Section 12-137 of Duncanville's Code of Ordinances requires every apartment complex in the City to have a valid license. Licenses are renewable on January 1st of each year and remain valid through the end of that year.

License Renewal Procedure

To renew its annual license, an apartment complex must submit the application form along with the required fee, which is $15.00 per apartment unit. The new license and a cash receipt will be sent via return mail.

Inspections

Every apartment complex is inspected annually by the Building Official and Fire Marshal under terms of ordinance Section 12-142. This inspection includes, but is not limited to:

  • Parking areas, striping, lighting and fire lanes,
  • Weather protection: paint, windows, doors, roof coverings, etc.
  • Sidewalks, stairways, railings, swimming pools,
  • Inoperable or unused vehicles or trailers,
  • Junk, trash, litter, illegal open storage, garbage collection,
  • Grass, trees and other vegetation,
  • Building, plumbing, electrical, heating and air conditioning systems.

In addition to the above, apartment tenants may request an inspection of their dwelling units for structural, electrical, plumbing or heating/air conditioning problems, ceiling leaks, smoke detector checks and rodent or insect infestation.

Tenants should be ready to furnish proof that they have previously brought their concerns to the apartment management before calling the City for inspection.

Upon completion of an inspection, a list of corrective actions required (if any) will be furnished to the apartment management along with a deadline for compliance. Deadlines will be set based on the amount and complexity of work necessary to bring the property into compliance with ordinance requirements.
