Weekly Update: May 16, 2025

This week, the Duncanville Police Department honored the brave men and women in law enforcement during National Police Week. On Monday, May 12, the Duncanville Police Department held its Police Memorial Day Ceremony at the Poe-Hobden Amphitheater in Armstrong Park.

The community gathered to remember and pay tribute to Sergeant Michael Poe and Officer Roger Hobden, who lost their lives in the line of duty on December 3, 1979, as well as all officers across the nation who have made the ultimate sacrifice.


BUILDING INSPECTIONS

A total of 35 Rental inspections were scheduled this week; 10 passed, 22 failed, and 3 were canceled. The primary reasons for the failed inspections were the absence of Ground Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, ground rods, and water heaters not up to current code.

10 Single-Family Rental Certificates of Occupancy have been reissued for this week.

There were 56 Building inspections this week. 5 passed, 10 failed, 6 canceled, and 4 partially passed.

There were 15 total health inspections this week: 1 for the annual renewal, 1 for a health certificate of occupancy, 1 for an annual swimming pool inspections, 8 routine health inspections, and 4 complaints.

The total amount of fees collected was $21,160.00.

2025 Official Election Results

On May 3, Duncanville voters re-elected Joe Veracruz to serve as Councilmember for District 1, Jeremy Koontz to serve as Councilmember for District 3, Kyle Pennebaker to serve as Councilmember for District 5, and DeMonica Gooden to serve as Councilmember At-Large. The City Council canvassed election results during a May 13, 2025, Special Meeting. The elected members will be sworn in at the May 20, 2025, Regular Meeting.

Fight the Bite

To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.

Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.

  • Helped Rotary Club of Duncanville repair flags last Saturday, May 10, 2025.
  • Attended the Duncanville Lions Club meeting.
  • Attended swearing-in ceremony for new City of Duncanville Police Officers.
  • Attended Computer Assisted Dispatch – Record Management System meeting.
  • Attended City of Cedar Hill City Council meeting honoring Emergency Management Coordinator Lauren Sanchez for her work on the recent Active Shooter Exercise earlier this year
  • Attended Bond Committee meeting.
  • Working on the Texas Fire Chiefs Association Best Practices and developing a Fire Department Strategic Plan.

Emergency Management:

This week, the Emergency Management (EM) team participated in the following events:

  • Emergency Management Coordinator Lauren Sanchez and the City of Cedar Hill Detective Andrew Rhoden received the Superior Service Award from the City of Cedar Hill Police for coordinating the Regional Active Shooter Exercise
  • Emergency Management team (EMT) met with Chocolate Mentoring Inspiring Nurturing Training Foundation to discuss the DeSoto Donation Plan partnership.
  • Emergency Management team conducted Everbridge training with Sophia Ensmann (New City of Cedar Hill Communications and Engagement Manager).
  • Emergency Management team met with Jared Myers, Ellis County's new Liaison Officer, to discuss the resources he can provide.
  • EM team completed a walkthrough of DeSoto Civic Center and DeSoto Fire Training Center, which are possible locations for September’s Regional Preparedness Fair.
  • EM team attended the City of DeSoto’s Citizens Fire Academy celebration dinner.
  • Emergency Management team attended the North Central Texas Council of Governments Public Education Work Group meeting.
  • EM team attended the monthly meeting at the Dallas County Voluntary Organizations Active in Disasters.
  • The EM team attended Isotope Crossroads-Texas at Fort Worth Downtown Sheraton. This addressed the movement and security of radiological material in Dallas-Fort Worth, led by the Dallas Field Office of the Federal Bureau of Investigation.

COMMUNITY CORNER

  • On May 7, 2025, Crime Prevention Officer Michelle Arias taught an Officer Interaction Class at Village Tech Schools. Approximately 100 students attended.

