Duncanville City Council Postpones Police Facility Bond Election As Planning Continues
DUNCANVILLE, Texas — The Duncanville City Council will not move forward with a proposed November 3, 2026, bond election for a new public safety facility following action taken during a Special Called Meeting on August 10.
Council considered an ordinance that would have asked voters to authorize up to $50 million in general obligation bonds for public safety facility improvements. Council chose not to move forward with the election at this time, allowing for further evaluation of options for a future Duncanville Police Department facility.
The decision follows more than a year of study and discussion. In February 2025, the City Council established a Bond Advisory Committee to evaluate potential capital projects. The committee recommended a $20 million base bond package for a police station and training facility and Municipal Service Center improvements. In August 2025, Council delayed consideration of a bond election to allow additional study of the Police Department’s facility and space needs.
The City subsequently engaged Kimley-Horn/ADG to conduct a Police and Court Needs Assessment. Through a series of briefings and workshops, Council considered operational and security needs, required space, potential locations, renovation and expansion options, new construction, costs, and financial impacts. Following revisions that reduced the proposed facility’s footprint and separated Municipal Court from the new Police Department concept, a $50 million target was established for the police facility. Additional improvements to the existing police facility and portions of City Hall were estimated at approximately $1 million to $5 million, depending on the extent of reconfiguration.
The proposed $50 million bond issuance was estimated to have a property tax rate impact of approximately 6.2 cents. The voter information document accompanying the proposed ordinance estimated approximately $93 million in combined principal and interest over a 25-year period.
Council discussed the need for improved police facilities while considering overall costs, existing debt, ancillary expenses, infrastructure, facility alternatives, financing, and project timing. Council also emphasized continuing the planning process and requested a facilities assessment to provide additional information about the condition, use, and future needs of City facilities.
Separately, the City currently has three outstanding debt obligations totaling $28,015,000 in principal and approximately $9.1 million in scheduled interest, for a combined obligation of about $37 million. These include General Obligation bonds associated with the voter-approved 2018 Bond Program, Certificates of Obligation for the Advanced Metering Infrastructure water meter project, and Texas Water Development Board financing for a lead service line inventory project. Duncanville also recently received an AA rating with a positive outlook from Fitch Ratings and an AA rating with a stable outlook from S&P Global Ratings.
The City Council will continue evaluating options for addressing the Police Department’s long-term facility needs as additional information becomes available.

This fall, the City of Duncanville and Better Block will temporarily reimagine the South Main Street corridor at East Wheatland Road to explore safer streets, stronger connections, and more vibrant public spaces.
The demonstration will test ideas like traffic calming, safer pedestrian crossings, outdoor seating, public art, and community gathering spaces to better connect Downtown Duncanville, Armstrong Park, nearby neighborhoods, businesses, and civic destinations. Throughout the project, community feedback and data will help inform future investments and long-term improvements along the corridor.

Communications Assessment
The City of Duncanville has contracted with Cooksey Communications to conduct a communications assessment. Cooksey has undertaken a Comprehensive Strategic Communications Assessment, also known as an “audit,” for the City of Duncanville, which began in the summer of 2026. The Cooksey team will conduct interviews with internal and external stakeholders to gather perspectives on the Duncanville communications effort. Benchmarking will also be conducted with peer and aspirational cities inside Texas. Cooksey will evaluate the City’s various communications channels and make recommendations. The result will be a plan to increase community engagement through communications.

City of Duncanville Launches Smart Water Meter Project
The City of Duncanville will begin a water meter replacement project to install residential and commercial water meters with an automatic (smart) meter reading system. Water meters are used to measure the amount of water delivered to our customers. Replacing old water meters with new smart meters will ensure we can accurately track water usage while reducing maintenance work. Learn more

Firefighters are concerned with the 16-hours a month of training required as being too much combined with other duties.

