 510 West Wheatland Road - Morning business visit. Conversation with owner Michael Sha and 3 other employees on duty in the shop. The location employs 12-15 employees (full-time and part-time). The current monument sign advertises "Help Wanted" in addition to a service special. When asked about the advantages and challenges of the business location and industry, the location offers good visibility along the Wheatland corridor and offices. However, it has noticed a recent pattern of long-time repeat customers moving out of the area.

 The City of Duncanville invites everyone to mark their calendars for Holiday Lights in the Park, happening Friday, December 5, 2025 at Armstrong Park! This festive community tradition will feature dazzling lights, live entertainment, the annual parade, and a special visit from Santa Larry.

Applications are now open for both vendors and parade participants. Local businesses, organizations, and community groups are encouraged to join the celebration and showcase their holiday spirit.

Planning and Zoning
  1. The Planning and Zoning Department will have a Zoning Board of Adjustment meeting next Thursday, November 6, 2025, at 7:00 PM inside Council Chambers at City Hall.
  2. The Planning and Zoning Department is also preparing to kick off its community engagement “Road Show” related to the newly adopted Comprehensive Plan.

PUBLIC WORKS 

Cedar Ridge Drive Improvements

  • On October 8, 2025, staff held a bid opening for the Cedar Ridge Drive Roadway Improvements Project. 8 bids have been received, and staff are currently reviewing the submissions.

Street Division

  • Crew retrieved a citizen’s keys from inside a storm drain inlet on Cedar Ridge Drive.
  • Crews repaired utility cuts using hot mix asphalt on Fairway Drive, Greenway Drive, and Johnson Drive.
  • Crews cleaned and reorganized materials at the Shady Trail Drive spoil yard.
  • Crews repaired 13 potholes across various locations throughout the city.
  • Crew removed fallen trees from the right-of-way at West Wheatland Road/Santa Fe Trail, Wayne Avenue, and West Wheatland Road/Mercury Avenue.
  • Crew poured concrete at 3 utility cuts on Greenway Drive, Fairway Drive, and Johnson Drive.
  • Crew identified and marked 2 drainage utility locations on Caravan Trail.
  • Crews inspected and cleaned 17 creek headwalls across multiple city locations.
  • Crews completed phase one of an Americans with Disabilities Act ramp, sidewalk, curb, and gutter replacements on Shannon Drive and Meadowglen Drive.
  • Crew trimmed trees obstructing traffic on the creek embankment at Main Street/Softwood Drive.

Utilities Division

  • From October 20-26, 2025, 35,348,070 gallons of water were pumped. The estimated water loss for that week, including main breaks, leaks, and flushed hydrants, was 2,740,370 gallons.
