City of Duncanville Announces Opening of Arts Grant Application Cycle
The City of Duncanville is proud to announce the opening of its first Arts Grant Application Cycle, which begins June 4, 2025, and runs through June 30, 2025. Through the work of the Duncanville Arts Commission and with support from the City Council, these grants are designed to support local artists, nonprofits, and organizations whose projects promote public engagement in the arts and contribute to tourism, community identity, and economic vitality. BUILDING INSPECTIONS |
- A total of 25 Rental inspections were scheduled this week;10 passed, 15 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of Ground Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, ground rods, and water heaters not up to current code.
- 10 Single-Family Rental Certificates of Occupancy have been reissued for this week.
- 2 apartment unit inspections were completed and 5 complaints.
- There were 80 total Building inspections this week. 57 inspections passed, 5 failed, 5 canceled, and 13 were partially passed.
- This week, there were 8 total health inspections: 1 for the annual renewal, 1 for the health certificate of occupancy, 3 for the annual swimming pool inspections, 0 routine health inspections, and 3 health complaints on businesses.
- 37 building permits were issued this week
- The total amount of fees collected was $12,828.23.

CITY ADMINISTRATION |
The Cart Pilot Program will end later this month. A Town Hall Meeting for participants will be held on Thursday, July 10, 2025, at 6:00 PM at the Duncanville Senior Center (206 James Collins Boulevard).
At the meeting, the City will share information about the program, ask for feedback, and answer any questions. A survey will also be shared around that time. People who attend the meeting can get a copy of the survey and fill it out there.
On August 5, 2025, the City Council will get a report on the program, including data and survey results.
Republic Services will begin picking up the roll carts from participating homes next month. More details about the cart pickup will be shared soon. Republic Services will also contact participants about the Town Hall and give the City a flyer to post on the website and social media.

Fight the Bite
To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.
To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

- EMT conducted the Duncanville July 4th planning meeting with city staff.

PERSONNEL
- On June 11, 2025, Animal Control Officer Hazel Greene met with employees at the local post office to give a brief presentation, requested by their supervisor, Jennifer Peterson. Officer Greene discussed dog body language, common behaviors, and behavior motivators. She also provided guidance on what information to relay when calling 911 in the event of an incident.
- Last week, the Duncanville SWAT (Special Weapons and Tactics Team) and the Criminal Investigation Division executed a high-risk search warrant at a local residence under an ongoing investigation related to Child Pornography. The search warrant was executed without incident, and evidence was obtained, ultimately bolstering the investigation.
- Recruit Victor Gonzalez completed week 11, while Recruits Kevin Sanchez and George Smith completed week 5.

Economic Development Director Victor Barrera and Assistant Director Marlon Goff provided a quarterly departmental update to City Council on Tuesday, June 17, 2025.
Strong Towns National Gathering – City of Duncanville Participation
City staff and a representative from the Duncanville Community & Economic Development Corporation (DCEDC) attended the Strong Towns National Gathering in Providence, Rhode Island, from June 8, 2025, to June 12, 2025. The event brought together community leaders, economic developers, and urban planners from across the country to share strategies on building financially resilient, people-focused cities. The City of Duncanville was proudly represented through our sponsorship, an exhibitor booth, and the recognition of Wheatland Plaza, a local redevelopment project in partnership with Monte Anderson. This experience provided valuable insights and connections to support Duncanville’s continued efforts toward smart, sustainable growth.

Utility Billing
From June 12 to June 18, we processed 25 new water service account activations and 13 account deactivations due to customers canceling their utility water accounts. The customer service field crew successfully repaired two-meter gasket leaks, one valve replacement, one-meter changeout, one-meter lid replacement, and four-meter maintenance repairs in the field.

- Come out and join other volunteers in cleaning Waterview Park, located at 1700 Whitecliff Dr. The more litter we remove, the less stormwater runs off into our creeks, waterways, and eventually into the oceans. Cleanup supplies will be provided on-site.

The Brush Club with Estefany — Learn brush techniques, color mixing, layering, and composition at the Brush Club with Estefany. No experience is needed, and all supplies are provided. The class meets every Tuesday in the Teen Room from 6:00 PM—7:15 PM (ages 10-16) and 7:30 PM—9:00 PM (ages 17+). For more information, contact the Recreation Center at (972) 780-5070.
CPR (Cardiopulmonary Resuscitation) Training — Come learn CPR for your family, job, school, summer adventure, or holiday gathering! Be ready when it matters most. Emergencies can happen at any time, anywhere, and to anyone. The Family and Friends CPR Course is $25.00 per person. The class meets from 5:30 PM—7:30 PM every second Monday of every month in the Teen Room. For more information and registration, contact the Recreation Center at (972) 780-5070.