DUNCANVILLE POLICE DEPARTMENT
The entire Alpha Days platoon attended Critical Incidents for Officers training. The training focused on preparing officers to respond to critical incidents while strengthening decision-making, leadership, command, and scene control skills. Officers also learned how to effectively manage rapidly evolving situations, coordinate resources, and establish control during complex incidents.
Officer Becerra and K9 Chico completed week 2 of training this week and both are progressing well.
Last Friday, Duncanville officers and detectives attended Texas Gang Database and Gang Tattoo Identification training hosted by the Duncanville ISD Police Department. The training was coordinated by Officer Marshall and brought together officers from several surrounding law enforcement agencies to strengthen knowledge, share information, and improve gang identification and documentation practices.

- Crews completed tree and limb cleanup at Armstrong, Rotary, Harrington, and Lakeside Parks, including removal of a fallen tree near the Lakeside playground.

- Crews removed dead plant material and relocated healthy flowers to improve landscape bed appearance, fill bare areas, and prevent interference with sprinkler heads.
- Staff continued mowing, edging, and weed-eating operations at athletic fields, Lions, Alexander, Penn Springs, and Pyburn Parks
- Crews completed significant tree maintenance at Big Shenandoah and Pyburn Parks, including removal of low-hanging branches and hauling debris to the boneyard.
- Crews removed additional low-hanging limbs along James Collins, the Senior Center, and Armstrong Park to improve sidewalk clearance and visibility.
- Crews continued preparation for upcoming athletic play by painting soccer fields at Harrington, painting foul lines at Harrington, Alexander, and Lions Parks, and preparing Lions Park for scheduled game play.
- Staff installed soccer goals on Harrington Fields 1-7 and 10-12 and installed nets, with final securing and anchoring to be completed once additional supplies are available.
- Staff continued baseball field cleanup and preparation for upcoming events while maintaining an overall field condition rating of 4 out of 5 despite extreme heat.

Armstrong Park
Staff continue to finalize event logistics, entertainment, programming, and operational needs as the event approaches.
The event’s new branding has been implemented across marketing materials, and staff are continuing to promote the festival through social media, digital content, and community outreach. Video content is also being developed to increase engagement and build excitement leading up to the event.
Programming will include EZ Band, Mariachi Las Alteñas, cultural entertainment, dancing horses, a car show, food and marketplace vendors, and additional family-friendly activities. Staff are coordinating final details with participating groups and vendors, as well as VIP hospitality and event-day operations.
Staff have met with the City’s Emergency Management team to review the event layout, safety considerations, traffic flow, and operational needs. A follow-up meeting is scheduled for August 24 to continue final preparations and coordination between departments.
With the event less than a month away, the Special Events team is transitioning into final production, focusing on site logistics, staffing, vendor coordination, marketing, and day-of-event readiness.

- Continued clarification and enforcement of requirements concerning utility providers, contractors, engineering firms, and authorized agents submitting ROW applications.
- Addressed questions regarding contractor surety/performance bonding, insurance requirements, and responsibility for work performed within the public ROW.
- Continued enforcement of the requirement that contractors performing work within the ROW maintain proper registration and remain responsible for restoration, deficiencies, violations, and permit compliance.
- Continued coordination of Texas 811 emergency locate requests with MGO permitting requirements, including the requirement to submit applicable emergency ROW permits within the required timeframe.
Street Division
- Crews cleared large tree branches obstructing vehicular traffic on South Main Street, Olympia Drive, and North Cedar Ridge Drive.
- Crews identified and located 18 utility storm drain inlets at various locations throughout the city.
- Crew completed inventory of all hand tools and motorized equipment.
- Crews removed accumulated concrete and waste dirt piles at Bill Willborn Drive spoil yard.
Utilities Division
- From August 17-23, 2026, 52,026,300 gallons of water were pumped, with an estimated loss of 227,500 gallons.
- Advanced Metering Infrastructure Project – completing read Route 101. Crews are working on Route 102. 766 meters have been installed to date.
