Interim City Manager Richard Abernethy presented during the September 30, 2025, City Council Special Called Meeting, where the Comprehensive Plan was officially adopted.

BUILDING PERMITS AND INSPECTIONS

Rental Weekly Inspection Report

  • A total of 14 rental inspections were scheduled this week: 3 passed, 11 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
  • 3 Single Family Rental Certificates of Occupancy have been reissued, and there are 0 apartment units this week, and zero complaints.

Building Weekly Inspection Report

  • There were 84 Total Building inspections this week. 54 inspections passed, 24 failed, 3 canceled and 3 partial pass (Partial pass is when one phase of an inspection is done at a specific address but has not yet passed all inspections.)
  • 47 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 1 total health inspections: 54 contacts were made for health inspections for the annual renewal, 1 was for a health certificate of occupancy, and 0 were for annual swimming pool inspections. 0 routine health inspections, 0 illegal mobile vendor, 0 Event Food Units Inspections and 4 complaints addressed.

Fight the Bite

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.

To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

DUNCANVILLE FIRE DEPARTMENT

Emergency Management:

  • Emergency Management Team (EMT) coordinated with the City of Lancaster to transfer emergency reporting to Everbridge (The emergency notification system).
  • EMT attended continued Outdoor Warning Siren evaluation, maintenance, and repairs for the Cities of Duncanville, Cedar Hill, and DeSoto.
  • Emergency Management Team attended City of Cedar Hill Scare in the Square planning meeting.
  • Emergency Management Team conducted an After-Action Review for the Hispanic Heritage Festival.
  • Emergency Management Team conducted the monthly siren test.

Fire Administration 

  • Attended the Rotary Club of Duncanville meeting and the Duncanville Lions Club meeting.
  • Met with representatives of Duncanville, DeSoto, and Cedar Hill Independent School Districts to establish a fire academy among the Tri-Cities Fire Departments to enhance recruiting local students with mentoring and establish future opportunities for Juniors and Seniors to participate. All entities are excited to implement this in the future. More meetings to follow in the future.
  • Attended Hispanic Heritage Fest after-action review.
  • Attended City Council Comprehensive Plan meeting.
  • Helped cook for the D.L. Hopkins Jr. Senior Center event on Thursday, September 25, 2025.
  • Met with A-Shift to provide updates and answer questions at our Quarterly Meeting.
  • Continued working on the Texas Fire Chiefs Association Best Practices project and on the Insurance Services Office (ISO) project.
  • Attended bi-weekly meeting with Interim City Manager Richard Abernethy.

DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius.
 

PERSONNEL

  • Recruits Kevin Sanchez and George Smith completed week 20 and Nahum Escudero, Lazaro Castro and Quincy Denham, completed week 11 of the academy.
  • Pursuant to an ongoing investigation, the Duncanville Narcotics Unit conducted an enforcement operation with the assistance of the Dallas Police Department Deployment Unit.  The target of the investigation was interdicted and found in possession of 2 kilograms of methamphetamine and US currency.  During the follow-up investigation, multiple suppliers have been identified.
  • An aggravated robbery occurred on Friday, September 26, 2025, on the 300 block of West Highway 67. Thanks to swift investigative work, the suspect was identified and taken into custody the same day.
  •  Detective Englebert Pudgurney and Detective Chad Berger received a commendation, while Lieutenant Joseph Emmett, Lieutenant Robert Byrd, Lieutenant Stan Estell, Sergeant Nathan Roach, Sergeant Trevin Green, Detective Rogelio Hernandez, Detective Kyle Welling, Officer Ralston Marshall, Officer Darius Williams and Officer Michael Hankins all received a Certificate of Merit for exceptional teamwork, collaboration, and investigative skills in identifying and locating a dangerous wanted felon.

PERSONNEL

  • Officer Michelle Arias had the pleasure of participating in Career Day at Magnificent Learning Academy, where she spent time with the students and read them a fun and engaging book!

