ARTS COMMISSION

City of Duncanville Announces Opening of Arts Grant Application Cycle

 The City of Duncanville is proud to announce the opening of its first Arts Grant Application Cycle, which begins June 4, 2025, and runs through June 30, 2025. Through the work of the Duncanville Arts Commission and with support from the City Council, these grants are designed to support local artists, nonprofits, and organizations whose projects promote public engagement in the arts and contribute to tourism, community identity, and economic vitality. 2025 Juneteenth Celebration

The Duncanville Arts Commission is proud to present the 2025 Juneteenth Celebration: Celebrating Our Heritage and Diversity of the Arts, a weeklong series of engaging, inspiring, and culturally rich events honoring the spirit of Juneteenth through literature, poetry, music, and meaningful dialogue.

Events will take place at the Duncanville Public Library, 201 James Collins Blvd, and are free and open to the public. Each evening will feature local and regional Black artists, authors, and performers sharing their talents and voices, with refreshments and lite bites served throughout the week—and a full meal at the Saturday morning roundtable.

Literary Café featuring acclaimed author Candice Y. Johnson, Ashley Clarke, Jackie Harvey, Kalen McGuire, Phylisha Gold, Melvin Washington, and JB McGinnis.

BUILDING INSPECTIONS
  • A total of 14 Rental inspections were scheduled this week;8 passed, 6 failed, and 0 were canceled. The main reasons the inspections failed were missing Ground Fault Circuit Interrupter (GFCI) outlets, no carbon monoxide or smoke detectors, missing ground rods, and water heaters that don’t meet current safety rules.

  • 8 Single-Family Rental Certificates of Occupancy have been reissued for this week, 0 apartment units and 2 complaints.

  • There were 81 total Building inspections this week. 61 inspections passed, 15 failed, 2 canceled, and 3 were partially passed. 

  • This week, there were 3 health inspections. All 3 were for yearly swimming pool checks. There were no yearly renewals, no health certificate checks, and no routine inspections. The city also got 6 health complaints about businesses.

  • 50 building permits were issued this week

  • The total amount of fees collected was $ 25,436.35.

Fight the Bite

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.

To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

  • Attended a Leadership Workshop for Executive staff
  • Attended Rotary Club of Duncanville and Duncanville Lions Club meetings.
  • Attended the Ellis Dallas Unified Cooperative Team (EDUCT) meeting.
  • Attended Planning and Zoning Commission meeting
  • Met with City Management and Finance to discuss the Duncanville Fire Department’s Fiscal Year 2026 budget request.
  • Attended the Texas State Fire Marshal’s Office for the Fire Marshal Discussion Series meeting in Plano, Texas, with various state agencies providing updates and answering questions.
  • Numerous administrative activities involving Insurance Services Office (ISO) matters, continuing education training, coordination of repairs, and preparations for weather impacts through the emergency operations center, having a limited activation as examples

The Fire Department responded to 182 calls for service in the past seven days. These included:

  • The Emergency Management Team (EMT) attended the Village Tech Schools Safety and Security meeting.
  • EMT facilitated Emergency Operations Center (EOC) training for the City of DeSoto.
  • EMT held the City of Duncanville July 4th planning meeting.
  • EMT facilitated meetings between North Central Texas Council of Government staff and city volunteer groups and the Public Information Office to discuss community preparedness
  • Attended the Dallas County VOAD (Volunteer Organizations Active in Disaster) meeting
  • Emergency Management Team attended the Dallas County VOAD (Volunteer Organizations Active in Disaster) meeting.

  • On Monday, June 9, 2025, Recruits Tesean Boyd and David Perea graduated from the Police Academy. They began in-service training on June 10, 2025.
  • Recruit Victor Gonzalez completed week 10, while Recruits Kevin Sanchez and George Smith completed week 4.
  • Two newly hired recruits are set to begin the Police Academy in July.

Encina is Coming!

We are thrilled to announce that Encina, the beloved Oak Cliff restaurant known for its adventurous menu featuring seasonal Texas ingredients, is expanding to Duncanville! The team behind Encina has officially closed on the historic property at 220 North Main Street, formerly home to Duncanville’s original fire station and later a TV repair shop.

Encina, a collaboration between celebrated chef Matt Balke and seasoned restaurant veteran Corey McCombs, has been a staple in the Bishop Arts District since it is opening in 2020.

The addition of Encina to our downtown area marks a significant milestone in Duncanville’s ongoing economic development and revitalization efforts. We are excited to welcome this esteemed establishment to our community and look forward to the vibrancy it will bring to our historic Main Street.

Keep Waterways Clean Community Cleanup – Saturday, June 21, 2025 | 9:00 AM – 11:00 AM | Waterview Park, 1700 Whitecliff Dr.

  • Come out and join other volunteers in cleaning Waterview Park, located at 1700 Whitecliff Dr. The more litter we remove, the less stormwater runs off into our creeks, waterways, and eventually into the oceans. Cleanup supplies will be provided on-site.
 

