Mark Rauscher is a seasoned public sector executive with over 25 years of experience leading major initiatives in public safety, urban planning, public works, capital project delivery, and municipal governance. Currently serving as the Assistant City Manager – Community Services for the City of Duncanville, Mark oversees and manages the operations of several key departments including Parks & Recreation, Planning & Development, Library, Economic Development, Communications & Marketing, and Fieldhouse. Previously Mark served as the Assistant Town Manager for Sunnyvale, Texas with primary management over Public Works, Engineering, Parks & Recreation, Planning & Development, and Capital Projects.
His career spans influential roles across North Texas, including the U.S. Census Bureau, North Central Texas Council of Governments (NCTCOG), Dallas Area Rapid Transit (DART), the City of Fort Worth, and the City of Dallas. Mark has directed numerous multimillion-dollar capital projects and interagency collaborations, including oversight of the $100 million Bob Bolen Public Safety Complex and leadership of the Trinity River Vision/Panther Island initiative.
As a certified member of the American Institute of Certified Planners (AICP) and a former board member of the Greater Dallas Planning Council, Mark brings a deep understanding of federal, regional, and local governance. He remains actively involved in the Texas City Management Association and is known for his collaborative approach with elected officials, developers, consultants, and community stakeholders to improve quality of life across the region.
