Weekly Update: February 27, 2026
The Duncanville Community and Economic Development Corporation hosted a joint meeting with the City Council and the Tax Increment Financing (TIF) Board on Monday, February 23, 2026, at the D. L. Hopkins Senior Center. Discussions included implementation of the 2040 Comprehensive Plan and briefings on the DCEDC and TIF Fund financial status. 

BUILDING PERMITS AND INSPECTIONS
 
Building Weekly Inspection Report
  • There were 65 total building inspections this week. 57 inspections passed, 8 failed, 0 canceled, and 0 partial passes.
  • 57 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 7 total health inspections, 0 billing in person for Annual Health Renewal, 0 for the Health Certificate of Occupancy, and 0 for Annual Swimming Pool Inspections. 4 routine health inspections, 0 mobile food unit inspections, and 3 complaints.

Total Fees Collected for the Week: $27,974.10.

Rental Weekly Inspection Report:

  • A total of 28 rental inspections were scheduled this week: 12 passed, 16 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.

  • 12 Single Family Rental Certificates of Occupancy have been reissued.

  • A total of 20 Apartment Unit Inspections for this week have been completed.

Emergency Management

  • Emergency Management Team (EMT) attended a meeting with the Council of Governments on a Regional Community Preparedness grant program that our Best Southwest cities are participating in.

  • EMT attended the Dallas – Fort Worth Regional Emergency Management Working Group meeting.

  • EMT delivered 2024 Emergency Response Guidebooks to the City of DeSoto Fire Department.

  • Emergency Management Coordinator (EMC) Lauren Sanchez presented on the International Certified Emergency Managers (CEM) process to Dallas-Fort Worth emergency managers.

  • EMT attended the Newman Academy in Cedar Hill, Texas, Safety and Security Meeting.

  • EMC Sanchez recorded a Spanish Public Safety Announcement video with Francisco Ramosin the Communications/Marketing department for the Duncanville Fire Department.

  • Emergency Management Specialist Kevin Bradley attended the Dallas-Fort Worth Regional Voluntary Organizations Active in Disasters Annual Meeting.

  • EMT conducted the quarterly DeSoto Community Organizations Active in Disasters Meeting. 

Fire Administration 

  • Attended Executive Team meeting.

  • Attended a meeting on February 24, 2026, at the City of DeSoto Fire Station 2 with Best Southwest City Managers and Fire Chiefs to discuss strategies for addressing increasing call volume, particularly in the Bolton Boone area, as well as to review the Automatic Vehicle Location (AVL) test project.

  • Partnering with Human Resources to facilitate bi-annual Preventing Sexual Harassment and Cybersecurity classes at Fire Stations due to not enough computers for Operations personnel. Another meeting was held on February 25, 2026 and IT (Information Technology) shared that they should be able to provide four laptops to resolve the lack of computers to complete online training.

  • Texas Commission on Fire Protection conducted their bi-annual inspection of the Duncanville Fire Department on February 20, 2026 and the department passed the inspection.

  • Attended weekly Fire Administration meeting.

  • Fiscal Year 2027 Budget kickoff meeting was held on February 26, 2026.

  • Attended Lions Club meeting

  • 2026 Bloomfest celebration planning meeting occurred on February 26, 2026

  • Continued work on the Texas Fire Chiefs Association Best Practices project. Significant progress has been made, and I anticipate completing the project in 2026.

  • Continued work on the Insurance Services Office (ISO) project. An ISO evaluation is scheduled for later in 2026, and completion of the First Due software module onboarding is required before that review.

  • Recruit Joseph Valdez completed week 17 of the North Central Texas Council of Governments Police Academy.

  • Jacqueline Doss, Julio Padron, Ricky Logan, and Aidan Smith completed week 6 of the North Central Texas Council of Governments Police Academy.

  • On Friday, February 20, 2026, we celebrated Assistant Chief Tijerina as he concluded his 20-year career with the Duncanville Police Department. He has been selected as the next Chief of the Red Oak Police Department. We are incredibly proud of his accomplishments and grateful for his years of dedicated service. While he will be greatly missed, we are excited to see him lead and serve the City of Red Oak’s community. Congratulations, Chief Tijerina!

ECONOMIC DEVELOPMENT 
 

Applications are now open for the DCEDC Design Incentive Grant Program, an initiative designed to support local businesses through financial assistance for exterior and interior design improvements, and more. The Design Incentive Grant application window has been extended through April 1, 2026. Guest speakers Caitlan Biggs, Assistant Town Manager of Little Elm, and Tiffany Thomson, Chief Relations Officer of Little Elm, shared their perspectives on leading with ethics and integrity in local government.

PUBLIC NOTICE
Tree Pruning and Vegetation Management Scheduled

We’ve been informed that routine vegetation management will take place at Alexander Park, Lions Park, and Armstrong Park in the coming days.

The Arbor Experts, professional vegetation specialists under contract with Oncor, will be in these areas to prune trees and remove vegetation located too close to power lines. This work is essential to maintain a safe distance from electrical equipment and to help ensure safe, reliable energy service for residents and park visitors.

  • Staff continued dugout improvements at Lakeside with installation of red R-panels on Fields 1 and 2.

  • Crews assisted with underpass cleanup along I-20.

  • Staff continued ongoing field preparation for upcoming charter school games.

  • Staff conducted playground inspections and removed locks from the batter’s cage gate at BBI.

  • Staff completed dead plant removal at City Hall, Annex, Police Department, and raised beds.

  • Staff performed tree limb cleanup at Lakeside and Community Theater.

  • Crews removed weeds, grass from beds, and dead shrubs at various locations.