PARKS

  • Cleaned all the weeds on the sidewalk by City Hall and Armstrong Park beds on the walking trail.
  • Staff pulled all the weeds by the City Hall LED (Light-Emitting Diode) Sign.
  • Crews sprayed herbicide at the communications tower near Armstrong Park restrooms.
  • Crews attended UTA (University of Texas at Arlington) Equipment Tie Down Training with Parks Staff.
  • Crews picked up limbs around parks from the storm over the weekend
  • Staff picked up the little library book stand at Lions Park.
  • Crews installed bollards at Lions Park.
  • Crews raked the playground mulch.
  • Crews cleaned the homeless encampment at the Cockrell Hill underpass.
  • Crews sprayed herbicide on athletic fields to continue transitioning rye grass out.
  • Staff attended July 4th planning meeting.
  • Crews mowed grass at the Duncanville Police evidence lot on North Main Street.
  • Crews coordinated and monitored mowing contractors.

Recreation Center

The Brush Club with Estefany—Learn brush techniques, color mixing, layering, and composition at the Brush Club with Estefany. No experience is needed, and all supplies are provided. The class meets every Tuesday in the Teen Room from 6:00 PM—7:15 PM (ages 10-16) and 7:30 PM—9:00 PM (ages 17+). For more information, contact the Recreation Center at (972) 780-5070.

CPR (Cardiopulmonary Resuscitation) Training—Come learn CPR for your family, job, school, summer adventure, or holiday gathering! Be ready when it matters most. Emergencies can happen at any time, anywhere, and to anyone. The Family and Friends CPR Course is $25.00 per person. The class meets from 5:30 PM—7:30 PM every second Monday of every month in the Teen Room. For more information and registration, contact the Recreation Center at (972) 780-5070.

Planning and Zoning

The Planning and Zoning Department has engaged planning consultants to support and assist during staffing shortages. These consultants will review and advise on planning-related matter as required. The Economic Development staff is responsible for gathering information and facilitating its transfer to the consultants.

  1. Planning and Zoning Committee approved all the Consent Agenda Items presented at the June 9, 2025, meeting.
    1. The approval of the Letter of Support for the City of Duncanville’s 2025 TxDOT (Texas Department of Transportation) Alternatives Program Application.
      b. The approval of the Letter of Support for the City of Duncanville 2025 Safe Streets and Roads for ALL (SS4A) Planning and Demonstration Grant Application.
  2. The Planning and Zoning Commission recommended to Council Case #2025-00003 an application for a Specific Use Permit (SUP) to allow the use of “Short-Term Rental” on real property located at 710 Valley Hill Road, City of Duncanville, Dallas County, Texas.
  3. The Planning and Zoning Commission did not recommend to the Council Case #2025-00004, an application for a Specific Use Permit to allow for the use of “Fuel Pumps”, at 615 South Cockrell Hill Road, City of Duncanville, Dallas County, Texas.
  4. The Planning and Zoning Commission recommended to Council Case #2025-00005, an application for a Specific Use Permit to allow for the use of “Auto Repair and Services Major”, with an exception for the Specific Use Permit to be reevaluated in 5 years and to include that any inoperable vehicle must be removed after 60 days. This property is located at 508 East Red Bird Lane, City of Duncanville, Dallas County, Texas.
  5. The Planning and Zoning Commission recommended to Council Case #2025-00007, an application for a Specific Use Permit to allow for a “Short Term Rental” on real property located at 209 North Royal Oak Drive, City of Duncanville, Dallas County, Texas.
  6. The Planning and Zoning Commission did not recommend to Council Case #2025-00013, an application for a Zoning Change from SF-13 to a PD Planned Development (Education Facility) for Life School, located at 1000 East Danieldale Road, City of Duncanville, Dallas County, Texas.
  7. On Tuesday July 22, 2025, at 6:00 PM, all Boards, including the Planning and Zoning Commission and the Zoning Board of Adjustments, will be participating in the Comprehensive Plan Joint Meeting Block Party at Duncanville Fieldhouse, located at 1700 South Main Street, City of Duncanville, Dallas County, Texas.


PUBLIC WORKS 

Street Division 
  • Crews removed a fallen tree from the following locations: Shannon Drive, Merribrook Circle , Memory Lane, East Center Street, Meadow Creek Drive at Main Street, Cedar Hill Road , Green Tree Court, and Rocky Creek Drive .
  • Crews cleaned 25 storm drainage grates.
  • Crews repaired three potholes.
  • Crews poured concrete for utility repairs on Allen Avenue and Stanwyck Avenue.
  • Crews poured concrete for sidewalks on Natalie Lane and Green Tree Court.
  • Crews laid hot mix on Greenway Drive, Allen Avenue, and Amelia Street.
  • Total yards of concrete poured – 10 yards.
Street Division 

The new SCADA (Supervisory Control and Data Acquisition) system is now online. During the week of June 2-8, 2025, a total of 32,703,800 gallons of water were pumped. There was an estimated water loss of 105,000 gallons for that week.