Planning and Zoning

The Planning and Zoning Department has engaged planning consultants to support and assist during staffing shortages. These consultants will review and advise on planning-related matters as required. The Economic Development staff is responsible for gathering information and facilitating its transfer to the consultants.
Planning and Zoning Committee approved all the Consent Agenda Items presented at the June 9, 2025, meeting.
- The approval of the Letter of Support for the City of Duncanville’s 2025 TxDOT Transportation Alternatives Program Application.
- The approval of the Letter of Support for the City of Duncanville 2025 Safe Streets and Roads for ALL (SS4A) Planning and Demonstration Grant Application.
The Planning and Zoning Commission recommended to Council Case #2025-00003, an application for a Specific Use Permit to allow for the use of “Short Term Rental” on real property located at 710 Valley Hill Road, City of Duncanville, Dallas County, Texas.
The Planning and Zoning Commission did not recommend to Council Case #2025-00004, an application for a Specific Use Permit to allow for the use of “Fuel Pumps”, at 615 South Cockrell Hill Road, City of Duncanville, Dallas County, Texas.
The Planning and Zoning Commission recommended to Council Case #2025-00005, an application for a Specific Use Permit to allow for the use of “Auto Repair and Services Major”, with an exception for the Specific Use Permit to be reevaluated in 5 years and to include that any vehicle that is inoperable must be removed after 60 days. This property is located 508 East Red Bird Lane, City of Duncanville, Dallas County, Texas.
The Planning and Zoning Commission recommended to Council Case #2025-00007, an application for a Specific Use Permit to allow for a “Short Term Rental” on real property located at 209 N. Royal Oak Drive, City of Duncanville, Dallas County, Texas.
The Planning and Zoning Commission did not recommend to Council Case #2025-00013, an application for a Zoning Change from SF-13 to a PD Planned Development (Education Facility) for Life School, located at 1000 East Danieldale Road, City of Duncanville, Dallas County, Texas.
On July 22, 2025, at 6:00 PM, all Boards including the Planning and Zoning Commission and the Zoning Board of Adjustments will be participating in the Comprehensive Plan Joint Meeting Block Party at Duncanville Fieldhouse, located at 1700 South Main Street, City of Duncanville, Dallas County, Texas.

PUBLIC WORKS
|
|
Street Division
- Crews cleaned four storm drainage grates.
- Crews repaired 25 potholes in various locations.
- Crews did 1250 square feet of level-ups on Duncanville Road.
- Crews poured concrete for Monroe, Shannon, and East Center sidewalks.
- Crews cut low-hanging branches reported by passing bus drivers on Hill City, Alexander, Hillcroft, and Silver Creek.
- Total yards of concrete poured – 5 yards.
- Two new hires started on Monday, June 16th, one Maintenance Worker I and one Maintenance Worker II.
Utilities Division
- The new SCADA (Supervisory Control and Data Acquisition) system is now online. During the week of June 9-15, 2025, 33,306,300 gallons of water were pumped. The estimated water loss for that week, including one main break, was 264,078 gallons.
- The Public Works Utilities Division will start the Boots on the Ground (B.O.T.G.) portion of the ASTERRA satellite leak detection contract on Monday, June 23, 2025, at 7:00 AM. McKim & Creed, a subcontractor for ASTERRA, will conduct this process. They will confirm and locate the leaks identified by 2 satellite passes conducted in March 2025 and May 2025. McKim & Creed will have two crews working in the city. Their trucks are grey with a purple stripe with the name on them. The employees will also have safety vests and credentials while performing the work. The Utilities Division will have personnel with McKim & Creed. This process will be completed on July 3, 2025. Once this process is completed, the Utilities Division will formulate a plan to begin repairing the leaks.
- The Public Works Division will start to exercise and GIS locate all the water distribution valves across the city with Hydromax USA on Monday, June 23, 2025. This project will identify any issues with the valves in the city’s distribution system (etc., broken, in the off position, and buried), which will help with water quality and fire flows. The Hydromax trucks are white with the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed. This project is scheduled to be completed by mid-September 2025.
Capital Improvement Projects
Summit Pump Station: Staff are awaiting the arrival of the new generator for the Summit Pump Station. It is expected to arrive this month.
Pipebursting: Utility repairs are ongoing as part of the Wheatland Road and Mauk Branch Creek pipebursting project. The installation of the lining for the 8” water line is set to begin on June 30, 2025.