Recreation Center

Daddy Daughter Dance - 2026 Recap

This year’s Daddy Daughter Dance provided fathers and daughters with an experience they will cherish for years to come. From the moment guests arrived, they were warmly greeted and guided through a magical entry walkway designed to feel as if they were floating on a cloud beneath a star-filled sky. The event welcomed both many returning families and several new participants.
Guests enjoyed a hearty dinner featuring chicken tenders, green beans, macaroni and cheese, mashed potatoes with gravy, and fresh rolls. A dessert table followed, offering a variety of Little Debbie treats for everyone to enjoy.

After dinner, families participated in a wide range of activities, including a nail painting station, makeup station, bracelet-making station, balloon artist, Hungry Hungry Champions, Pin the Crown, and additional interactive games.

The evening concluded with a few raffles in which the young ladies had the opportunity to win special prizes. No guest left empty-handed, as each family was personally thanked by a staff member and presented with a farewell party bag.

Special recognition goes to the Recreation staff, Parks and Recreation Leaders, and few Volunteers for their teamwork and dedication in making this event a success. Staff collaborated on planning, worked diligently to create a memorable atmosphere, and efficiently returned the facility to normal operations at the end of the night.

Attendance reached just under 100 participants. The event also marked the first use of our new Xplor software system, allowing guests to register online for the first time for a Community Event.

Karate Camp - Inaugural Session Recap

This past weekend the Karate Program successfully hosted its inaugural Karate Camp, featuring guest instructor Duane Wolfe from Alexandria, Minnesota.

Throughout the weekend, participants engaged in comprehensive training, including techniques such as kicks, punches, and other fundamental martial arts skills. The camp provided a structured and professional environment, allowing students to refine their abilities under the guidance of an experienced instructor.

The inaugural session welcomed five participants, and program leaders are optimistic about expanding enrollment for future camps. The success of this year’s event lays the foundation for continued growth, and plans are already underway to host the Karate Camp again next year.

Program Highlight: Jazzercise

This week we would like to highlight the Jazzercise program. This past Saturday, over 20 participants attended the morning session, with the program averaging about 15 participants per week. Classes are offered both in the morning and evening, except on Wednesday mornings and Fridays.

The Jazzercise program is one of our most tenured offerings at the Recreation Center, and we greatly value the long-standing relationship and dedication of the instructor, Sheilla Jhonson. The program generates approximately $400 in monthly revenue and continues to be a strong contributor to our community fitness offerings.

New Program Information: HikeHER

HikeHer Wellness Reset Hike is a faith-centered wellness experience designed to refresh the mind, body, and spirit for women. Join us on Saturday, February 28, 2026, for a guided group hike at Cedar Ridge Preserve from 7:30 AM –9:30 AM followed by an Indoor Wellness Reset Experience at the Duncanville Recreation Center from 10:00 AM–12:00 PM The day includes spiritual reflection, a soul circle, curated wellness brand activations, and meaningful community connection. BloomFest 2026 – Planning & Programming Update

Staff are actively in the planning phase for BloomFest 2026, with strong momentum across programming, vendor recruitment, and community engagement efforts. Preparations remain on schedule as the event continues to develop into a dynamic celebration of music, art, and local culture.

Entertainment & Programming

Staff is currently in the process of booking bands and finalizing stage programming to ensure a diverse and high-energy lineup. The community response has been enthusiastic as Battle of the Bands voting is now underway, allowing residents to help shape this year’s entertainment lineup. Voting will remain open through the advertised deadline, and results will be announced publicly once finalized.

Artist Market & Gallery

BloomFest’s Artist Market & Outdoor Gallery is now accepting applications. The focus remains on original artwork and fine art creators, providing a curated and elevated arts experience for attendees. Staff is actively recruiting painters, illustrators, mixed media artists, photographers, and other creatives to showcase and sell their work during the event.

Vendor Applications

General vendor applications are officially open for food vendors, specialty vendors, and approved market participants. Early application submission is encouraged as space is limited and placement is curated to maintain quality and diversity across the event footprint.

Marketing & Public Engagement

Marketing efforts are ongoing through digital platforms and community outreach. Residents are encouraged to follow the City’s official Facebook page for updates regarding band announcements, voting reminders, artist features, vendor highlights, and event news.

BloomFest planning continues to progress successfully, and staff looks forward to providing additional updates as entertainment confirmations and vendor selections are finalized.

  • The Planning & Zoning team is working on the P&Z website and updating current development processes.


PUBLIC WORKS 

Cedar Ridge Drive Improvements

  • The Cedar Ridge Drive Reconstruction and Subsurface Utility Improvements Project has been awarded to Estrada Concrete Company, LLC. The preconstruction meeting is scheduled for March 12, 2026.
Street Division
  • Crew repaired 29 potholes within city limits.

  • Crew completed concrete repairs on a drive approach and sidewalk on Omaha Lane.

  • Crew removed a downed tree obstructing traffic at the Winding Trail and Cavan Road intersection.

  • Crew replaced a cleanout valve lid on South Cockrell Hill Road.

  • Crew reshaped the drainage ditch line on Cedar Street.

  • Crew replaced two Type III barricades at Redbird Lane and Main Street.

Summit Pump Generator

  • ·     All wiring has been completed for the generator installation. Staff is waiting for the schedule for the generator's certification. Prime controls began connecting the generator to the Supervisory Control and Data Acquisition system.

Utilities Division
  • From February 9-15, 2026, 31,171,900 gallons of water were pumped. The estimated water loss for that week was 227,500 gallons, including one water leak at San Juan Drive and Cockrell Hill Road.