PARKS

  • Crews removed graffiti and leveled engineered wood fiber at Red Bird Park playground.
  • Staff partnered with the Street Department to pour a new concrete pad and to install a green bench at Armstrong Park.
  • Staff provided event support following the Hispanic Heritage event, which included the cleanup of trash, boxes, and the cooler from the VIP area. Items were sorted and returned to the appropriate facilities.
  • Crews continued Main Street Corridor and citywide bed maintenance, including City Hall, Hilton bed, the Ben Franklin area, Harrington sign, and Cockrell Hill medians.
  • Athletics crew prepped fields for league games at Alexander and Lions Park.

Concert in the Park - Memphis Soul
This past weekend, we hosted our third Concert in the Park of the year, and it was an outstanding success! More than 100 attendees enjoyed an electrifying live Motown performance by Memphis Soul. By the end of the night, it was clear that everyone left with a little extra 'soul power' in their step. We’re already looking forward to welcoming this talented band back next year.

Program of the Week: Heart Help CPR
This week, we’re proud to spotlight our Heart Help CPR (Cardiopulmonary Resuscitation) Training Program, led by Dr. Chandler and her family. The class hit a new milestone this month, with six participants successfully earning their CPR certification. Programs like this are essential in empowering our community with lifesaving skills, and we’re deeply grateful to Dr. Chandler for her commitment and expertise.

New Program Announcement:
Kidokinetics
Designed for children ages 1–5, this program focuses on developing cognitive and motor skills while introducing a new sport each week. Classes are held in the gym every Thursday from October through November. With continued community support, we hope to expand the program through 2026.

Ready Set Grow
We are excited to offer a 5-week plant propagation course in collaboration with Cox Farms. Dr. Taylor will lead the class, teaching the scientific principles behind growing plants from seeds, cuttings, and division. The course will also include hands-on, on-site plant propagation experience.

Planning and Zoning
  1. On September 30, 2025, the City Council officially adopted the Comprehensive Plan during a City Council Special Meeting. Thank you to everyone who dedicated their time, effort, and expertise to make this important milestone possible. Your contributions have shaped a vision for our community’s future.
  2. The Planning and Zoning Commission has recommended five cases that are scheduled to appear before the City Council at the October 21, 2025, meeting. We are excited about the opportunity to advance these important projects.
  3. The Planning and Zoning Commission will vote to appoint a new Chairman at the October meeting. We extend our sincere appreciation to Vice Chair Erika Browning for serving as Interim Chair during this transitional period, especially as the Board has been diligently focused on advancing projects through our pipeline.
  4. The Planning and Zoning Department is finalizing preparations for our Comprehensive Plan Road Show, an initiative designed to bring the City to a location near you. Through this effort, we’ll share how City Departments are working to better serve you and how we’re bringing your vision for the City of Duncanville to life. We look forward to connecting with residents, answering your questions, and building strong, lasting partnerships with our community.
  5. The City of Duncanville Planning and Zoning Department is developing new programs to assist both seasoned and first-time developers in navigating the development process. Whether you’re expanding an existing business or starting a new project, we encourage you to explore these upcoming resources designed to make doing business in Duncanville easier and more efficient.   6. The Planning and Zoning Department will publish the updated Development Calendar on the City website in October, following final confirmation of key dates. This calendar will include important submittal deadlines and hearing dates to help you stay informed and on track throughout the development process. PUBLIC WORKS 

Street Division

  • Crews assisted the Duncanville Parks Department with a concrete pour at Armstrong Park.
  • Crews removed debris and car parts from East Wheatland Road.
  • Crews inspected and cleaned creek areas throughout the city as needed.
  • Crews completed concrete utility repairs on High Ridge Drive, Orange Street, and Royal Avenue.
  • Crews assisted Duncanville Independent School District police with placing and retrieving cones and barricades during the football game.

Utilities Division

  • From September 22-28, 2025, 38,529,090 gallons of water were pumped. The estimated water loss for that week was 758,649 gallons, including main breaks and leaks.
  • Hydromax USA continues to exercise valves and GIS (Geographic Information System) locate all the water distribution valves across the city. *The Hydromax trucks are white with the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed.
