Duncanville, TX - The City of Duncanville is providing an update on its current debt obligations and recently issued credit ratings as part of its ongoing commitment to responsible financial management and transparency.
The City has three outstanding debt obligations totaling $28,015,000 in principal, with approximately $9.1 million in scheduled interest, for a combined outstanding principal and interest obligation of about $37 million.
The City's 2018 General Obligation bonds currently have $15.5 million in outstanding principal and approximately $3.7 million in remaining interest. The bonds were issued as part of the 2018 Duncanville Bond Program approved by voters November 2018. The program consisted of 10 projects organized into four propositions and planned to be completed over four years. Included in the projects were projects such as city streets, Fire Station No. 1, city parks, and the Service Center.
In May 2026, the Duncanville City Council approved the issuance of Certificates of Obligation to fund the Public Works Department's Advanced Metering Infrastructure, or AMI, water meter project. The certificates totaled slightly more than $11 million and are scheduled for repayment over 16 years, with about $5.4 million in interest.
The City's third obligation supports a lead service line inventory project through the Texas Water Development Board. The City Council approved financing for the project in July 2026. While the total project amount is nearly $2.9 million, the Texas Water Development Board will forgive 51% of the financing, leaving the City responsible for about $1.4 million. The City's portion is interest-free and will be repaid over 10 years.
As part of the City's 2026 debt issuance, Duncanville also received updated credit ratings from two national rating agencies. Fitch Ratings assigned the City an AA rating with a positive outlook, while S&P Global Ratings assigned the City an AA rating with a stable outlook. The ratings provide independent assessments of the City's creditworthiness and ability to meet its financial obligations.
As Duncanville continues financial planning for the upcoming fiscal year, the City remains committed to responsible debt management, long-term financial sustainability, and transparent communication with residents about the City's finances.
