On Monday, May 11, 2026, the men and women of the Duncanville Police Department honored Sergeant Michael Poe and Officer Roger Hobden, who gave their lives in the line of duty. This Police Memorial Ceremony was held at the Poe-Hobden Amphitheater in Armstrong Park.

BUILDING PERMITS AND INSPECTIONS
 
Building Weekly Inspection Report
  • There were 74 total building inspections.

  • 82 Building Permits were issued.

Health Weekly Inspection Report

  • This week, there were 13 health inspections, 0 for Annual Health Renewal, 2 for the Health Certificate of Occupancy, and 2 for Annual Swimming Pool Inspections. 7 routine health inspections, 1 mobile food unit inspection, and 2 complaints.

Total Fees Collected for the Week: $63,746.83.

Rental Weekly Inspection Report:

  • A total of 29 rental inspections were scheduled this week: 14 passed, 15 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.

  • 14 Single Family Rental Certificates of Occupancy have been reissued.

  • A total of 6 Apartment Unit Inspections for this week have been completed.

DUNCANVILLE FIRE DEPARTMENT

Emergency Management

  • Emergency Management Team (EMT) conducted live fire extinguisher training for Duncanville City Staff.

  • EMT staffed the command post for the Duncanville Bloomfest event.

  • EMT conducted the Duncanville July 4th planning meeting with city event staff.

  • Emergency Management Team conducted Church Emergency Preparedness training. Forty attendees from churches in the Best Southwest cities joined.

  • EMT conducted the monthly required Federal Emergency Management Agency Integrated Public Alert Warning System alert test.

  • EMT discussed emergency preparedness at a DeSoto Assisted Living facility.

  • EMT attended the City of Cedar Hill Hispanic Heritage Festival planning meeting.

  • EMT conducted an inventory of the Public Works Emergency Response Team equipment in the Cities of DeSoto and Lancaster. 

Fire Administration 

  • Staffed command post for Bloomfest event on May 9, 2026

  • Participated in the City of Duncanville’s National Day of Prayer event on May 7, 2026.

  • Interim City Manager Richard Abernethy attended the Duncanville Fire Department’s quarterly A-shift shift meeting on May 6, 2026.

  • Working on the Texas Fire Chiefs Association Best Practices project. Making a lot of progress with 80% of the project completed at this point. Completion of his project is expected in 2026.

  • Working on the Insurance Services Office (ISO) project and will schedule an ISO inspection in 2027 to attain a Class 1 rating. Increasing monthly fire training to the required 16-hours a month starting in April 2026. Need a year of 16-hours a month of fire-related training to get full credit with ISO.

  • Continued to work on the Insurance Services Office (ISO) project. An ISO evaluation is scheduled for late in 2026, and completion of the First Due software module onboarding is required before that review.

  • Seeking input from the Fire Marshal’s Office regarding ongoing fire lane parking enforcement challenges being addressed by City Management. Currently, Fire Marshal staff are unable to initiate towing without law enforcement present due to certification limitations. Further discussion is needed to establish clear long-term expectations and potential solutions.

Community Corner

  • On Wednesday, May 6, 2026, Duncanville Officers participated in Career Day at Hardin Intermediate School, where they had the opportunity to speak with students about careers in law enforcement and the importance of serving the community. Events like these help foster positive relationships with youth while providing insight into the many roles and responsibilities within public safety.

  • On Wednesday, May 6, 2026, Duncanville Officers participated in a youth presentation at Crossroads of Life Church focused on encouraging positive decision-making and strengthening relationships between law enforcement and youth. The event provided an open and engaging environment for conversation, mentorship, and community connection.

  • On Thursday, May 7, 2026, Duncanville officers hosted Coffee with a Cop at Chick-fil-A, where community members joined them for casual conversation in a relaxed setting. The event provided an opportunity to build connections, answer questions, and strengthen relationships between officers and the community.

