Fiscal Year 2025-2026 Proposed Budget

The City is pleased to provide the FY 2026 Proposed Budget in a new, convenient, mobile-friendly, and interactive digital version through the OpenGov platform. This modern tool gives residents, business owners, and stakeholders easy access to the City of Duncanville’s proposed financial plan for the upcoming fiscal year. Designed for transparency and usability, the digital format allows users to explore revenue and expenditure details and departmental goals in a clear, accessible way from any device.

This new format reflects Duncanville’s continued commitment to open government and public engagement. Live Jazz Performance

Join us for a musical performance of the traditional American art form Jazz. The event will highlight popular jazz standards and songs from the Great American Songbook that are cherished for a life time.

BUILDING PERMITS AND INSPECTIONS

Rental Weekly Inspection Report

  • A total of 26 rental inspections were scheduled this week: 23 passed, 3 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
  • 6 Single Family Rental Certificates of Occupancy have been reissued, and there are 17 apartment units this week, and zero complaints.

Building Weekly Inspection Report

  • There were 39 Total Building inspections this week. 29 inspections passed, 10 failed, 0 were canceled.
  • 14 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 9 total health inspections: 0 were health inspections for the annual renewal, 0 were for a health certificate of occupancy, and 0 were for annual swimming pool inspections. 6 routine health inspections, 2 complaints, and 1 consultation.

Total Fees Collected for the Week: $7,913.00

Fight the Bite

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.

To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

Fire Administration 

  • Attended Rotary Club of Duncanville meeting.
  • Attended City Council meeting.
  • Conducted a Strengths-Weaknesses-Opportunities-Threats (SWOT) analysis with the Duncanville Fire Department Executive Team as part of developing the department’s strategic plan. Each shift is also doing the same.
  • Attended an Electric Vehicle Group comprised of fire departments in the Dallas-Fort Worth region on best practices to mitigate electric vehicle fires.
  • Attended the Computer Assisted Dispatch – Records Management System meeting.
  • Attended Civil Service Commission meeting.
  • Attended bi-weekly meeting with Interim City Manager Richard Abernethy.

Fire Operations:

The Fire Department responded to 127 calls for service in the past seven days. These included:

  • Fires: 1
    • 1 Grass Fire in Duncanville
  •  Emergency Medical Services: 85
  • Accidents: 9
 

Emergency Management:

  • Emergency Management Team (EMT) participated in the Duncanville Fire Department Strengths-Weaknesses-Opportunities–Threats Analysis development meeting.
  • EMT picked up donated Community Emergency Response Team (CERT) backpacks from Midlothian for use by Best Southwest CERT members.
  • EMT attended the Regional Public Education Working Group Meeting.
  • Emergency Management Team conducted the monthly siren test.

DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius.
 

PERSONNEL

  • Recruit Victor Gonzalez completed week 22, while Recruits Kevin Sanchez and George Smith completed week 16. New recruits, Nahum Escudero, Lazaro Castro, and Quincy Denham, completed week 7 of the academy.
  • Last week, Duncanville Police Chief Matt Stogner, Detective Chad Berger, and Officer Michelle Arias attended the National Information Officers Association Conference in Clearwater, Florida.
  • On August 24, 2025, the City of Duncanville SWAT (Special Weapons and Tactics) team conducted a high-risk arrest operation ending a four-day manhunt for a shooting suspect. Collaboration with State and local agencies uncovered intelligence that led Duncanville officers to locate the suspect wanted for shooting a rival gang member at a business in Duncanville. The suspect was taken into custody without incident.
  • On August 29, 2025, the Criminal Investigations Division (CID) obtained a search warrant pursuant to an investigation targeting a group of individuals suspected of burglarizing storage units and committing other theft offenses in Duncanville and throughout the metroplex. The Duncanville SWAT team executed the high-risk search warrant, leading to the arrest of an individual involved in the investigated offenses and the recovery of items stolen in the City of Duncanville.
  • Texas Metro News published an article highlighting the return of the Duncanville Bike Patrol Unit. Officers Gaston Banks and Jai Johnson were honored with framed copies of the feature. The unit is dedicated to promoting safety and strengthening community ties.

  • Baby Play, Tuesdays at 10:15 AM. Come play with your child in our discovery stations. Kids explore early concepts and fine motor skills all through interactive play. Ages 0 – 3 years and a caregiver.
  • Preschool Literacy Games, Tuesdays at 11:15 AM. Develop your child’s early literacy skills through alphabet, vocabulary, word work, and phonemic awareness games. Ages 3 – 6 and a caregiver.
  • Crafty Readers, Wednesdays at 4:30 PM. Come hear a story and make a craft for children in kindergarten, 1st, 2nd, and 3rd grades.
  • Preschool Story Time, Thursdays at 10:15 AM. Story time fun for ages 3 – 6 and a caregiver.
  • Nursery Rhyme Time, Thursdays at 11:15 AM. Story time, nursery rhymes, fingerplays, & songs. Ages 3-6 years and a caregiver.