PERSONNEL

  • On Friday, May 9, 2025, Chief Matt Stogner interviewed applicant Lazaro Castro, who passed. He has accepted a job offer and will begin on Monday, May 19, 2025, and awaits enrollment into a Police Academy.
  • With the hire of Recruit Lazaro Castro, the department has five vacancies, with two background checks currently in progress.
  • Recruits Tesean Bond and David Perea completed week twenty of Police Academy Training. The course provided valuable information on low-risk, unknown, and high-risk stops. The class spent time practicing scenarios. The course also included a portion on building searches and room clearing. Recruits practiced working as a unit to navigate structures while searching for threats safely.
  • Officers Kathyria Delgado, Juan Marin, and Krystal Hayes were sworn in on Friday, May 9, 2025, and began Field Training.

  • Crews raked mulch and inspected playgrounds to ensure safe and secure surfaces.

Planning and Zoning

Update

The Planning and Zoning Department has engaged planning consultants to support and assist during staffing shortages. These consultants will review and advise on planning-related matters as required. The Economic Development staff is responsible for gathering information and facilitating its transfer to the consultants.

The public hearing from Tuesday, May 12, 2025, the Planning and Zoning meeting, has been moved to Monday, June 9, 2025, at 7:00 PM.

  • Proposed New Development at the Corner of Cockrell Hill Road and Danieldale Road (Life School)
    • The applicant was scheduled for the June 3, 2024, Planning and Zoning (P&Z) Commission meeting for Planned Development (PD) request; the item was removed from the agenda; future date to be determined.
    • A Town Hall Meeting occurred on August 13, 2024.
    • Staff met with the applicant on August 26, 2024. Additional items are required before the applicant can be scheduled for a Planning and Zoning (P&Z) Commission meeting.
    • The city emailed the applicant on September 6, 2024. City staff commented that a consulting firm will review traffic impact analysis; however, the firm will be expected to contract with the City of Duncanville after the turn of the fiscal year. To expedite the review, the City staff would be open to agreeing with the applicant to contract a firm to review the traffic impact analysis.
    • The applicant submitted a plat application on September 20, 2024. A third party is currently reviewing the plat.
    • On October 10, 2024, the applicant submitted a traffic impact analysis from a third-party reviewer to the city.
    • On October 22, 2024, there was a meeting between staff and applicants.
    • The city agreed to hire a third party to review the project's zoning and engineering.
    • The third party met with staff on December 17, 2024, to discuss comments.
    • The third-party reviewers met with staff and the applicant on January 14, 2025, to discuss the latest comments.
  • Planning & Zoning Public Hearing was held on May 12, 2025.
  • Planning & Zoning meetings have been continued to June 9, 2025.


PUBLIC WORKS 

Street Division
  • Crews cleaned 4 storm drainage inlets at Clark Road/Danieldale Road.
  • Crews laid hot mix asphalt on an East Camp Wisdom Road drive approach.
  • Crews assisted at the city-wide spring Operation Clean Duncanville event.
  • Crews repaired nine potholes on Duncanville Road.
  • Crews marked 15 utility drainage locates on East Center Street, East Wheatland Road, and South Cockrell Hill Road.
  • Crews poured concrete on Eisenhower Drive, Freeman Street, Johnson Drive, Dawson Drive, and Lazy River Drive.
  • Crews cleaned one drainage headwall in Harrington Park.
  • Crews repaired utility cuts at Johnson Drive and Lazy River Drive.
  • Crew removed a tree from the right-of-way on West Camp Wisdom Road.
  • Crew assisted the Parks Department in pouring concrete piers at Alexander Park.
  • Crew removed car parts/other debris from the West Camp Wisdom Road roadway.
Utilities Division 
  • The new SCADA (Supervisory Control and Data Acquisition) system is under construction. No water usage report is available this week, May 5, 2025 -May 11, 2025.
  • Operation Clean Duncanville, our semi-annual clean-up event, was held on Saturday, May 10, 2025. Several staff members from different city departments helped make the event successful. Residents could dispose of bulk trash and brush, recycle electronics, and shred unwanted paper. 218 cars attended the event, and several attendees stopped at multiple stations. Sixty cubic yards of trash were collected. We wait for the total amount of brush collected, shredded paper, and recycled electronics. We look forward to holding another Operation Clean Duncanville event again in Fall 2025.

Other Construction

Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project is estimated to have a completion date of May 2025.