  • On Thursday, May 7, 2026, City of Duncanville department members attended the National Day of Prayer gathering at the Duncanville Recreation Center alongside community leaders and residents. The event provided a time for reflection, unity, and support for the community and first responders.

  • On Friday, May 8, 2026, Duncanville officers attended the Mother’s Day Celebration at the D.L. Hopkins Senior Center to honor and celebrate mothers in the community. The event provided an opportunity for fellowship, appreciation, and meaningful interaction with senior residents.

PARKS

  • Horticulture crews completed scheduled maintenance at City Hall, Fire Station 1, Kidsville, Armstrong Park, Harrington Park, and the D.L. Hopkins Jr. Senior Center, including weed removal, pruning, bed maintenance, watering, and debris hauling while maintaining production metrics.

  • Mowing operations continued citywide maintenance across parks, civic facilities, and City properties, including Alexander Park, Little Shenandoah Park, Lakeside Park, Rotary Park, portions of Armstrong Park, Duncanville Fire Station 2, the Duncanville Library, Duncanville Police Department, City Hall, the Annex, and the funeral home property.

  • Crews dedicated a full day to Lakeside Park for mowing, weed eating, park cleanup, storm limb pickup, and full removal of a tree stump.


  • Parks Maintenance completed routine playground inspections, walking trail light inspections at Armstrong Park, and removal of a broken spring rocker at Harrington Park playground.

  • Athletics completed fertilizer and pre-emergent applications on all athletic fields and continued field preparation for scheduled weekly practices and games.

  • Staff supported BloomFest preparation and operations, including event setup, orange fencing installation, photo-op pickup and installation, metal arch setup, table, chair, and canopy transport, generator support, and Saturday event coverage.

  • Staff participated in the Duncanville Independent School District Touch A Truck event at Hardin Elementary.

  • The Harrington Park Ribbon Cutting is scheduled for Saturday, May 16, 2026.

  • Staff continued discussions regarding the DISD Shared Use Agreement and Parks Master Plan RFP and participated in the BSW Parks Department's Quarterly Updates Meeting.

  • Parks and Keep Duncanville Beautiful operations received the TxDOT Governor’s Community Achievement Award; Keep Duncanville Beautiful received Silver Star Recipient recognition; and the city received 2025 Tree City USA recognition.

  • Upcoming priorities include continued citywide mowing and grounds maintenance, athletic field preparation, inspections, repairs, and ongoing maintenance of park infrastructure and amenities.

Recreation Center

Community Event Highlight

The Duncanville Recreation Center continued to support a strong mix of community, wellness, cultural, and civic programs this week. Staff supported the National Day of Prayer event at Poe-Hobden Amphitheater, bringing community members together for a meaningful time of reflection, unity, and encouragement. The event provided an opportunity for residents, faith leaders, and community partners to gather in a peaceful public setting and recognize the importance of community connection and shared support.

The Recreation Center also supported the Police Memorial event at Poe-Hobden Amphitheater, honoring the service, sacrifice, and dedication of law enforcement officers. The program created a respectful space for remembrance and appreciation while reinforcing the City’s commitment to recognizing those who serve and protect the Duncanville community.

Program Highlight

Program participation continues to grow in several Recreation Center offerings. The Taekwondo program has seen increased interest and participation, reflecting a growing demand for structured youth and family fitness programs that promote discipline, confidence, coordination, and physical activity. Journey Dance Center also continues to provide engaging dance instruction and creative movement opportunities for participants, contributing to the Recreation Center’s diverse lineup of enrichment, fitness, and performing arts programs.

BloomFest Music & Arts Festival Recap & Upcoming Summer Celebration Announcement

 

The City of Duncanville would like to extend a heartfelt thank you to everyone who attended and supported the 2026 BloomFest Music & Arts Festival at Armstrong Park. From the incredible live music and vibrant artist market to the community energy felt throughout the day, BloomFest was a tremendous success and a true celebration of creativity, culture, and connection in our community.