Excitement Builds for the Best Southwest Hispanic Heritage Fest

The City of Duncanville is proud to host the Best Southwest Hispanic Heritage Fest on Saturday, September 20, 2025, from 3:00 PM to 10:00 PM. at Armstrong Park. This annual celebration highlights the vibrant traditions, music, food, and culture of the Hispanic community and brings together residents and visitors from across the region.

The festivities begin with the parade at 3:00 PM, featuring community groups, schools, cultural organizations, and businesses. We encourage participation in the parade to showcase the spirit and diversity of Duncanville.

We are also inviting food vendors and market vendors to register for the festival, providing an opportunity to share local flavors and handmade goods with thousands of attendees.

This year’s entertainment lineup will feature:

  • Jangueo – high-energy rhythms and Latin beats
  • Tejano Queen Forever – a tribute to Tejano music legends
  • Los Tigrillos – closing the evening with their iconic Norteña sound

PARKS

  • The horticulture staff measured all landscape beds on Cockrell Hill & Danieldale for future landscape redesigns.
  • The horticulture staff worked on the Week 1 maintenance schedule - Waterview Park, Costco, 67, and Main St.
  • Crews repaired the damaged pipe and cable at Lakeside Park.
  • Crews responded to illegal dumping at the Merribrook site along the railroad right of way (ROW).
  • Crews responded to illegal dumping at Heather Run alleyway.
  • Staff installed the Ladd property message kiosk sign at the Cedar Hill parking lot entrance area.
  • Staff monitored and corrected the mowing contractor. The mower they were utilizing was scalping on one side of the deck, and the staff informed them to correct that issue.
  • Staff installed the Ladd property park rules sign at the four quadrants of the property.
  • Crews cleaned and prepped pavilions for weekly/weekend reservations.

We’ve been hard at work finalizing the details for the upcoming Movies in the Park Art Show, featuring A Million Miles Away, set for Saturday, September 13, 2025.

We’re thrilled to announce that Ms. Angela Thorpe, in collaboration with the Arts Commission, has played a key role in bringing together a talented lineup of art vendors. These artists will not only display their incredible work but also serve as enthusiastic advocates for the Arts Commission and its impact on our city.

The event will include a live canvas painting session led by an instructor who will offer insights into the skills, education, and career paths within the visual arts. A professional photographer will also be on-site to discuss opportunities in both traditional photography and videography.

We’re also honored to welcome a representative from the Black Jack Collective, who will join us to inspire attendees of all ages with a message about the transformative power of art. Whether pursued as a career or simply enjoyed as a creative outlet, art has the ability to uplift, heal, and energize our communities.

Class Spotlight

This week, we’re thrilled to highlight our Zumba class, led by veteran instructor Vanessa Cortez, who has been bringing energy and expertise to the Duncanville Recreation Center on and off since 2012.

With an average of 10 participants each week, her classes are known as one of our most fast-paced and high-energy dance fitness offerings. If you pass by the Aerobics Room on a weeknight, you’re likely to hear the lively Latin beats and feel the vibrant energy pouring out of the class.

We’re thankful to have passionate instructors like Vanessa as part of our Recreation family, motivating participants to stay active while bringing plenty of smiles and laughter along the way.

Planning and Zoning
  1. On September 8, 2025, the Planning and Zoning Committee will be discussing the Comprehensive Plan with Matt Horn of MRB Group. The Commissioners will present their concerns during the briefing. The Committee voted to table the item, and it is scheduled to be brought back for consideration at the September 8, 2025, Planning and Zoning meeting.

  2. The Planning and Zoning Commission will have a public hearing for Case#2025-00008, an application for a Specific Use Permit (SUP) to allow for the use of “Animal Services.” This case was previously tabled but will be presented to Planning and Zoning Monday, September 4, 2025. This proposed project is located at 202 West Center Street, City of Duncanville, Dallas County, Texas.

  3. The Planning and Zoning Commission welcomes our new City Planner, Desiree’ Powell. She brings a wealth of knowledge and experience to our community. We look forward to working with her as we move forward in shaping thoughtful, sustainable growth and development for our city.

  4. The City of Duncanville Planning Department is revamping our services, and we look forward to implementing changes and improvements that will cultivate a healthy, collaborative environment between staff, developers, and the community. #WeAreOpenForBusiness


PUBLIC WORKS 

 Utilities Division

  • From August 25-31, 2025, 39,464,890 gallons of water were pumped. The estimated water loss for that week was 98,389 gallons, including main breaks and leaks.
  • Hydromax USA continues to exercise valves and GIS (Geographic Information System) locate all the water distribution valves across the city. This project is scheduled for completion by mid-September 2025. *The Hydromax trucks are white with the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed.
