Notice of Intention to Issue City of Duncanville, Texas Certificates of Obligation
TAKE NOTICE that the City Council of the City of Duncanville, Texas, shall convene on May 5, 2026 at 7:00 p.m., at Duncanville City Hall, 203 E. Wheatland Road, Duncanville, Texas 75116. During such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of certificates of obligation, in one or more series, in an amount not to exceed TWELVE MILLION DOLLARS ($12,000,000) for the purpose of paying contractual obligations to be incurred for (i) improving and extending the City’s waterworks and sewer system, to-wit: the acquisition and installation of water meters in replacement of existing water meters and (ii) professional services rendered in connection therewith; such certificates to be payable from ad valorem taxes and a limited pledge of the City's waterworks and sewer system. In accordance with Texas Local Government Code Section 271.049, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $15,555,000; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $19,558,888; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $17,520,000; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is August 15, 2043. The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.
Statewide Test of Emergency Alerting Systems
On Thursday, April 2, 2026, at the request of the Texas Division of Emergency Management (TDEM), a statewide test of emergency alerting systems will occur between 10:00 AM and 12:30 PM. As part of this drill, local jurisdictions across Texas may test systems used to notify the public during emergencies. Emergency Management Team (EMT) reviewed Emergency Response Plan for an assisted living center in Lancaster.

EMT held the Best Southwest Emergency Preparedness Event in collaboration with the Council of Government Emergency Preparedness Department. 55 residents across the Best Southwest cities joined for emergency preparedness information and hands-on training in Cardiopulmonary Resuscitation and Fire Extinguisher use.

EMT participated in the Dallas-Fort Worth (DFW) Region coordination call with Texas Division of Emergency Management (TDEM) about the Statewide Warning System Drill planned in April.

EMT submitted a quarterly grant report for the Summit Pump Station Generator project.

EMT coordinated a regional meeting to discuss a grant project benefiting traffic management in the Best Southwest cities. The grant is being handled by DeSoto Development Services.

Chief Chris Connealy volunteered at the Sleep in Heavenly Peace project (Motto: No kid sleeps on the floor in this town) in Arlington on Saturday, March 14, 2026, which the Duncanville Lions Club assists with. Hundreds of beds were built. The organization also provides mattresses and bedding at deliveries.
Attended a meeting with Tri-City Chiefs on March 18, 2026, to discuss a potential peak-demand ambulance to be in the City of DeSoto’s Bolton Boone area.

Program Highlight
This week, the Recreation Center would like to highlight the Little Tigers Taekwondo program, which has experienced a significant increase in registration. Program enrollment grew from 2 to 8 participants within a single week, reflecting strong interest and successful outreach efforts.
The program is designed for children ages 4–6 and provides an introduction to taekwondo in a safe, structured, and educational environment. Master Lisa and her assistant have done an excellent job creating a positive atmosphere that supports skill development, discipline, and confidence for young participants beginning their martial arts journey.
The team will continue to build on this momentum through ongoing marketing and community engagement efforts to further grow the program.
Community Event Recap
The inaugural Mother and Son Day Out was a successful, intimate community event that brought daring mother-and-son duos together for a unique and engaging experience. The event welcomed just over 20 attendees, fostering a personalized, interactive atmosphere.
Guests were treated to one-on-one magic trick experiences with the magician prior to the show. In addition to the pre-show entertainment, participants enjoyed a variety of activities, including egg-and-spoon races, putt-putt, relay races, and other games. These activities created a fun, friendly, competitive environment for both mothers and sons. Food was provided for attendees, including pizza and cupcakes.
The magic show itself was entertaining from start to finish—combining humor, lighthearted moments, and impressive tricks that kept guests engaged throughout. At the conclusion of the show, each participant learned a simple magic trick and received a farewell bag that included a beginner magic kit, candy, and themed items such as a hat and wand.
The event concluded with the Recreation Center team efficiently restoring the facility in a timely and organized manner.
Overall, the Mother and Son Day Out was well received, fostering community engagement and providing a memorable experience for attendees.

Staff continues to make strong progress on planning for the City’s upcoming signature events, with key milestones being reached across multiple areas.
Planning efforts for the BloomFest Music & Arts Festival are coming together successfully, with logistics, entertainment, vendor coordination, and site planning all progressing on schedule. Staff is actively finalizing stage programming, coordinating with partners, and refining the overall event layout to enhance the attendee experience.
Community engagement for BloomFest remains high, particularly with the Battle of the Bands competition. Voting participation has exceeded expectations, with over 3,000 votes and counting, demonstrating strong community interest and excitement for this year’s lineup.
In addition to BloomFest, staff have begun active planning for the City’s Red, White & Goals Independence Day weekend celebration. This multi-day event will include a World Cup watch party, traditional July 4th festivities, and a family-friendly soccer activation. Early coordination is underway for entertainment, vendors, sponsorship opportunities, and event logistics to ensure a cohesive and impactful holiday weekend experience.
Staff continues to seek sponsorships, vendors, and community partners for all upcoming events and encourages residents and businesses to stay engaged by following the City’s official social media channels for updates and opportunities to participate.
Overall, planning efforts are progressing well, and staff look forward to delivering a series of high-quality events that promote community engagement, tourism, and economic impact.

Cedar Ridge Drive Improvements
- The preconstruction meeting for this project was held on March 12, 2026. A Notice to Proceed has been issued. The contractor is preparing the pre-construction submittals and is to begin the project on March 23, 2026.

Sanitation
- Members from the Public Works and Parks and Recreation Departments participated in a tour of the Republic Services Recycling Facility in Plano on Tuesday, March 10th. Staff gained a hands-on, behind-the-scenes look at recycling operations.
Street Division
- Crews repaired 16 potholes across the city.
- Crews repaired a guard rail on North Alexander Avenue.
- Crews poured concrete for utility repairs on Lansdale Drive, West Center Street, and Hummingbird Lane.
- Crews cut up a tree in the creek behind Lazy River Drive.
- Twenty-five inlets were inspected, and eight were cleaned.
- Crews continued TxDOT bridge inspections.
Summit Pump Generator

· Staff held an on-site meeting on March 12, 2026, with the contractor, design engineer, and generator company to discuss options. The electrical engineer has prepared a draft report indicating that the Generac generator will not support the operation of two pumps running as designed. The generator has trouble starting one of the pumps. The contractor is getting with Generac about the issue. We are currently awaiting a response from Generac.
Utilities Division
- From March 9-15, 26,349,790 gallons of water were pumped. The estimated water loss for that week was 226,891 gallons, including one water leak.