 

Thousands of attendees joined us to experience live performances, shop with talented artists and makers, enjoy local food vendors, participate in community activations, and celebrate all that makes Duncanville special. The overwhelming turnout and positive feedback continue to reinforce BloomFest as one of Duncanville’s premier community events.


A special congratulations goes out to the top three finalists in the 2026 BloomFest Battle of the Bands competition. These talented groups brought exceptional energy and musicianship to the Champion Stage and helped create an unforgettable experience for attendees:

  • 1st Place – Crotex

  • 2nd Place – Deja Vu

  • 3rd Place – Maroon Monday

The City would also like to congratulate Crotex, this year’s Battle of the Bands winner, for their outstanding performance and crowd engagement throughout the competition.


BloomFest would not have been possible without the support and participation of our incredible food vendors, artist and maker market vendors, sponsors, performers, volunteers, boards and commissions, city staff, and community partners. Their contributions helped transform Armstrong Park into a vibrant festival atmosphere that showcased the creativity and spirit of Duncanville.


Additionally, the debut of the Vibe Spot merchandise shop was met with tremendous enthusiasm from attendees. Festival-goers enjoyed exclusive BloomFest merchandise and event-themed apparel throughout the day, making the merch shop one of the standout activations of the festival experience.


Following the success of BloomFest, the City is excited to officially announce that Red, White, & Goals will now expand into a two-day celebration taking place July 3–4, 2026. The expanded event will combine Independence Day festivities with the excitement surrounding the FIFA World Cup atmosphere, creating a unique regional celebration for residents and visitors alike.


The two-day celebration will include:

  • A July 3 community watch party experience and entertainment activations.

  • The annual July 4th of July parade in the morning, with the patriotic celebration from 4:00 PM-10:00 PM

  • Live entertainment, vendors, family activities, and fireworks

  • Soccer-themed community engagement opportunities and more


Additional event details, entertainment announcements, and schedules for Red, White, & Goals will be released in the coming weeks through the City’s official communication channels and the Duncanville Special Events social media pages.

Planning and Zoning
  • The Planning & Zoning department held a Zoning Board of Adjustment meeting on May 7, 2026, for a sign variance. The request was granted.

  • The Planning & Zoning department had to cancel the Monday, May 11, 2026, Planning & Zoning Commission meeting due to a lack of quorum.

  • The Planning & Zoning department will present two items at the Tuesday, May 19, 2026, City Council meeting.

PUBLIC WORKS 

CONSTRUCTION NOTICE

The City of Duncanville is starting construction! Please anticipate increased traffic and delays in the area. Construction will begin on April 25, 2026, with an estimated completion of mid- May 2027. Please note that rocky soil conditions and weather can impact the scheduled timeline.

Who: Residents of Duncanville

What: Project: The project consists of reconstruction of roadway paving, drainage, water, wastewater, sidewalk, and pedestrian improvements.

Where: North Cedar Ridge Drive from Cathy Self-Morgan Way/Middale to W. Camp Wisdom Road (see maps below).

When:
April 25, 2026, through mid-May 2027.

Why: To repair the roadway and utilities that have exceeded their lifetime and provide better service and safety to the residents and general public.

Right-of-Way

  • The Cedar Ridge Reconstruction Project is underway. The contractor has now installed approximately 160 lineal feet of 8-inch sanitary sewer main and removed the existing manhole.

Street Division

  • Crews repaired four asphalt potholes in the alley behind East Center Street and on South Alexander Avenue.

  • Crew trimmed and cleared overgrown vegetation along Big Stone Gap Road.

  • Crews removed debris restricting drainage flow in front of the storm drain headwalls on East Little Street

  • Crews repaired an asphalt utility cut on Katherine Court and along Camellia Drive.

  • Crews poured and replaced utility concrete sidewalks, curb-gutter, and pavement on South Main Street.

 Utilities Division

  • From May 4-10, 2026, 19,167,850 gallons of water were pumped. The estimated water loss for that week was 249,375 gallons.
